ABU DHABI (ALETIHAD)The Department of Finance – Abu Dhabi (DoF) has organised the 2026 Budget Cycle through a high-level event that brought together more than 450 senior officials representing 65 government entities across the emirate.This year's cycle marks Abu Dhabi's full transition to the Performance-Based Budgeting (PBB) Model, a pioneering initiative that links government spending directly to entity-level goals, ensuring tangible improvements in service quality and societal well-being. The model also reinforces transparency, data-driven decision-making, and aligns with global best practices as endorsed by the Organisation for Economic Co-operation and Development (OECD).The event featured comprehensive discussions around the key pillars of the 2026 budget, covering plans and strategies to promote financial sector growth in alignment with government priorities. By embracing innovation, collaboration, and transparency, DoF seeks to unify efforts across entities to direct resources toward measurable outcomes that reflect the emirate's strategic vision.The annual gathering, which drew notable attendance, included a series of interactive and thematic sessions addressing the latest trends in public finance and global budgeting practices. It celebrates entities that demonstrate best-in-class practices in budget planning and public financial management. This new initiative underscores DoF's commitment to fostering a culture of continuous improvement and strategic alignment in pursuit of sustainable fiscal outcomes.
The department has developed an integrated communications plan to accompany the full budget cycle, covering all phases from early planning to implementation follow-up, ensuring message consistency in line with world-class financial governance standards.

The total number of purchase requests registered via the platform in 2024 reached 455,650, benefiting 17,400 livestock owners across the Fodder Market has marked a significant shift in the infrastructure of the fodder trade. The sector has witnessed a notable expansion, with the number of registered fodder supply companies increasing from two to 17 and the number of sales outlets rising to 112. The variety of available fodder products has grown from two types to seven, ensuring greater choice for livestock breeders. In line with efforts to enhance customer experience, the purchasing process has been simplified by 57 per cent, now requiring only three steps, with transaction completion time reduced to under 3.5 minutes. SALALAH - Secure and targeted use of artificial intelligence can help Oman's government and private sector enhance transparency, performance, and citizen engagement, according to Jennifer McGinty, founder and director of McGinty Consulting. On her first visit to Oman, McGinty speak at the Labour Forum 2025, organised by the Ministry of Labour, on how AI can be used effectively and safely. She said her aim was to introduce employees to practical tools while stressing the importance of data security. 'I have a lot of experience working with large private companies such as Indeed, Bain & Company, Deloitte, and USAID, which excel in using AI tools. But I've noticed that in the Middle East, North Africa, and even the U.S., government agencies are far behind,' she told the Observer. 'If they are using AI tools, they are often not using them in a safe and secure way. Some are putting proprietary information — private data about citizens and their governments — into public AI platforms that are not securely stored.' McGinty said Oman's Vision 2040 — particularly its focus on youth employment — offers an excellent opportunity to use digital platforms to connect young people with government programmes. 'Oman has a great opportunity to use these AI tools to communicate directly with citizens — through emails, public platforms, or social media,' she said. 'I hope the Ministry of Labour will take some of these tools and use them to improve communication.' For decision-makers, especially in AI departments across ministries and in the private sector, she recommended starting with a needs-based or baseline study. 'You have to understand what employees are spending their time on and where they need help. Without that, you risk buying 20 different AI tools, and people will only use one or two — which is a waste of money,' she explained. Praising Oman as 'one of the most hospitable places' she has visited, McGinty added: 'People here are so respectful, much more than in many other countries I've been to.
