HYDRAA removes borewells and ‘encroachments' from Sunnam Cheruvu

The Hyderabad Disaster Response & Asset Protection Agency (HYDRAA) on Monday took action against the alleged encroachers of Sunnam Cheruvu, Guttala Begumpet, by removing many borewells which were being used to extract water to be supplied to hostels in Madhapur.
The HYDRAA authorities also seized the tankers used to supply the water. Besides, they removed temporary structures in the full tank level which were used to run tanker business.
Earlier, HYDRAA shared the water analysis reports of the Telangana Pollution Control Board, which revealed high amounts of heavy metals in water.
A press note on Monday informed that a complaint had been lodged against the tanker supplier at the Madhapur Police Station. Issuing clarification to the claims of 'plot owners' in the FTL as determined by the Hyderabad Metropolitan Development Authority, HYDRAA said a layout by the then HUDA was cancelled later. Permissions are not being granted for the past 10 years to take up any structures there. The plot owners may apply for compensation or transferable development rights, it said.
Sunnam Cheruvu is among the six lakes taken up for development by the HYDRAA. As part of the initiative, plastic waste and garbage accumulated for decades has been removed from the lake, and sewage diversion channels have been created. A children's park and open gym are part of the project, the note said.
The 'Prajavani' grievance redressal programme of HYDRAA has received a total 49 complaints on Monday, which covered issues pertaining to encroachment of stormwater drains at Fatehnagar and Balanagar, encroachment of park spaces in Turkayamjal municipality.

Hyderabad: The fate of Amber Cheruvu hangs in the balance due to encroachments and sewage. It wasn't too long ago that a man bought a plot of land for Rs 6 crore, only to realise he'd acquired a piece of the Amber Cheruvu. However, while the paperwork may now reflect where the lake begins, the ground reality tells another story, one where the lakebed continues to vanish under a steady stream of debris and unchecked construction, as builders push boundaries, quite literally. The construction over the years has also led to a functional road between the water body, leading to its division into two lakes — Amber Cheruvu and Pragati Nagar Lake. "A sewage treatment plant (STP) project launched two years ago came to a halt after nearby colonies resisted pipeline work. As a result, raw sewage continues to gush into the water body, turning it into a toxic cesspool. You can barely stand near it," said Sandeep Raj, a resident of the area. The extent of the combined twin lake boundary is currently at 162 acres. In 2024, a report on the condition of 13 lakes across different locations of the city was submitted by the two-member committee of advocate commissioners to the high court. Amber Cheruvu was one of them. The report revealed extensive encroachments on the FTL and the buffer zone, along with various sewage inlets polluting the lakes. The committee, in its report, also shared details of the fencing around the lakes, walking tracks, CCTV cameras, and sewerage treatment. "There are five encroachments on the FTL and 105 in the buffer zone. Fencing is not completed even on the main roadside, Ring Bund, though completed, but the walking track is not laid. The lake is seen dumped with garbage and sewage water, and the lake has a pungent odour and foul smell," the report read. "In 2014, a preliminary notification was issued, but there was no update on it afterwards. The lake channel connectivity between Ambar Cheruvu and Yellamma Cheruvu near Jayanagar in Kukatpally has almost eroded, owing to the unregulated construction activity. Fixing FTL is not the end; making sure that it is not encroached again is important," said Lubna Sarwath, an environmentalist. Adding to the danger is a narrow strip of road that separates the two lakes. With no barricades on either side, it remains exposed and unsafe, particularly during rains when the lakes swell and visibility drops. Locals worry it's only a matter of time before an accident occurs. Over the years, the twin lakes have caught the attention of officials more than once. But for the people living around them, not much has changed. "Residents say they are grappling with daily health and safety concerns, from clouds of mosquitoes to the overpowering smell that refuses to go away. The problem becomes serious during the monsoon as it floods our cellar. Mosquitoes swarm into the house by 6 pm, and we've even had snakes enter the compound," said Sharon D, a 25-year-old resident of the area. "We have fixed its FTL and even submitted all the information with the report last year, but we need to check if fresh encroachments have come up," said an official from HMDA.

Hyderabad: The Hyderabad River and Lake Development Authority (HYDRAA) team today took decisive action against illegal encroachments along the banks of the Musi River, specifically from Chaderghat Bridge to Osmania Hospital, removing all unauthorised structures. According to HYDRAA, encroachers had illegally occupied land on the riverbanks and constructed sheds by dumping soil. These areas were subsequently being rented out for various commercial purposes, particularly for parking cars, buses, and lorries. HYDRAA Commissioner AV Ranganath stated that a total of 9.62 acres of land had been illegally occupied. This included 3.10 acres encroached by Tikaram Singh, who was running an illegal business by constructing sheds; 1.30 acres occupied by Poonam Chand Yadav; and 5.22 acres encroached by Jaya Krishna. Investigations revealed that all these individuals had encroached upon and constructed sheds on the riverbanks, which they were then renting out. Residents had filed complaints regarding these activities, which also included anti-social behaviour, illegal nurseries, and commercial use of the encroached space for parking. Following these complaints, HYDRAA took swift action, demolishing all illegally constructed sheds and reclaiming the land, returning it to government control. Similarly, HYDRAA also cleared illegal encroachments from 2,000 square yards of park land in Anjaneya Nagar Colony, Moosapet. This land had been officially designated as a park in the layout approved by the Hyderabad Urban Development Authority (HUDA). According to HYDRAA, a local resident, Yasin, was unlawfully using the park land for commercial activities, including storing tent materials, operating sound systems, and repairing generators. Furthermore, he was running a tent supply shop on one side of the road and had extended his business operations onto the designated park area directly opposite the shop. Ranganath confirmed that the GHMC (Greater Hyderabad Municipal Corporation) had previously sanctioned Rs 50 lakh for the development of the park, including laying the foundation stone for fencing around it. However, Yasin and his associates allegedly obstructed this development work. In response, local residents lodged complaints with both GHMC and the local police. Following these complaints, received via HYDRAA Prajavani, the HYDRAA team conducted a thorough investigation and initiated action to clear all illegal encroachments from the site. Fencing work around the park land was also launched immediately to prevent further illegal occupation.

‘Rarest of rare': Overheating most likely led to deadly explosion at Telangana factory

The explosion at the Sigachi Industries factory in Pashamylaram in Telangana's Sangareddy district is an unusual case of overheating, say experts who looking into the causes of the blast that killed 36 workers. The company manufactures microcrystalline cellulose (MCC) from wood pulp. The product they manufacture is in powder form and is used in pharmaceutical capsules. 'What could have happened is thermal decomposition of MCC in the spray dryer. That is, MCC powder would have decomposed because of overheating,' A V Ranganath, commissioner, Hyderabad Disaster Response and Asset Monitoring and Protection Agency (HYDRAA), told The Indian Express. In the dryer, the temperature should have been below 200 degrees Celsius but could have risen above 399 degrees Celsius, Ranganath said. 'It is at 399 degrees Celsius that the powered MCC starts decomposing. We think the temperatures inside the dryer reached this level and went unnoticed,' he said. As earlier reported by The Indian Express, the temperatures could have been controlled had the interlocking system, which cuts off heat at a predetermined level or sets off an alarm, worked. 'In this case, the rise in temperature, which reflects on a monitor in the factory, could have gone unnoticed or unchecked,' Ranganath said. This sort of overheating is a 'rarest of rare case', Ranganath said. 'There is no history, so to speak, of such massive overheating to have happened elsewhere. This was an unfortunate incident,' he said. The extent of the explosion was such that entire portions of the factory collapsed. A case has been registered against the company management under sections of attempt to culpable homicide not amounting to murder, and voluntarily causing grievous hurt. The company has been functioning out of its facility in Pashamylaram for 35 years, the HYDRAA commissioner said. Another expert from the department of factories, who spoke on condition of anonymity, told The Indian Express, 'The company did have a mechanism to cut off heat because the product would have been compromised had there been no such mechanism. The mechanism is not just for safety but for ensuring the quality of the product.' The number of casualties increased because workers from two shifts were present at the factory on that day, Rangnath said. There were workers from both the general shift and night shift at the factory when the explosion took place. 'They were having a meeting when the explosion happened. This resulted in a higher number of casualties and injuries,' Ranganath said. No arrests have been made in the case so far.
