DOE: Almost 3 million homes yet to be electrified
(We're currently following the latest survey from the Philippine Statistics Authority, which states how many households in remote areas still don't have electricity service—this is almost 3 million households.)
President Ferdinand Marcos Jr. said in his State of the Nation Address that 2.5 million households have been provided access to electricity since the start of his administration in 2022. With that, the government plans to have 200 plants that could energize millions of other households before the end of his term in 2028.
The DOE said it was looking into other options that would help provide energy to remote areas.
(This program is incredibly challenging to implement because, first, the areas are very remote, and there are no suitable places to put up power lines. That's why we're looking for various solutions to provide electricity services, even if it's not through conventional methods.)
Among the approaches that the Energy Department is considering to achieve nationwide electrification is putting up microgrids.
(In this setup, proponents will build a power plant and establish their own distribution system. We're targeting communities with at least 50 households that are viable for the operation of our private proponents. The Department of Energy will conduct competitive selection processes where we'll offer these areas to the private sector.)
The DOE official said that through the Microgrid Systems Act, contracts have already been offered to some private firms to put up microgrids in some communities in Palawan, Camarines Norte, and Quezon. But Marasigan said that the government is targeting to have microgrids in Mindanao, which have more isolated communities.
Further, the DOE is also considering having solar-powered homes in far-flung communities.
(This solar home system isn't a donation; it's another electricity service. We'll install solar home systems that can generate electricity through solar power. They'll be able to power three to five light bulbs, and we will provide one outlet for charging.)
Siquijor power situation
Moreover, the DOE said that it is already working towards addressing the power crisis in Siquijor following Marcos' call of the President to normalize the power services in the island before the year ends.
(So, in addition to our daily monitoring of the situation in Siquijor, we've already authorized the National Electrification Administration to conduct a comprehensive technical and operational audit of our power generator on Siquijor Island.)
Marasigan explained that authorities will check on the generating facilities in Siquijor if they are still in good condition and have the necessary permits.
(If we see any shortcomings with the power proponent in Siquijor, they must be corrected and fully compliant by December 31, as part of the deadline set by the President. This is to ensure that, starting January 1 next year, a permanent solution for the island of Siquijor will take place.)
To recall, Siquijor had rotational brownouts since May 13, 2025, prompting the Siquijor provincial government to declare a state of calamity.
Marcos inspected the Siquijor Island Power Corp. power plant in the province last month and directed an investigation into its operations amid the power issues. He also said he is open to the possibility of having another power provider in the province. –NB, GMA Integrated News

AI use in PH classrooms must fit students' needs —solon
Some things must be considered first before artificial intelligence (AI) can be integrated into the classrooms, said House Basic Education and Culture Committee chairperson Roman Romulo. While AI can be an effective learning tool, Romulo said that it's important for students to develop their critical thinking. 'May advantages siya, but before we implement it fully kailangan natin pagaralan kung ano yung tamang level at kung sino yung mga estudyante na kailangan natin bigyan ng AI. Kasi mayroon ng mga pagaaral, although preliminary po yun, may lumabas na pagaaral I think from schools in Boston na sinasabi nga nila hindi naman wholesale ibigay natin yung AI sa lahat o yung technology,' he said in an interview with Bagong Pilipinas Ngayon on Friday. (It has its benefits, but before we roll it out completely, we need to carefully consider the appropriate level and which students truly need AI. There are already studies, though preliminary, I think from schools in Boston, that suggest we shouldn't just give AI or the technology to everyone wholesale.) 'Kasi maganda pa rin na nadedevelop yung learner o yung bata yung traditional way of learning. Nahahasa din papunta siyang critical thinking, kailangan talaga pinagiisipan niya yung bawat bagay,' Romulo added. (It's still beneficial for learners and children to develop using traditional learning methods. This also sharpens their critical thinking skills, requiring them to genuinely ponder every detail.) The latest Philippine Statistics Authority study showed that more than 1 in 5 Filipinos aged 10 to 64 have difficulty comprehending what they read—despite being able to read, write, and compute. National Statistician Claire Dennis Mapa said the basic literacy rate — the share of people who can read, write, and compute — is 93.1%, but only 70.8% are considered functionally literate, meaning they can also comprehend. In his fourth State of the Nation Address, President Ferdinand Marcos Jr. highlighted concerns in the education system, including literacy. 'May value talaga ang AI. Pero hindi siya pwedeng wholesale for now, one size does not fit all. (AI truly has value. However, it can't be a wholesale solution for now; one size doesn't fit all. We need to tailor the introduction of this technology and AI depending on the situation, ensuring responsible use of these developments.) 'Pero naniniwala ako, the moment ma-full throttle at effective na ito na ginagawa ng DepEd natin, nakatutok na sa functional literacy, the computer technology will be used in the right way,' he added, referring to the Department of Education's ARAL Program which offers free tutorials and interventions to students struggling with reading, mathematics, and science. (But I believe the moment our DepEd fully and effectively implements this focus on functional literacy, computer technology will be used in the right way.) —Vince Angelo Ferreras/LDF, GMA Integrated News

Palace says Congress' power of purse should not be abused
''Hindi po dapat abusuhin iyong sinasabing power of the purse at maraming magkaroon... kung mayroon mang insertions at hindi mapapakinabangan na tunay," Castro said. Congress's power of the purse should not be abused, Malacañang said on Friday, adding that President Ferdinand "Bongbong" Marcos Jr. didn't want congressional insertions that will not benefit the public included in the proposed general appropriations law. Palace Press Officer Usec. Atty. Claire Castro made the remark when asked to react to President Francis "Chiz" Escudero, who stated that the executive branch's National Expenditure Program was subject to changes during the budget process in Congress. ''Hindi po dapat abusuhin iyong sinasabing power of the purse at maraming magkaroon... kung mayroon mang insertions at hindi mapapakinabangan na tunay," Castro said. "Iyan lamang po ang gusto ng Pangulo, kaya gusto niya maging malinis at budget at hangga't maaari iyong bicam conference with regard to the conference dito sa budget, 2026 budget ay bukas sa publiko,'' she added. (The power of the purse should be abused. The President doesn't want insertions that will not benefit the people. The President wants a transparent budget, and as much as possible, the bicameral committee conference on the budget should be open to the public.) Castro said the President and the Cabinet secretaries were involved in the exhaustive preparation of the NEP. (Whatever was mentioned here should be allotted funds.) The NEP or the President's budget is submitted to the Senate and the House of Representatives at the start of the appropriations process. It is the basis of Congress's budget hearings to craft the General Appropriations Act, or the national budget for the following year. Marcos, in his State of the Nation Address (SONA 2025) on Monday, said he would return a general appropriations bill that was not in line with the NEP. Escudero said the NEP was not set in stone. (The proposed budget comes not only from the executive but also from Congress. Just because it was the executive that outlined everything, all of those are already right and cannot be changed.) (What should be changed, must be changed because the President's cabinet secretaries themselves are asking Congress for an increase or change in their respective budgets. So maybe the President should also tell his secretaries that when the DBM submits a budget for their department, they should stop asking for an increase because the source for that increase will be obtained from the budget of another agency.) Escudero has denied claims that there are billions of pesos worth of insertions in the 2025 national budget. He said the reports were part of a 'demolition job' in connection with his earlier bid to retain his Senate presidency post. Marcos, in his SONA, said that the government would operate under a reenacted budget in 2026 as he warned that he would veto a proposed budget bill that would not be in harmony with his administration's programs and priorities. –NB, GMA Integrated News

Banning online gambling must be studied thoroughly, says Palace
Malacañang on Friday said banning online gambling should be studied thoroughly, including its possible impacts to the country. During a press conference, Palace Press Officer Undersecretary Claire Castro said this matter should be studied carefully as this may affect even the licensed ones. She was reacting to the question about President Ferdinand ''Bongbong'' Marcos Jr. skipping online gambling during his fourth State of the Nation Address. (This should be studied carefully because if we remove this, those licensed ones will be affected and we have to determine if this will affect the assistance to the nation, to students, and to all Filipinos. So, the President cannot just decide on this. This should be studied as the revenues from licensed online gambling operations are helping the citizens.) (This should be studied and it's not right to just prohibit this, this should be studied.) The Senate is set to hold an investigation regarding online gambling in the country, as announced by Senator Erwin Tulfo, chairman of the Senate games and amusement committee. Several other lawmakers have also called either for the total ban or strict regulation of online gambling, citing its negative impact on Filipinos who got addicted to it. PAGCOR Chairman Alejandro Tengco earlier noted that the gaming industry regulator recently signed a memorandum of understanding with the Ad Standards Council (ASC) to strengthen the monitoring of gambling-related advertisements across all platforms. It also recently ordered the takedown of all gambling ads in public spaces and primetime TV by August 15 this year. — BAP, GMA Integrated News
