Anwar: New Court of Appeal, High Court judges to be sworn in on July 28
He said the appointment process had gone through all the necessary stages including the assessment by the Judicial Appointments Commission (JAC), discussions with the Malay Rulers and the consent of the Yang di-Pertuan Agong.
"Many have asked me why it was not announced earlier. I cannot answer arbitrarily because the process of appointing judges involves the consent of the Yang di-Pertuan Agong.
"It needs to go through discussions with the Rulers and after it is agreed, it will then be brought back to the Agong for consent," he said in his speech when launching the Bumiputera Master Plan, Tunas Madani and JKPSB Housing Project here today.
He stressed that no judges were removed or dismissed as some parties have portrayed, rather the process of selecting new judges must be done carefully and with full respect for the Constitutional Monarchy system.
At the event organised by the Penang Bumiputera Development Council (MPBPP), Anwar launched the Penang Bumiputera Development Master Plan (PIPBPP) 2026-2035, the Tunas Madani Programme and the JKP Sdn Bhd Housing Project (JKPSB) as initiatives to assist the Bumiputera community in Penang.
The launch of the PIPBPP 2026-2035 will be the main strategic guide in driving the development of the Bumiputera community in Penang continuously, inclusively and sustainably over a 10-year period, based on the Rukun Madani.
The PIPBPP was developed in collaboration with Universiti Utara Malaysia (UUM), Universiti Sains Malaysia (USM) and Universiti Teknologi Mara (UiTM) as consultants and researchers with MPBPP.
The Tunas Madanu Programme was designed with the specific objective of building the capacity of Bumiputera graduates to transition from being job seekers to being opportunity creators through entrepreneurship.
Under the Tunas Madani Programme, a holistic entrepreneurship development module will also be provided, including intensive training, guidance from industry facilitators/mentors, financing support and access to the market.
MPBPP chairman Tan Sri Khalid Ramli, in his speech at the event, said that his party, in collaboration with UiTM Penang, is targeting at least 100 graduates to participate in the first phase of Tunas Madani, with a target of 80 per cent of participants successfully establishing active businesses within 12 months.
"The Housing Project by JKPSB involves the construction of three housing projects with a total of 3,231 residential units in Permatang Pauh with a total development cost of RM1 billion," he said.

King's state visit to Russia underscores deepening bilateral ties
MOSCOW: The state visit by His Majesty Sultan Ibrahim, the King of Malaysia, to Russia from Aug 5-10 has been described as the highlight of the diplomatic ties between the two countries, said Malaysia's ambassador to Russia, Datuk Cheong Loon Lai. He said the visit is the highest-level ever made and the first by a Malaysian Head of State to Russia since diplomatic relations were established in April 1967. "His Majesty's state visit, at the invitation of Russian President Vladimir V. Putin, is a recognition of the five decades of diplomatic ties with Malaysia, which was among the earliest Asean countries to establish ties with the then Soviet Union. "This visit also reflects the crucial role of the institution of the Yang di-Pertuan Agong in the context of international relations," he told Bernama here today in conjunction with Sultan Ibrahim's state visit. Cheong said the visit will begin in Moscow, where His Majesty is scheduled to hold an official meeting with Putin at the Grand Kremlin Palace. Both leaders are expected to discuss potential cooperation in the fields of trade and investment, higher education, technology and innovation, people-to-people ties, digital transformation, agriculture and food security, as well as regional and international issues. "This highest-level visit will certainly have a high impact in increasing the momentum and positive trend of bilateral relations between Malaysia and Russia. "It sends the message that Malaysia is serious and committed to efforts to strengthen and improve bilateral relations with Russia in all fields, particularly strategic cooperation and people-to-people ties," he said. Cheong said Malaysia has always valued its relationship with Russia, which is built on a pragmatic approach, openness and mutual respect. His Majesty is also scheduled to attend a reception ceremony hosted by Minnikhanov and visit the Kazan Helicopter Plant to observe the manufacturing operations of civilian, defence and rescue helicopters. Russia is currently Malaysia's ninth-largest trading partner among European countries and 28th globally, with bilateral trade valued at RM11.46 billion (USD2.48 billion) in 2024. Govt bent on safeguarding Sabah's rights – Anwar

Speaking at the closing ceremony of the 2025 National Farmers, Breeders and Fishermen's Day here on Sunday, Anwar said the Federal Government will also continue to safeguard the nation's sovereignty against any form of intrusion, whether on land or at sea. He further emphasised that Malaysia is prepared to bring matters concerning Sabah's rights and the country's sovereignty to international court proceedings if necessary. 'Why are we doing this? Because this is our country — Sabah is part of Malaysia. We are spending tens of millions of Ringgit, maybe a hundred million Ringgit, to defend our rights. We will not allow even an inch of our land or sea to be encroached upon. 'Wherever it may be — in the Spanish courts or internationally — we will fight to the maximum to defend Sabah's rights because Sabah is part of Malaysia,' he said. Also present were Sabah Chief Minister Datuk Seri Hajiji Noor, Minister of Agriculture and Food Security Datuk Seri Mohamad Sabu, and his deputy Datuk Seri Arthur Joseph Kurup. Anwar said the MADANI Government is committed to driving Sabah's development and resolving demands under the Malaysia Agreement 1963 (MA63) through various initiatives and allocations, stressing that the relationship between the state and Federal Governments must remain strong. Anwar, who is also Finance Minister, said among the resolved matters is the interim special grant for Sabah, which has been increased from RM300 million to RM600 million this year, along with an allocation of RM10 billion to complete the Pan Borneo Highway in Sabah. 'It (Pan Borneo Highway in Sabah) was delayed under the previous government, but we are continuing it under the responsibility of the Federal Government. Maybe it's not visible yet, not completed, but at least we've approved it and the work packages are in progress,' he said. On utilities, Anwar said the Federal Government has given full authority over electricity supply management to the state government, along with continuous subsidies for seven years until 2030 amounting to RM3.54 billion. To address the ongoing water supply issues, the Federal Government has approved an allocation of RM300 million, in addition to handing over projects worth under RM50 million to the state administration.

AI roadmap focuses on ethics, innovation and equitable growth
KUALA LUMPUR: The new AI Action Plan 2026-2030, which will guide the country towards becoming an 'inclusive and sustainable' Artificial Intelligence (AI) nation by 2030, focuses on ethics, innovation and equitable growth, the National Artificial Intelligence Office (NAIO) said. The roadmap outlines five key priorities, namely, delivering measurable sectoral impact, embedding responsible AI, building talent pipelines, supporting local innovation, and ensuring coordinated government execution. "Inclusivity means ensuring AI benefits all segments of society - across regions, income levels, ages and abilities - by expanding access to AI education and tools, supporting SMEs, startups and underserved communities, and promoting multilingual and culturally relevant AI solutions," NAIO told the New Straits Times. Sustainability, meanwhile, covers economic resilience, environmental responsibility and evolving safeguards. The Action Plan also aims to close the digital divide through literacy programmes in underserved communities, empower cooperatives with AI tools, and create real-world use cases in areas such as health, education and agriculture. The office said public consultations on a comprehensive AI Governance Framework, which integrates ethical principles, regulatory recommendations and safeguards for responsible AI use, will also follow once its draft framework is approved. Malaysia is currently ranked second in Asean and 23rd globally in AI readiness. The government has made key strides since 2021, with major investments in supercomputing capacity, such as YTL-Nvidia AI Cloud, and chip development, such as ARM IP licensing. "This step is crucial to ensure Malaysia's AI governance is transparent, inclusive and grounded in societal values, while aligning with global best practices," it added. On July 31, Prime Minister Datuk Seri Anwar Ibrahim said that Malaysia aims to be an "inclusive and sustainable" Artificial Intelligence (AI) nation by 2030. Under the 13th Malaysia Plan, the government wants the country to become a regional hub for digital technology innovation and the production of " Made by Malaysia" products and services, he said.
