
Centre notifies new domicile, reservation policy for Ladakh; caps reservation at 85%, excluding EWS
Amid demands by Ladakhi civil society groups seeking 'constitutional safeguards' for the region, the Union Government on Tuesday (June 3, 2025) notified new policies on reservation, languages, domiciles, and the composition of hill councils for Ladakh, which became a Union Territory in 2019.
The notifications pave the way for 85% reservation for resident Ladakhis in government jobs. For other residents — including children of Central government officials — to be considered 'domiciles', they will have to show 15 years of continuous residence in the UT from October 31, 2019, Ladakh's foundation day.
In a first, a third of the seats in hill councils have been reserved for women on a rotational basis. The official languages of the UT will be English, Hindi, Urdu, Bhoti, and Purgi.
The total reservation for government jobs in the Union Territory now stands at 95%, one of the highest in the country. Meghalaya has 85% reservation for Scheduled Castes and Tribes (SCs/STs) and Arunachal Pradesh has an 80% quota for STs.
The Rules governing the Regulation, which are yet to be notified, will specify the categories covered under reservation. Around 80% of Ladakh's population of 2.74 lakh is around 80% tribal, according to the 2011 Census.
Cherring Dorjay Lakruk, the president of the Ladakh Buddhist Association and co-convenor of the Leh Apex Body (LAB), who is also part of the high-powered committee which has been deliberating the constitutional safeguards with the government, told The Hindu that they were studying the multiple notifications published on Tuesday.
Three other Regulations were also notified by President Murmu: The Ladakh Official Languages Regulation, 2025; The Ladakh Civil Services Decentralisation and Recruitment (Amendment) Regulation, 2025; and The Ladakh Autonomous Hill Development Councils (Amendment) Regulation, 2025.
The decentralisation and recruitment Regulation is applicable to 'all the Gazetted and non-Gazetted posts' in the UT. Its Rules, also notified by the MHA on Tuesday, specified the criteria to qualify as a 'domicile' to apply for government jobs.
The Rules empower the tehsildar to issue the domicile certificates to anyone who has resided for a period of 15 years in the UT from October 31, 2019.
Anyone who has studied for a period of seven years and appeared in the Class 10 or 12 examination in Ladakh, children of Central government officials, All India Services officers, officials of public sector undertakings and autonomous bodies of the Central government, public sector banks, among others, who have served in Ladakh for a total period of ten years from October 31, 2019, are also eligible to be domiciles.
The regulation to amend the Ladakh Autonomous Hill Development Councils Act, 1997 said that 'not less than one-third of the total number of seats in the Council shall be reserved for women and such seats may be allotted by rotation to different territorial constituencies.'
The Ladakh Official Languages Regulation, 2025 said that 'English, Hindi, Urdu, Bhoti and Purgi' shall be the official languages, adding that 'institutional mechanisms shall make special efforts for the promotion and development of other native languages of Ladakh: Shina (Dardic), Brokskat (Dardic), Balti and Ladakhi.'
Both the hill councils and official languages regulations will come into effect from June 3.

This was done even as Article 370, which gate the erstwhile state special status, was abrogated. LG Sinha, in his address, said that the PM was 'uniting the hearts of people by ensuring rail connectivity' across the country. 'Train from Kashmir to Kanyakumari is not a slogan anymore. PM has turned it into a reality just moments ago by flagging off Vande Bharat train from Katra to Srinagar,' he said.

Uttarakhand CM Dhami directs officials to complete construction works on time
Nainital (Uttarakhand) [India], June 7 (ANI): Uttarakhand Chief Minister Pushkar Singh Dhami chaired a high-level review meeting with Kumaon division-level officials in Nainital on Friday. According to an official release, public representatives and senior administrative officers of six districts of Kumaon division--Nainital, Almora, Pithoragarh, Bageshwar, Champawat and Udham Singh Nagar--were present in this meeting. The Chief Minister discussed the schemes being run by the Central Government and the State Government in the division. He said that there is a need for public representatives and officers to coordinate with each other and work on the ground by organizing public darbars and chaupals to solve the problems of the people. 'So that even the person standing at the last end benefits from the schemes of the government' He said that under the leadership of the Prime Minister, 'contribute to the work going on in the district. Our resolution is to end corruption and for this the number 1064 has been started.' The Chief Minister asked the district officials to 'make a schedule to sit in their office from 10 to 1:00 so that people coming from far away can meet them and put forward their point.' The Chief Minister directed to complete all the construction works in a quality manner within the stipulated time frame. He said that strict action will be taken against the concerned officials if the work is not done as per the standards or there is unnecessary delay. Reviewing the progress of the Jamrani Dam Project in the meeting, the Chief Minister said that the rehabilitation package has been approved and the master planning has been completed. 'The main dam construction work will be started before the monsoon. This project will play an important role in increasing the irrigation capacity for both the states of Uttarakhand and Uttar Pradesh' The Chief Minister directed to further speed up the revival efforts of Sukha Tal. Discussing the overall development of Kainchi Dham area, the Chief Minister asked to give priority to the development work of all the necessary facilities there. The Chief Minister said that the work of beautification and illumination is in progress at Shri Kainchi Dham under Manaskhand Mandir Mala at a cost of Rs 2815.68 lakh. He informed about the progress on the master plan for Almora Medical College and said that the budget of Pithoragarh Medical College has been doubled. He said that ensuring the availability of all the state-of-the-art facilities in the border area is the top priority of the government. Chief Minister Pushkar Singh Dhami reiterated that the Uttarakhand government will not tolerate corruption at any level.
