The North Malaita Constituency (NMC) office recently conducted a historic tribal reconciliation program, signifying its readiness to progress socio-economic development for its people and the rest of the constituency.
Held at Fo'ondo from 25th to 27th April 2025, the event was organized specifically for the Abua'ero tribal clan. It was successfully celebrated under the theme: ' A Journey of Reconciliation, Reunion, and Restoration of the Abua'ero Tribal Clan'.
The reconciliation aimed not only to resolve grievances and disputes but also to reunite and restore family relationships, paving the way for tangible development in their land.
This initiative was organized by the constituency office under its Land and Tribal Reconciliation program. It was co-funded by the constituency office in collaboration with the Abua'ero tribe, individual families, and other stakeholders.
'Development cannot happen in the air. It happens on the land. So, preparing people and their land for development is paramount,' Constituency Development Officer (CDO) Nason Nunufia said.
Mr. Nunufia further stated that, under the leadership of the Member of Parliament, Honourable Daniel Waneoroa, settling land disputes, reuniting tribes and people, and addressing land issues remain top priorities for fostering development in the constituency.
'Since most of our lands are tribally owned, we must come up with models and avenues to engage people in a people-centred approach to deal with land issues and disputes, a collective paradigm,' Mr. Nunufia emphasized.
He further underscored that 'The constituency office believes that for real development to happen, reconciliation must first take place. This is to ensure that people are prepared, organized, and ready to embrace development in their own land.'
At the same time, Mr. Nunufia said that one of the major hindrances to development in our country is land disputes, an issue that requires a multifaceted approach involving an understanding of the complexities of our customary land tenancy arrangement, community leaders' involvement, and the implementation of practical dispute resolution mechanisms.
A senior officer from the Ministry of Traditional Governance, Ben Oto'ofa, facilitated the reconciliation ceremony.
The event also saw the transfer of tribal leadership titles from Elder Paramount Chief Philip Akote'e Damirara to Silas Benono Wawane, who is now the new Abua'ero Tribal Chief.
CDO Nunufia described the event as emotional and historic, noting that it reunited families for the first time since their great-grandfathers left the land between 1910, some 115 years ago, 'especially our lineage from Kwara'ae.'
Families gathered and reunited during the program came from Western Province, Kwara'ae, Langalanga, and North Malaita.
Meanwhile, on behalf of the constituency office, CDO Nunufia acknowledged the new Abua'ero Tribal Chief, Silas Wawane, along with his family, Ben Tobis and his family, Kenley and his family, stakeholders, individual families, and everyone who contributed resources that made the program a success.
He also expressed profound gratitude to Hon. MP Waneoroa for his continued support of important constituency matters and initiatives that can lead to meaningful development for the people.
Mr. Nunufia also recognized Solrice Company for its generous support of 20 bags of rice for the event.

Delivering his keynote address to formally launched the important policy document, Honourable Minister of MRD, Daniel Waneoroa highlighted the government's commitment to implementing innovative policies and collaborative efforts to ensure equitable progress, reaffirming MRD's dedication to transforming rural communities into vibrant hubs of prosperity. He stated that, despite the late completion of this important document, mainly due to the movement of the permanent secretaries to and from the Ministry, he was satisfied that the process had now concluded as of Tuesday (29th July 2025). The direction and foundation of the MRD's Corporate Plan 2024–2027 are based on the ministry's new vision, which is: 'Empowering all Solomon Islanders for self-sufficiency, improved livelihoods, and sustainable development.' Hon. Minister Waneoroa said, 'Understanding this vision is important, as empowerment for self-sufficiency of livelihoods and sustainable development of our people and communities is built on the premise that we, as a Ministry, partly have the responsibility for the resources and capacities that can influence and bring transformation to the lives of our rural people and communities.' He added, 'Understanding our corporate vision enlightens us to the immense responsibility of ensuring that our roles and responsibilities are aligned and implemented under the guidance of this strategic plan.' The Corporate Plan focuses on the following key objectives and policy reforms: Supporting the enforcement of the Constituency Development Fund Act 2023 (CDF Act 2023) Strengthening financial compliance and audits of the MRD and the 50 constituency offices Strengthening institutions and systems in monitoring and evaluation Improving and strengthening the reporting mechanisms of the CDF and the Constituency Development Program (CDP) Building capacities of CDCs and Constituency Officers Development of the Constituency Development Growth Centre Policy Implementation of the CDF Act 2023 regulations and oversight of governance mechanisms for CDP Resource mobilization for rural development programs Hon. Minister Waneoroa further emphasized that, while the MRD's implementation is focused at the Ministry level, this Corporate Plan is directly linked to the Solomon Islands Development Strategy 2016–2035 (SINDS; 2016–2035) and the GNUT Government policy priorities for rural development. Minister Waneoroa Closes Workshop; Encourages Constituency Officers To Be Diligent In Their Roles
Press Release – Solomon Islands MRD The Constituency Development Program is a national initiative of the Solomon Islands Government (SIG), administered by the Ministry of Rural Development (MRD). The Ministry of Rural Development (MRD) CDF Governance Training and Program Implementation Workshop successfully ended on Thursday last week, with calls for Constituency Officers involved in the implementation of the CDF program to discharge their duties with diligence. Honourable Minister for Rural Development, Daniel Waneoroa, MP, made the call during the official closing ceremony held at the National Aquatic Centre in Honiara. The workshop, which ran from 26 to 29 May, brought together 150 Constituency Officers and 50 members of the Constituency Development Committee (CDC) for the first time. 'As your Minister, I am very glad that you have all enjoyed this workshop, and I encourage you to continue undertaking your roles and duties with diligence. 'I believe you have achieved the key objectives of this workshop: gaining good knowledge and developing the basic capacities required to serve your rural communities and support their development ambitions,' Minister Waneoroa underscored. Honourable Minister Waneoroa said that capacitating officers in all aspects of their roles is very important to the ministry. '…we will continue to build on this to help us deliver our objectives and achieve the national government's policy goals for the people of Solomon Islands. 'As you leave this place today, I urge you to use the skills and knowledge gained during these four days of the workshop effectively and support your constituents in achieving our development needs. 'As an MP, I personally understand the challenges you face as constituency workers. You have faced criticisms from all sides and endured sleepless nights in undertaking your work. I believe you will continue to persevere and demonstrate resilience in the face of the many adversities you encounter,' he said. Honourable Minister Waneoroa further stated that this workshop is one of many to come, aimed at continuously capacitating all constituency officers, including MRD's headquarters staff, to work in line with the ministry's legislative reforms and programs, including developing standardized and relevant administrative procedures, tools, and guidelines that will support the ministry's endeavors. Honourable Minister Waneoroa also thanked MRD's Permanent Secretary, John Niroa Misite'e, and staff for their efforts in organizing the program. He acknowledged constituency officers, CDC members, and everyone who contributed to making this training possible, and conveyed well wishes as they returned to their respective constituency offices to continue serving our people. Speaking on behalf of the participants, Constituency Development Officer (CDO) for Hograno-Kia-Havulei Constituency, Apollos Manegere, appreciated MRD for the timely training. He said the workshop deepened officers' understanding of the new CDF legislation, especially regarding its legal and accountability requirements, which are crucial for their roles. 'We leave this workshop better informed, more confident, and committed to upholding transparency, accountability, and development that truly benefits our people,' he said. The workshop also provided an opportunity for officers to give feedback on the first draft of the CDF Act 2023 Regulations. 'Being consulted in this process reflects the ministry's commitment to inclusive governance and helps ensure that the final regulations reflect ground realities,' Mr. Manegere added. He emphasized that the workshop empowered officers with the necessary knowledge and skills to effectively implement the CDF Act 2023, strengthen governance at the constituency level, and improve service delivery to rural communities. The workshop involved presentations, hands-on activities, and interactive sessions, including group exercises, discussions, and real-life application of new templates, as officers familiarized themselves with relevant administrative procedures, tools, and guidelines in line with the new legislation. The workshop not only enhanced officers' learning but also encouraged teamwork and shared understanding among participants. This workshop was one of the key activities under MRD's annual work plan for this year, with the main objective to capacitate constituency officers with foundational knowledge of the CDF Act 2023 and the CDF Governance Framework. It was purposefully designed to achieve the following key outcomes: Participants will be able to explain the key provisions of the CDF Act 2023 and how it governs constituency development, ensuring compliance with legal and accountability requirements. Participants will be able to review the draft of the CDF Act 2023 Regulations and provide informed feedback to ensure that constituency perspectives are incorporated into the final document. Participants will broaden their understanding of the structure, roles, and responsibilities of the Constituency Development Committee (CDC) under the CDF Act 2023 and apply this knowledge in constituency governance. Participants will be able to identify and utilize mandatory templates for developing constituency plans and reports. Participants will be equipped to design and implement effective civic-awareness initiatives and communication methods to enhance public understanding of the CDF program and its regulatory framework. The Constituency Development Program is a national initiative of the Solomon Islands Government (SIG), administered by the Ministry of Rural Development (MRD). It is implemented across 50 constituencies nationwide to improve the socio-economic livelihoods of Solomon Islanders.
