South Korea unveils $22 billion stimulus budget to revive Korean economy

Seoul: Lee Jae Myung, President of South Korea, has introduced a 30.5 trillion won ($22.1 billion) supplementary budget proposal aimed at revitalising Korea's flagging economy, reported the Korea Herald, a South Korean English-language daily newspaper, on June 19.
The proposal includes a 10.3 trillion won downward revision of projected revenue, the first such adjustment in five years, the South Korean daily reported.
"Fiscal soundness and adherence to balanced budgeting are important, but the current downturn is too severe for the government to stand by. It is time to put public finances to use," Lee said at a Cabinet meeting on Thursday, the news platform added.
According to the news platform, the president emphasised two guiding priorities in the proposal.
"First, stimulating the economy. And second, ensuring the benefits are fairly distributed -- whether universally or partially -- according to who needs them most. These are also questions of values and ideology," he said, quoted by the platform.
The plan, which features universal cash payments to all citizens, received Cabinet approval on Thursday and is expected to be submitted to the National Assembly by Monday.
According to the Finance Ministry, reported by the Korean Herald, the supplementary budget includes approximately 20.2 trillion won in new expenditure. Of that amount, 15.2 trillion won is directed at spurring economic activity, while 5 trillion won is designated for supporting livelihoods.
At the centre of the stimulus package is a 10.3 trillion won cash distribution program issued in the form of "spending coupons." Payments will range from 150,000 won to 500,000 won, scaled by income level. In the first phase, all Koreans will receive a minimum of 150,000 won, while lower-income groups receive more. The second phase will exclude the top 10 per cent of earners, with the remaining 90 per cent receiving an additional 100,000 won.
Additionally, 2.7 trillion won has been allocated to support the construction sector, which has experienced four straight quarters of contraction and remains a major drag on domestic demand.
About 1.2 trillion will go to support startups and next-generation industries such as artificial intelligence and renewable energy to promote long-term economic development.
The 5 trillion won in livelihood support is focused on aiding small business owners and self-employed workers, many of whom are facing record-high loan defaults and business closures.
Within this portion, 1.4 trillion won will help alleviate debt for persistently distressed borrowers, while 1.6 trillion won will go toward strengthening the employment safety net, including job-seeking benefits and support for delayed wages.
The government has also revised down its revenue forecast by 10.3 trillion won, marking the first such correction since July 2020 at the height of the COVID-19 pandemic, the news platform added.
As of the end of April, the integrated fiscal balance -- a key measure of Korea's fiscal health -- recorded a deficit of 46.1 trillion won, the third-largest April shortfall on record, trailing only 2024 and 2020. This gap is set to widen further when factoring in over 30 trillion won in additional spending this year.
Revenue for the full year is now projected at 642.4 trillion won, down from 651.6 trillion won, while total government spending has been revised upward from 673.3 trillion won to 702 trillion won.
Accordingly, the government anticipates the year-end integrated fiscal deficit will grow to 110.4 trillion won, up from 91.6 trillion won in the previous year. This would raise the deficit-to-GDP ratio to 4.2 per cent, compared to the earlier estimate of 3.3 per cent, the news platform said.
The national debt, which stood at about 1,200 trillion won at the end of April, is projected to exceed 1,300 trillion won by year's end, lifting the debt-to-GDP ratio to 49 per cent.
According to the South Korean daily, the government also plans to issue 19.8 trillion won in treasury bonds aimed at bridging the fiscal gap, while covering the remainder through approximately 10 trillion won in budget restructuring and the use of available reserves.
Despite the expanding deficit, the Finance Ministry emphasised that Korea's fiscal condition remains sustainable by international standards, the English daily added.
The government expects the additional budget to lift economic growth by 0.1 to 0.2 percentage points, pushing Korea's growth rate into the 1 percent range.
The Bank of Korea currently forecasts 0.8 percent growth for the year, while the International Monetary Fund projects a 1 percent expansion.

The projects -- the Delhi section of the Dwarka Expressway and the Urban Extension Road-II (UER-II) -- have been developed under the Government's comprehensive plan to decongest the capital, with the objective of greatly improving connectivity, cutting travel time, and reducing traffic in Delhi and its surrounding areas. The 10.1 km long Delhi section of Dwarka Expressway has been developed at a cost of around Rs. 5,360 crore. The section will also provide Multi-modal connectivity to Yashobhoomi, DMRC Blue line and Orange line, the upcoming Bijwasan railway station and the Dwarka cluster Bus Depot. This section comprises: The Prime Minister earlier inaugurated the 19 km long Haryana section of the Dwarka Expressway in March 2024. Prime Minister also inaugurated the Alipur to Dichaon Kalan stretch of Urban Extension Road-II (UER-II) along with new links to Bahadurgarh and Sonipat, built at a cost of around Rs 5,580 crores. It will ease traffic on Delhi's Inner and Outer Ring Roads and busy points like Mukarba Chowk, Dhaula Kuan, and NH-09. The new spurs will provide direct access to Bahadurgarh and Sonipat, enhance industrial connectivity, reduce city traffic, and expedite goods movement in the NCR. ... With both these projects, the people of Delhi NCR will get great relief from traffic jams. If I say that the problem of 50 per cent traffic jam in Delhi will be reduced due to these highways, I think it will not be surprising," Union Minister Gadkari said.

New Delhi: India needs a fully homegrown dominant UPI app to truly leverage data rather than remain dependent on foreign-grown payment platforms, according to a report by the State Bank of India (SBI). The report highlighted that the country's UPI ecosystem is currently dominated by a handful of third-party app providers (TPAPs), with PhonePe, Google Pay, and Paytm leading both in transaction volume and value. It stated, "The need for a Desi Counter Intuitive App cannot be overemphasised as we move towards leveraging data". As per the data for July 2025, PhonePe has emerged as the clear leader in the UPI space. The app recorded a massive 8,931 million transactions in volume and transactions worth Rs 12,20,141 crore in value. Google Pay was the second-largest player, with 6,923 million transactions in volume and a total transaction value of Rs 8,91,297 crore. Paytm stood in third place, recording 1,366 million transactions in volume and a value of Rs 1,43,651 crore. Other players such as Navi and reported much smaller numbers. Navi processed 444 million transactions worth Rs 23,563 crore, while handled 253 million transactions with a value of Rs 9,019 crore. The report noted that this higher concentration of transactions amongst a few apps could restrict India-centric fintech innovation going forward. While the UPI ecosystem has grown rapidly and transformed digital payments, the lack of a strong, fully indigenous app could pose long-term challenges in terms of data control and innovation. The report highlighted the importance of creating a "Desi Counter Intuitive App" that focuses on India's unique requirements rather than simply following global models. The report said that the need for such an app cannot be overemphasized as India moves towards leveraging data in its digital and financial systems. At present, UPI data is concentrated with a few large players, and most of these platforms have strong foreign ownership or influence. This, the report cautioned, may not be ideal for India in the long run, especially when financial transaction data is emerging as a critical driver of innovation in digital lending, insurance, and other fintech services. The report concluded that a fully homegrown UPI app would not only help in safeguarding transaction data but also ensure that fintech innovation in the country grows in a way that is aligned with India's needs and priorities.

Auto sector demand in India weak across segments except tractors: Report

New Delhi: The automobile sector witnessed a muted performance in the first quarter of FY26, with demand lagging expectations in most segments except tractors, according to a report by Motilal Oswal Financial Services. The report mentioned that the domestic volumes for the auto segment, excluding tractors, declined 6 per cent year-on-year (YoY) in 1Q. Weakness in urban demand was the key factor behind the underperformance, led largely by two-wheelers. It stated "Demand lags expectations in most sectors except for tractors". The 2W segment recorded an 8 per cent YoY decline in volumes in the first quarter of the current FY26, while both passenger vehicles (PVs) and commercial vehicles (CVs) saw a 1 per cent fall each. Three-wheeler volumes remained flat during the quarter. In contrast, tractors stood out with a healthy 9 per cent YoY growth. Within the 2W category, the report highlighted that the motorcycles declined 9 per cent YoY, while scooters posted a 5 per cent decline. Except for the >250cc motorcycles, all other segments recorded lower volumes. In PVs, car volumes fell 11 per cent YoY, while utility vehicles (UVs) posted a modest 4 per cent YoY growth, raising their share in overall PV volumes to 66 per cent in the quarter. For CVs, the medium and heavy commercial vehicle (MHCV) goods segment declined 4.5 per cent YoY, and the light commercial vehicle (LCV) goods segment slipped 1 per cent YoY. Only the bus segment recorded growth, up 8 per cent YoY. On the financial front, operational performance across the coverage of Motilal Oswal universe was largely in line with expectations. Total revenue for the sector grew 4 per cent YoY, driven by a 3 per cent growth in OEMs and 6 per cent growth in auto ancillaries. Looking ahead, the industry body had projected PVs to grow 2-4 per cent, CVs in mid-single digits, and 2Ws in high single digits in FY26. Tractor OEMs expect high single-digit growth, supported by rural sentiment. However, performance so far has been below expectations. After the first four months of FY26, 2Ws declined 4 per cent YoY, PVs fell 1 per cent YoY, and CVs remained flat, while tractors stayed in line with forecasts.
