New Delhi [India], June 20 (ANI): As India braces for an influx of 70 million new urban residents over the next two decades, government officials and industry leaders are calling for a strategic pivot in the country's urban development narrative--from rebuilding to revitalisation.
'Infrastructure must be delivered--if the private sector can do it better, let them,' said D Thara, Additional Secretary, Ministry of Housing and Urban Affairs, said.
She was delivering the keynote address at a CII conference on Exploring Urban Dynamics: Outlook 2030' held in the capital on Friday.
There is a disconnect between India's economic ambitions and the capacities of its urban local bodies, Thara said, urging the private sector to be proactively engaged in the urban development of the country.
This becomes even more important as urban India is set to see an estimated 70 million new urban residents in the next two decades by 2045. This poses challenges and opportunities as the country will see the creation of many more cities, calling for a pragmatic, revitalisation-first approach to urban development.
She underlined the need for targeted interventions to upgrade existing cities, backed by significant investment. The proposed Urban Challenge Fund, she explained, is intended to catalyse this transformation with a mix of 25 per cent public sector seed funding, 50 per cent market capital, and 25 per cent state contribution. 'It's not about building afresh,' she said, 'it's about fixing what already exists--legacy infrastructure, greenfield areas, and urban governance systems.'
Prasad Gadkari, Executive Director & Chief Strategy Officer at NIIF, echoed the importance of enabling frameworks to unlock capital. 'A robust pipeline of projects, predictable revenue streams, and standardised bidding processes are essential,' he said, noting NIIF's readiness to back urban infrastructure initiatives through scalable public-private partnerships.
Abedalrazq Khalil, Practice Manager for Urban and Land at the World Bank, placed India's urbanisation in global perspective. 'By 2050, 800 million people are expected to live in Indian cities. Cities must be enablers of growth--but many are not yet ready.' He emphasised the need for integrated planning and livability as critical to attracting private investment.
Transport integration also featured prominently, with the Regional Rapid Transit System (RRTS) cited as a model for enabling distributed urban employment. In-situ slum redevelopment and smaller-scale, private-led urban initiatives were also discussed as vital components of revitalisation.
The conversation repeatedly returned to the need for local capacity. 'Ward-level accountability is key,' said Thara, pointing to the need for institutional support to empower smaller municipalities to tap funds such as those managed by NIIF. Regulatory enablers, including those supporting Transit-Oriented Development and flexible work models, were also cited as tools for urban regeneration.
Sriram Khattar, Co-Chair, CII National Committee on Real Estate and Housing, noted that urban PPPs, once uncertain, have now gained credibility. Dr Debolina Kundu, Director of NIUA, added that effective urban governance, capacity building, and low-carbon infrastructure would be essential pillars of India's urban strategy to 2050. (ANI)

Real estate consultant Cushman & Wakefield noted that the Indian office market continues to be in a growth phase after suffering badly during the COVID pandemic. As per the data released by the consultant on Monday, the gross leasing of office space in January-June stood at 41.7 million sq ft across eight major cities as against 41 million sq ft in the year-ago period. "With H1 2025 gross leasing now at about 42 million square feet, the sector is firmly on track to surpass 90 million square feet of annual leasing activity, a new benchmark and a reaffirmation of sustained occupier confidence," Cushman & Wakefield said. In 2024, the gross leasing of office space stood at 89 million square feet across these eight cities. Anshul Jain, Chief Executive, India, SEA & APAC Tenant Representation, Cushman & Wakefield, said India's office market continues to outperform global peers, driven by strong economic growth. "Our forecast of more than 90 million square feet of gross leasing this year reflects the sector's structural strength, particularly as we see sustained growth in sectors like technology, BFSI, and engineering," he said. Jain noted that the GCC (Global Capability Center) segment continues to be a key driver of demand, contributing a record 27 per cent of total leasing in the first six months of this year. The demand from domestic companies, co-working operators is also robust. "As we head into H2, we expect this momentum to continue, buoyed by easing inflation, expected rate cuts, and the continued evolution of India as a strategic business location," Jain said. Veera Babu, Executive Managing Director, Tenant Representation, Cushman & Wakefield, said, "The growth is being fuelled by a convergence of trends, expansion of existing occupiers, rapid scaling of GCCs, and entry of new domestic and global firms." However, he pointed out that office supplies are lagging in core locations, creating a landlord's market. "Occupiers looking for high-quality space need to act early, especially as pre-commitments are on the rise and rentals are climbing in prime market," said Veera Babu. As per the data, the office leasing in Mumbai fell 7 per cent to 8.2 million square feet from 8.8 million square feet. In Delhi NCR, the leasing, however, increased 14 per cent to 7.4 million square feet from 6.5 million square feet. The demand declined in Bengaluru by 20 per cent to 9.8 million square feet from 12.3 million square feet. In Chennai, the office leasing grew 22 per cent to 4.1 million square feet from 3.4 million square feet. The gross leasing of office space surged 67 per cent to 6.8 million square feet from 4.1 million square feet. In Hyderabad, the demand dipped 6 per cent to 4.3 million square feet from 4.6 million square feet. The leasing of workspace in Kolkata declined 22 per cent to 0.8 million square feet from 1 million square feet. In Ahmedabad, the gross leasing of office space fell 33 per cent to 0.2 million square feet during January-June 2025 from 0.3 million square feet in the year-ago period. Commenting on the report, Shesh Rao Paplikar, Founder & CEO, BHIVE Workspaces, said there is a robust demand for high-quality workspaces. The growing demand for managed flexible office space is also driving the leasing activities, he added. Guwahati, July 7 (UNI) Despite turmoil in Myanmar, the Central government is hopeful that the Sittwe port in Myanmar would be fully operational by 2027, which will provide alternate connectivity from eastern coast of India to the northeastern states through the Sittwe port. Union Minister of Ports, Shipping and Waterways Sarbananda Sonowal was addressing the media in Guwahati on the occasion of completion of 11 years of the Modi government. He said that operationalisation of the Sittwe port in Myanmar will reduce India's dependence on Bangladesh and will reduce the distance between Kolkata port and northeast Indian states by 700 km. Asked about the recent turmoil in Bangladesh and Myanmar and its impact on the project, Sonowal said that India respects the bilateral agreements signed with Bangladesh and Myanmar. Baffling as it may seem, a Pakistani soldier who was refused a grave during the 1999 Kargil War is now being showered with glory in the Islamic Republic. Pakistan's Army Chief Asim Munir, along with the entire military brass, on Saturday paid tribute to Kargil "hero" Captain Karnal Sher Khan on the 26th anniversary of his martyrdom. While Pakistan initially disowned Sher Khan and refused to take his body from Indian soil, it was an Indian Army officer whose letter, tucked in the Pakistani soldier's pocket, revealed his letter played a crucial role in Sher Khan being awarded the Nishan-e-Haider in 2000, MPS Bajwa, now retired, was leading Indian forces to retake Tiger Hill from Pakistani occupation during the Kargil War of 1999. He was so moved by the 29-year-old Khan's courage that he wrote a letter to the Pakistani government and placed it in the fallen soldier's pocket before his body was returned. The body of Captain Karnal Sher of 12 Northern Light Infantry was found on Tiger Hill in the Dras sub-sector. The identities of these two officers were established by correspondence found on their persons.
