University employees protest unpaid salaries

Teachers and staff members of Agriculture University Peshawar staged a protest demonstration over non-payment of salaries and pensions.
They demanded of the university administration and government to release their salaries without further delay.
The protest took place within university premises, where the demonstrators shut down offices. During the protest, participants also chanted slogans against the university administration.
The protesters claimed that the university is facing a financial crisis due to the vice chancellor's poor policies.
They said that because of the financial crisis and poor management, student enrollment is slowly but steadily declining at the university.
They also accused the vice chancellor of withholding funds allocated for salaries and dues, which has caused them severe difficulties.
The university administration told The Express Tribune that the university employees have arrears of 10 months. The university does not have funds for payments, which will be made as soon as funds are received from the provincial government.
Background
In August 2024, The Express Tribune reported that the financial crisis in Khyber-Pakhtunkhwa's universities is far from over as Islamia College University and University of Agriculture Peshawar have not paid their employees for the past two months.
The provincial government has always claimed higher education as the top priority sector for the Pakistan Tehreek-e-Insaf (PTI) government but despite these tall claims no heed is paid to the problem.
Vice Chancellor Agriculture University, Professor Dr. Jehan Bakht, said the fiscal deficit is so severe that if they collect funds and arrange payment of salaries for one month the next month they don't have enough funds and this gap is almost impossible to bridge.
He is also the chairman of the four Universities of the campus including University of Peshawar, Agriculture University, University of Engineering and Technology and Islamia College University.
"We need at least Rs200 million to enable the university to pay its 1,200 employees and pensioners," he said, adding that the provincial government was repeatedly requested to provide the required amount but to no avail.
He informed that he has already requested the chief minister, higher education minister and finance advisor to solve the issue but still there was no progress to this end.
"Next week we will receive Rs1.7 million grant but it will not solve the problem and the shortage of funds will still persist," he noted.
He informed that the Higher Education Commission reduced grants. From 2018 to 2024 around 35 per cent budget was cut by the HEC to the Agriculture and other Universities in K-P.
The VC said that this year too budget was decreased for the Agriculture University by HEC.

Rs300 billion set aside for law and order maintenance

The Punjab government has allocated Rs300 billion for law and order in its budget for the fiscal year 2025–26. The announcement marks one of the largest-ever investments in internal security in the province's history, with emphasis on technology-driven policing, prison reform and the establishment of specialised crime-fighting institutions. More than Rs200 billion of the total allocation has been reserved for non-development expenditures, primarily covering operational costs and salaries for police across Punjab. Meanwhile, over Rs10 billion will be spent on development schemes in the police, prisons and Rescue 1122 sectors. A highlight of this year's budget is the establishment of the Crime Control Department (CCD) tasked with investigating heinous and organised crimes across the province. The CCD will be headquartered in Lahore and will receive a total Rs6.54 billion. This includes Rs3.24 billion under the Annual Development Programme (ADP) for the construction of its state-of-the-art headquarters and investigative facilities, while another Rs3.3 billion is earmarked for staffing, logistics and operations. The government has rolled out a plan to upgrade police infrastructure, with Rs600 million allocated for the renovation and modernisation of police stations across all districts. Additionally, Rs734.7 million has been allocated to bolster the Police Training School in Rawalpindi, while the Specialised Protection Unit (SPU) headquarters in Lahore will receive Rs797.2 million. To improve crowd control and tactical response capabilities, Rs382 million has been approved for the establishment of an Anti-Riot Headquarters in Lahore. Meanwhile, construction of new administrative facilities and residences is under way, including Rs450 million for the DPO office and residence in Murree, Rs350 million for investigation offices in Mandi Bahauddin and Rs280 million for officers' residences in Lahore. Emergency services under Rescue 1122 are set for expansion, with Rs508 million allocated for current and new initiatives. The Emergency Services Academy in Lahore will undergo a Rs352 million upgrade to improve training capacity, while two new rescue stations will be developed in Gujrat's Mangowali and Kathala Chowk areas at a cost of Rs291.8 million. Furthermore, Rs50 million will support Community Emergency Response Teams (CERTS) in rural areas, aiming to bridge emergency response gaps in under-served regions of Punjab. The government plans to significantly invest in the surveillance and command-and-control systems through its Smart Safe Cities and Tehsil Project. The Lahore Safe City initiative will be revamped with Rs1.2 billion to install high-resolution cameras and AI-based threat detection tools. To complete Smart Safe Cities in 19 additional districts, Rs2.54 billion has been earmarked, while Rs5.8 billion will fund the CM's Tehsil Project, which brings surveillance infrastructure to high-crime divisions across the province. The flagship Lahore Prisons Complex will receive Rs6 billion for construction of a modern correctional facility featuring vocational training, rehabilitation programmes and high-security zones. Another Rs4.8 billion will go toward building a new district jail in Sialkot with a capacity of 1,500 inmates. For ongoing prison infrastructure improvements, Rs674.5 million has been allocated for staff accommodations and inmate reintegration initiatives. Additional funds include Rs65.6 million for the expansion of Child Protection Units in eight districts and Rs1.17 billion for establishing inter-provincial joint checkpoints at key locations like Attock and Bhakkar to counter crime and smuggling across the provincial border.

Govt mulls over oil imports via pipelines

Pakistan is mulling over alternative options for oil supply from Saudi Arabia and the United Arab Emirates (UAE) through pipelines in case the Strait of Hormuz is shut down owing to the Israel-Iran conflict. Saudi Arabia has an existing oil pipeline network, including the East-West Pipeline (Petroline), which supplies crude oil from the eastern province to the Red Sea port of Yanbu. The UAE oil pipeline to Fujairah, also referred to as the Abu Dhabi Crude Oil Pipeline (Adcop), is a strategic infrastructure project designed to bypass the Strait of Hormuz and ensure safe oil exports. Finance Minister Muhammad Aurangzeb on Monday chaired the inaugural meeting of a high-level committee constituted to monitor petroleum prices amid escalation in regional tensions. Sources told The Express Tribune that the Petroleum Division in a report said that the Strait of Hormuz supplies 20% of global crude oil and in case Iran shuts it down, the oil supply to the world could be affected, including Pakistan. It will be the worst-case scenario when oil prices could touch $100 to $150 per barrel. It was highlighted that there was no immediate threat of higher oil prices and Pakistan was also engaged in talks with world oil suppliers to ensure smooth supplies. At present, the abandoned power plants have furnace oil storages for up to one million tons. Experts suggest that the government should store oil in these storages. It has been proposed that the government can buy the storages as the power sector plans to sell them in scrap. According to a statement, in response to the evolving geopolitical situation following Israel's recent attack on Iran and the resulting volatility in international oil markets, Prime Minister Shehbaz Sharif has constituted a high-level committee to monitor petroleum product pricing and supply dynamics. The committee is headed by the finance minister and includes senior representatives from key federal ministries, regulatory authorities and energy sector experts.
