
Retailers urge government to scrap SST on commercial rentals
KUALA LUMPUR: The Malaysia Retailers Association (MRA) has urged the Finance Ministry to revoke the planned eight per cent Sales and Service Tax (SST) on commercial rental and leasing services.
Its president Datuk Andrew Lim Tatt Keong said the additional levy could strain business sustainability and fuel consumer price increases.
He said retailers are already grappling with a raft of cost pressures, including the minimum wage hike to RM1,700, rising electricity tariffs, stamp duties on employment contracts, fuel subsidy rationalisation, and the earlier SST rate increase from six to eight per cent.
"These are just a few examples of rising fixed operational costs. Even these alone are already impacting business sustainability and bottom lines," he said in a statement today.
Lim added that the retail sector was not consulted prior to the decision to impose SST on commercial rentals, despite rental being among the largest fixed costs for many businesses.
"It is unrealistic to expect retail businesses to absorb the full impact, and many may have no choice but to pass these costs on to consumers, contributing to inflation and intensifying the rakyat's cost-of-living burden," he said.
He also pointed to growing global uncertainties, particularly the recent conflict escalation between Iran and Israel, as further reason to reconsider the timing of the tax.
In response, the MRA proposed several measures. These include a complete waiver of the SST on commercial rentals or, at the very least, a deferral until both global and domestic conditions are more stable.
The association also called for the tax to be fairly shared between landlords and tenants, rather than borne entirely by retailers.
It urged that service charges and shared area fees be excluded from the tax scope and that the SST exemption threshold be raised to RM2 million in annual sales to protect small and independent retailers.
Additionally, the MRA suggested delaying implementation until after Visit Malaysia Year 2026 and introducing the tax gradually, starting at three per cent and increasing progressively to eight per cent over five years.
Lim said the retail sector plays a vital role in driving domestic economic growth and employment, and stressed that policies affecting the sector must be implemented with transparency, fairness and proper stakeholder engagement.
He added the MRA is open to further discussions with the Finance Ministry to find a balanced and sustainable approach that supports both businesses and consumers.

The PDCF is a structured, competency-based pathway for directors and the industry, globally aligned with a benchmarked baseline qualification. This aligns with the roadmap set out by the Securities Commission Malaysia to achieve a resilient and high-performing capital market. ICDM president and CEO Michele Kythe Lim stated that, at present, anyone can be selected as a board member, and there are no specific qualifications required. 'We want to raise the standard and improve governance while supporting the Securities Commission's priority in the capital market to increase returns. If you're a better governing board with a better-run company, you'd have better profits and returns in the capital market. 'That's our intention, and we are supporting this as well,' she said after the institute's 8th annual general meeting held recently. ICDM is Malaysia's national institute of directors dedicated to strengthening corporate governance and board effectiveness through world-class director development and advisory services. Lim said the new national set of standards aims to significantly accelerate the growth of a diverse and qualified talent pool of directors across both the public and private sectors, as well as government-linked boards, to help companies achieve optimal board composition from the outset. She added that it is important to ensure board members of companies are chosen fairly based on a qualified and fixed standard that allows them to contribute to the company well. Lim said ICDM has grown considerably over the past year, with its overall revenue increasing 53%, its Leading for Impact Programme's revenue rising by 172%, and Aspiring Directors Immersion Programme's revenue increasing by 211%. 'Our directors' registry also features 1,264 prescreened, board-ready candidates who can take up the role of board member,' she added. Lim emphasised that the future of an organisation depends on the precise and integral leadership of boards and directors. 'Therefore, they must champion governance, accountability, and performance standards with the same rigour they demand from the companies they oversee. As the national institute of directors, we are committed to these standards, a commitment proven by an independent Board and Director Effectiveness Evaluation of our own board, which reaffirmed our strengths,' she said. ICDM executive vice-president and succeeding president and CEO Jackie Mah said it is rewarding to see members appreciate the projects and initiatives that they have taken on, particularly to engage members more holistically. 'We've grown our member base from a small base to up to 1,500 last year,' she said. 'Members were satisfied and happy with development training that we do as well as our advisory support and they really felt that we have set up an ecosystem to help directors progress to the next level.' Mah said ICDM has delivered over 500 programmes and trained more than 30,000 directors. 'Just as we hold employees of organisations to certain standards and evaluate them with clear key performance indicators, boards and directors should also have mechanisms in place to evaluate their performance and development.' SST expansion ‘not divine law', govt willing to fine-tune policy, says Anwar's political secretary
IPOH, June 17 — The expansion of the Sales and Service Tax (SST) will proceed on July 1 as planned, but the government is open to revisiting the policy if necessary, Prime Minister Datuk Seri Anwar's political secretary said today. Muhammad Kamil Abdul Munim acknowledged growing public concern over the upcoming tax changes and assured that feedback would be taken seriously. 'Of course, there are bound to be concerns or dissatisfaction whenever a new policy is implemented. This is normal,' he told reporters here. 'This might not be the perfect policy. But if there are segments or sectors that require reconsideration, I believe the government will look into those concerns seriously. 'This is not divine law, it's human legislation. So, there's no issue if adjustments or improvements are needed. What's important is that the majority of the people are not burdened by this expansion,' he added. Muhammad Kamil also gave an assurance that the SST expansion will not affect essential goods and is aimed at strengthening Malaysia's fiscal base. 'Malaysia has one of the lowest tax bases in the region, and the move to widen the SST coverage is aimed at enhancing fiscal sustainability without causing hardship to the public,' he said. He was speaking after visiting a victim of last month's FRU truck crash in Taman Desa Tambun here. His remarks came in response to concerns raised by six major business groups, which urged the government to delay the tax hike.
