
UPI Chargeback Rules Changed: What It Means For Payment Platform Users
NPCI's new UPI chargeback rules, effective July 15, 2025, aim to enhance user experience and trust.
The National Payments Corporation of India's (NPCI) newly introduced UPI chargeback rules, effective from July 15, 2025, are expected to significantly improve user experience and trust in the country's fast-growing digital payment ecosystem. With nearly 600 million UPI transactions occurring daily, the need for a streamlined and time-bound dispute resolution framework has become critical.
A key change is the removal of the whitelisting requirement. Previously, if a user's chargeback request was declined—often because it exceeded the claim cap—banks had to approach NPCI for special approval via the UPI Reference Complaints System (URCS). Now, banks can directly mark genuine, earlier-declined chargebacks as eligible for reprocessing, cutting delays and manual dependencies.
'It's a necessary advancement in India's payment ecosystem," said Kishan Sundar, CTO of Maveric Systems. He noted the changes will drive upgrades in backend systems, including automated reconciliation and real-time dispute dashboards.
Kunal Varma, CEO of Olyv, added, 'The process will now be less confusing and more trustworthy for users," as strict turnaround timelines give users clarity and recourse.
Rohan Lakhaiyar of Grant Thornton Bharat highlighted that the chargeback changes address technical errors like double debits and fraud, which are increasing with rising UPI volumes. He emphasized that the strict TATs for issuing and acquiring banks will ensure disputes are handled efficiently.
A chargeback allows UPI users to raise formal disputes when a transaction fails but money is debited. The URCS platform continues to be the core mechanism for managing these disputes, now with fewer hurdles.
It aims at simplifying the chargeback process for those raised beyond the capping that were introduced in 2023. It will help foster confidence in the UPI payment system and allow users to raise legitimate chargebacks efficiently. Strict TAT mandates for acquiring and issuing banks for processing of chargeback request will ensure legitimate chargeback requests are resolved in a timebound manner and shall enhance trust in the system, Lakhaiyar added.

Delhi govt to prepare Power Master Plan to strengthen electricity infra
New Delhi, Jul 18 (PTI) The Delhi government will soon prepare a comprehensive 'Power Master Plan' aimed at strengthening the capital's electricity infrastructure and ensuring uninterrupted supply amid rising demand, officials said on Friday. Delhi Power minister Ashish Sood chaired a high-level meeting to review the power augmentation roadmap of the national capital, particularly focusing on upcoming plans of Delhi Transco Limited (DTL) and the three private distribution companies — TPDDL, BRPL and BYPL — over the next three years. During the meeting, Sood directed the power secretary to begin work on drafting the 'Power Master Plan' for Delhi, which will serve as a blueprint for streamlining generation, transmission, and distribution across the city. DTL presented its capacity addition projections up to March 2029, including the commissioning of two new substations at Gopalpur and Tikri Khurd with a combined capacity of 4,000 MVA. Once implemented, the total transmission capacity in Delhi is expected to rise to 24,000 MVA, against an anticipated peak demand of around 11,000 MVA. The three discoms also submitted their respective augmentation plans till September 2026, which include setting up transformers of varying capacities across the capital. The estimated investment for this is pegged at Rs 1,937 crore. Sood stressed the need to expedite land acquisition for Distribution Transformers and directed the power secretary to convene meetings with MLAs, DDA, and MCD officials to resolve delays. He also sought accountability for delays in sub-station projects pending since 2022-23. There should be no double standards: India on EU sanctions
New Delhi, Jul 18 (PTI) India does not subscribe to any unilateral sanction measures, the Ministry of External Affairs (MEA) said in response to the European Union announcing fresh punitive measures on Russia, especially on its energy trade. The European Union (EU) has announced a new package of sanctions aimed at Russia over its war against Ukraine. It also named India's Vadinar Refinery in which Russian energy firm Rosneft has a major stake. MEA spokesperson Randhir Jaiswal said India does not subscribe to any unilateral sanction measures. The 18th package of sanctions included measures largely aimed at curbing the revenues of Russia's oil and energy sector such as an import ban on refined petroleum products made from Russian crude oil. The EU's foreign and security policy chief Kaja Kallas said on social media that the 27-member bloc had approved 'one of its strongest sanctions packages against Russia to date". The new sanctions include a lower oil price cap, the designation of the 'biggest Rosneft refinery in India", and measures aimed at 105 more shadow fleet ships. 'We have noted the latest sanctions announced by the European Union," Jaiswal said. He said India is a 'responsible" actor and remain fully committed to its legal obligations. 'The government of India considers the provision of energy security a responsibility of paramount importance to meet the basic needs of its citizens," he said. 'We would stress that there should be no double standards, especially when it comes to energy trade," he added. Indian Overseas Bank to raise Rs 4,000 cr this financial year: MD & CEO
Chennai, Jul 18 (PTI) Public sector Indian Overseas Bank has drawn up plans to raise Rs 4,000 crore during this financial year through various instruments, including Qualified Institutional Placement (QIP), a top official said on Friday. With the proposed plan to fund raise, the Government of India's shareholding in the Chennai-headquartered bank is expected to come down to 90 per cent from the current 94 per cent, the bank's Managing Director and CEO Ajay Kumar Srivastava said here. 'Last year, we raised about Rs 1,440 crore in March. This year we are looking for about Rs 4,000 crore to raise. For that we are talking to various authorities for their approval," he told reporters after declaring the financial performance of the bank. Asked about the kind of instruments that would be used for the fund raise, he said, 'It will be a mix. Most of it will be through QIP (Qualified Institutional Placements). With this, Government of India shareholding will come down to 90 per cent from 94 per cent." To another query on when the fund raise was expected to occur, Srivastava said, 'We expect it will happen by Q3 end or Q4." Indian Overseas Bank reported a 76 per cent jump in net profit to Rs 1,111 crore during the April-June 2025 quarter. The bank had earned a net profit of Rs 633 crore in the same quarter of the previous financial year. Total income of the bank during the June quarter rose to Rs 8,866 crore from Rs 7,568 crore recorded in the same quarter of last financial year. Asked on the drivers for the increase in net profit, he said, the driver is interest income. 'We have been doing quality lending at a healthy rate of interest. So that is one. The net interest income has increased. We have been able to control our expenses to a certain extent and the other income has increased for the bank." he said. 'The third most crucial part is less provisioning requirement and all these factors combined have given 75 per cent increase in net profit", he said.
