New community leadership proposal to be tabled by special committee in Q3 2025

KUCHING (May 26): The Sarawak government has reviewed 923 applications for new community leader posts from all divisions across the state, says Minister in Sarawak Premier's Department Dato Sri John Sikie Tayai.
According to him, this proposal for these Ketua Masyarakat and Ketua Kaum (KMKK) posts will be tabled at the Special Committee on the Management of KMKK Affairs meeting, set for the third quarter of this year.
In Sarawak 'Ketua Masyarakat (community leader) hierarchy, the post of 'Ketua Kaum' or 'Ketua Kampung' corresponds to village headman, similar to 'Tuai Rumah', who leads a longhouse.
Going up are the 'Kapitan' (clan/neighbourhood/group chief), the 'Penghulu' (sub-division or settlement chief), the 'Pemanca' (district or regional chief), and the highest 'Temenggong' (paramount leader).
Adding on, Sikie said the applications were reviewed based on general guidelines, including jurisdiction area size and the rising number of households.
One general criterion for the creation of a Ketua Kaum post would be the minimum of 20 households in a village, or 20 'doors' (units) in a longhouse.
'The Sarawak government is aware of the need to increase the number of KMKK positions across the state.
'This is to further enhance the effectiveness of government service delivery to the people,' he said in his winding-up speech at the DUN sitting earlier today.
On salary and allowance adjustments for KMKKs, the Kakus assemblyman said the last revision made by the state government was in 2018, which set an increase of RM100.
'As such, a new proposal to revise the salaries of community leaders and the allowances for Ketua Kaum has been tabled at the special committee meeting, which has decided that the proposal should be further detailed.
'This is to ensure the proposed rates are reasonable and commensurate with the responsibilities and roles of KMKKs,' he said.
In this respect, Sikie said the government acknowledged the increasingly important roles and responsibilities of KMKKs in line with the state's aspiration of achieving the developed status by 2030 under the Post Covid-19 Development Strategy (PCDS) 2030. community leader DUN sitting John Sikie Tayai Ketua Masyarakat lead

Urgent need to address plight of Indian community, says Anwar

PETALING JAYA: While poverty is most prevalent among Malays due to their larger population, the Indian community faces a far sharper struggle, particularly in abandoned estate settlements, said Prime Minister Datuk Seri Anwar Ibrahim. He said their plight must be urgently addressed, with housing and livelihood issues among the top priorities. Anwar reaffirmed that the government's poverty eradication framework is based on need rather than race with a clear focus on eliminating hardcore poverty across all communities. He said allocations under the Sumbangan Tunai Rahmah scheme have significantly benefited Indian households, beginning with RM500 million in 2022 and rising to RM972 million by 2025. He also cited the RM1.2 billion Housing Credit Guarantee Scheme, along with targeted allocations for education and housing. Responding to calls for the revival of programmes such as the Amanah Saham Masyarakat India to boost equity ownership, he cautioned against framing poverty solely in racial terms. 'Even Malays, who make up 60% of the population, have yet to reach 30% equity. The challenge cuts across all races,' he said, pointing out that almost RM1 billion was directed in 2024 alone to poor Indian households, particularly in estates. He added that long-term solutions depend on strengthening SMEs and entrepreneurship. 'We can achieve zero hardcore poverty – families having food, shelter, schooling and transport. That is achievable. But poverty as a relative concept will always exist. 'Hardcore poverty, however, we can and must end.' Anwar also dismissed claims that aid for the Indian community is channelled solely through the Malaysian Indian Community Transformation Unit (Mitra). He said Mitra's RM100 million allocation represents only part of a broader pool of support coordinated across ministries. 'In 2024, out of the RM100 million allocated for Mitra, RM98.9 million was spent, benefiting more than 122,000 members of the Indian community.' He said this included RM93 million in early education subsidies, RM17.6 million in higher education aid for the Indian B40 group and RM2.99 million for 6,000 laptops distributed to Tamil schools. He added that for this year, the government is adopting a more integrated approach, ensuring Mitra works closely with ministries to maximise impact. 'For example, if the Housing and Local Government Ministry spends RM20 million on housing projects, Mitra will top up with an additional RM5 million to cover shortfalls. 'ICT laboratory equipment for 50 Tamil schools will also be jointly funded by the Education Ministry and Mitra. The main focus remains education and poverty alleviation, but development must not be fragmented.'

KKR Resolves Over 95 Pct Of Road Damage Complaints Via MyJalan App

KUALA LUMPUR, Aug 19 (Bernama) -- The Works Ministry (KKR) has resolved 11,860, or 95.19 per cent, of the 12,459 road damage complaints received through the MyJalan app, said Minister Datuk Seri Alexander Nanta Linggi. The remaining 599 complaints (4.81 per cent) are still under investigation or pending action, he told the Dewan Rakyat during the winding-up session for his ministry on the 13th Malaysia Plan (13MP) today. Since the app's launch in August 2023, 54,330 users have registered and submitted 40,938 complaints. Of these, 28,479 cases (69.57 per cent) were redirected under the No Wrong Door policy to relevant agencies, as they involved roads outside KKR's jurisdiction. These include municipal, village, agricultural, state and private roads managed by local councils, the Housing and Local Government Ministry (KPKT), the Rural and Regional Development Ministry (KKDW) and state governments. On highway infrastructure, Nanta said traffic on the East–West Highway remains manageable based on 2024 census data. However, a RM100 million rehabilitation project is underway to upgrade road surfaces, lighting and structural components, with completion expected by 2026. The scope includes preliminary studies, land surveys, streetlight and traffic signal maintenance, and routine upkeep of both pavement and non-pavement infrastructure. He also noted that the Malaysian Highway Authority (LLM) has implemented Building Information Modelling (BIM) across all stages of highway projects. This includes the planning, construction, operations and upgrades, in line with the government's digital transformation and sustainability agenda outlined in the 13MP and National Construction Policy 2030. Since Jan 1, 2023, the BIM policy has been piloted on key projects including the Kuala Lumpur–Karak Highway widening, Kajang SILK Highway expansion, East Coast Expressway Phase 1 flood mitigation, Sungai Perak Bridge and selected rest areas along the North–South Expressway. LLM has initiated training for BIM roles such as managers, coordinators and modellers, and is developing BIM Infra Guidelines in collaboration with the Construction Industry Development Board (CIDB) and academic institutions.

New proposals pending as Mitra funding hits RM62mil

KUALA LUMPUR: The newly approved initiatives from the Prime Minister's Department bring the total allocation for the Malaysian Indian Transformation Unit (Mitra) to RM62.58 million out of the RM100 million provided, as of Aug 15. Deputy Entrepreneur Development and Cooperatives Minister Datuk Seri R. Ramanan said Mitra would submit further proposals to the Prime Minister for approval, in line with proper governance and due consideration. "The Prime Minister's Department has granted approvals, among them those announced by the Prime Minister in his speech during the Prime Minister's Question Time earlier. "A total of RM40 million in new initiatives has been approved," he said at a press conference in the Dewan Rakyat. The initiatives include RM5 million each to upgrade infrastructure in Indian villages and ICT labs in SJKT schools, and RM20 million to enhance Hindu places of worship as community centres. This also includes a proposed one-off financial assistance of RM1,000 for minor repairs and maintenance of estate housing for Indian B40 plantation workers, in collaboration with the ICU of the Prime Minister's Department. He added that, to help more members of the Indian community increase their income, a proposal has been submitted to the Finance Ministry for dedicated micro-entrepreneurship financing. The proposal includes an additional RM10 million allocation each under Bank Simpanan Nasional and Amanah Ikhtiar Malaysia.
