
The key differences between Property Tax and Stamp Duty as UK Gov considers changes
Buying a home or property comes with so many new words and phrases to get your head around. The terminology can be overwhelming and confusing and can leave Brits struggling to separate their deeds from their deposits.
This is where property tax and stamp duty come in. This week, it was announced that the Treasury is considering plans to raise money from a tax on the sale of homes worth more than £500,000 in England, according to reports.
Government officials are looking at a potential national property tax, which would replace stamp duty on owner-occupied homes, The Guardian reports. Stamp duty would still apply for second homes.
So, what is the difference between property tax and stamp duty? UK property tax is a complicated mixture of things depending on whether you're a homeowner, a landlord, if you've inherited property and the size of your home.
Stamp duty is the tax you pay the government on any home or land bought in England or Northern Ireland. Scotland and Wales have their own systems.
If you're buying a home in Scotland that costs more than £145,000, or £40,000 if it's a second home, you'll pay Land and Buildings Transaction Tax (LBTT), which is the Scottish equivalent of Stamp Duty.
It's a fully devolved tax and the Scottish Government makes decisions about and sets LBTT rates. For that reason, announcements made by the UK Government about stamp duty do not apply in Scotland.
For buyers changing homes, any home in Scotland over the value of £145,001 (£125,000 in England and £180,001 in Wales) will require a payment. If it's an additional home that you're purchasing, you'll pay an even higher percentage of stamp duty – usually an additional three per cent on top of the standard payment.
Most people will know it as the tax they may pay when buying a house, but it also applies to non-residential purchases and leases.
Any changes to LBTT rates and bands are considered as part of the yearly Scottish Budget and must be approved by the Scottish Parliament. LBTT is administered and collected by Revenue Scotland.
How much you pay depends on the type and value of the property, so if you are buying a house to live in, a second home or a commercial property. Support is available for first-time buyers in the form of first-time buyer relief.

The new proposed property tax, as it is for homes over £500,000, would only impact around a fifth of property sales, compared to the current 60 per cent. The UK Government believes the new levy would offer a more consistent source of revenue, while raising a similar amount.
If you live in the UK there is also some annual property tax in the form of council tax. Council Tax is a local tax that helps to pay for local services such as rubbish collection, roads and local area maintenance.

You pay it directly to your local council. For most homes in Scotland, Council Tax is billed alongside water and waste charges from Scottish Water. Water charges help to pay for providing clean water and maintaining the sewerage system.
The rate of council tax you pay depends on the size of the home you live in and the council where you live. You'll usually have to pay Council Tax for the home you live in if you're 18 or over.
You may also have to pay Council Tax on any empty property that you own, including second homes. A full Council Tax bill is based on at least two adults living in a home. You can apply for a discount if you're the only adult living in your home.
Other taxes that relate to homes in this country are usually payable either when you're buying, selling or inheriting a property. If you are renting a home as a buy-to-let, the amount of income you make will be taxable each year, so what you pay in tax will depend on your earnings.

Campaigners against homelessness have warned Glasgow needs more affordable homes and not more "luxury apartments" after it was announced a city landmark is to get a high-end makeover. The Met Tower overlooking George Square - well-known for its giant "People Make Glasgow" advert - will be converted into a "union co-living" space by developers Vita. The firm claims the plan will support "a new community of city centre professionals" and boost the local economy. The listed building, which has lain empty for a decade, was originally opened in 1964 as the Stow College of Building. But its sell-off to private developers has been questioned by Shelter Scotland, who said the tower was "once a symbol of education and community". It comes at a time Scotland is in the grips of a national housing emergency with multiple local authorities, including Glasgow, unable to meet demand for affordable accommodation. More than 3,000 households in the city are currently stuck in temporary homes, including B&Bs, as they wait for a suitable property to become available. Alison Watson, Shelter Scotland director, told the Record: "The situation in Glasgow has continued to deteriorate since it declared a housing emergency in 2023. What we need is more social homes — not luxury apartments with trendy bars. "With 3,000 households stuck in temporary accommodation, the priority must be delivering affordable social housing that people can actually afford to live in. 'Tackling the housing emergency has to be at the top of the local authority's agenda. But with such a severe shortage, the council cannot solve this crisis alone — it needs serious backing from both the Scottish and UK Governments. 'Everyone deserves a safe, secure and affordable place to call home. 'That's why we need bold, radical action: more investment from the Scottish Government in social housing, the purchase of larger homes for larger families, and stronger commitment from the UK Government must all be part of the plan.' Vita is the developer also behind the controversial proposal to turn the site of the former ABC venue on Sauchiehall Street into a food hall and student flats. Glasgow City Council leader Susan Aitken welcomed the new Met Tower development, calling it a clear vote of confidence in the future of city centre living. "Vita's plans will bring what is an emerging accommodation concept to Glasgow, one that's been successful elsewhere and which can meet the needs of many younger residents," she said. "When it first opened in the early 1960s, the Met Tower was a symbol of a new and modern Glasgow. I look forward to it once again becoming a potent symbol of our changing city centre."

Chancellor Rachel Reeves has proposed a property tax on homes valued over £500,000, which is being criticised as a "tax on ordinary Londoners". The plan would replace existing stamp duty for first homes, introducing a tax on sale for properties above £500,000 and an annual levy for buyers of such homes. Estate agent Simon Gerrard warned the change would hinder families buying in London, where average property prices are higher, and could distort the housing market. Critics suggest the levy, aimed at wealth from rising house prices, might cause sellers to increase asking prices to offset the new tax burden. Rachel Reeves's tax raid on farmers will fund the fight against shoplifting, a minister has suggested. Torsten Bell said the Chancellor's changes to inheritance tax will enable more police on the streets, meaning fewer shops needing to pay for their security. Speaking to the BBC Radio 4 Today programme, Mr Bell, a Treasury and pensions minister, said: 'If you go back to the autumn Budget last year, which is when the big decisions this Government made were taken, yes, there were some tough decisions on tax. 'I understand why people affected by those would rather they hadn't taken place. But if you look at the decisions we've had to make on inheritance tax, or capital gains tax, or on non-doms or on VAT on private schools, we're doing the right thing to make sure that we can have sustainable public finances. 'But also that we can bring austerity to an end, so we can start to rebuild public services. And in the end, that is the pro-business choice just like it's the pro-public services choice. 'Because we can't have retail businesses having to deal with paying to put security guards on their door because there aren't enough police on the beat. We can't have people having to pay a health charge in effect because their workers aren't able to turn up to work because waiting lists are too long in the NHS.' Mr Bell's remarks are likely to fuel the backlash to how the Government has approached both its changes to agricultural property relief and the shoplifting crisis. The shoplifting epidemic is at record levels with nearly three offences a minute – or 530,643 in total – reported to police in the year to March, at an estimated cost of £1.8bn to retailers. Last week, Dame Diana Johnson, the policing minister, warned business owners against displaying products such as bottles of alcohol at the front of stores because people will steal them. The Prime Minister's official spokesman then said Sir Keir Starmer would not call shoplifters 'scumbags' in response to a free speech row. North Wales Police was forced to clarify its position after its officers told a shopkeeper that a sign calling shoplifters 'scumbags' could be offensive. Farms close after tax A record number of farms have already closed for good this year after the Government's so-called 'family farm tax' made the future of thousands of rural businesses unviable. Currently, family farms do not incur inheritance tax and receive full relief on the usual 40 per cent rate. But at her first Budget last October, Ms Reeves confirmed inheritance tax will be charged at a rate of 20 per cent, above a threshold of £1m. A total of 6,365 agriculture, forestry and fishing businesses closed in the past year, according to the Office for National Statistics (ONS), the highest number on record. Victoria Atkins, the shadow environment secretary, said the farm closures were a result of 'Labour's disastrous tax policies'. Reform UK, meanwhile, warned that Ms Reeves's policy and wider £40bn tax raid was 'pushing British farming to the brink'. Farmers have objected to the tax raid because their businesses are typically cash-poor and low-margin, meaning they will be forced to sell chunks of their land to settle the bill. Other farmers have warned that the impending increase in their costs has opened a 'suicide window' for elderly business owners. Shortly after Ms Reeves's announcement in November, Jeremy Clarkson led a protest that saw him address a crowd of around 10,000 people in Westminster. The former Top Gear host runs the Oxfordshire Diddly Squat farm and is the star of the Clarkson's Farm reality television show, which chronicles the challenges faced by the agricultural industry. Farmers are also struggling with the soaring cost of fertiliser and a poor harvest after the recent drought and floods last year. Heatwaves across parts of the country have left growers fearing a record-low yield for their crop and vegetable harvest. The hot weather came on top of the pressures of increased employers' National Insurance contributions and the raising of the minimum wage. The British Growers Association said this week that the current summer was 'proving to be yet another climatic challenge for growers', with some regions especially badly-hit.
