Liquor kickbacks bankrolled YSRCP's polls, African forays: AP probe

Time of India22-07-2025
New Delhi: The chargesheet filed by
Andhra Pradesh police
into the alleged ₹3,500 crore
liquor scam
points to a well-oiled web of kickbacks paid by private distillers once in five days, involvement of gold merchants to facilitate bribes and use of payoffs by former chief minister Y S Jaganmohan Reddy's
YSRCP
in
2024 elections
.
The 317-page chargesheet, filed in a Vijaywada court and accessed by ET, names Reddy's former advisor
Kesireddy Raja Shekhar Reddy
as the mastermind of the alleged scam and former Rajya Sabha MP Vijai Sai Reddy and Lok Sabha MP P V Midhun Reddy as co-accused.
The state CID has alleged in the chargesheet that YSRCP functionaries facilitated a policy change-from an automated market-driven system of raising demand for liquor cases to a manual system-to edge out known brands and promote selected manufacturers and distilleries who were coerced into paying kickbacks.
According to the chargesheet, officials who were willing to play along were posted in Andhra Pradesh State Beverages Corporation Limited (APSBCL). Though Reddy had promised complete prohibition and the new liquor policy introduced in 2019 was touted as a step towards this election promise, the reverse happened with specific brands capturing the market.
"Even though the new policy i.e., sale of liquor through GROs, was intended as a step towards complete ban of liquor in the state of Andhra Pradesh, it only envisaged a new mode and manner of sale, but not otherwise. Evidently, the policy was introduced with an underlying intent of having full control over the supply and sale of liquor, thereby to achieve their broader goal of earning commissions/kickbacks," the chargesheet said.

According to the CID probe, the kickbacks were handed over to main accused Kesireddy Rajashekar Reddy, who allegedly channelled the money into a web of shell companies, before distributing it among others. The chargesheet pegs the monthly kickbacks at ₹50-60 crore and overall extent at ₹3,570.87 crore. The chargesheet alleges kickback per case of liquor. It says while the kickback was ₹150 per case for cheaper brands, it was ₹200-350 for medium priced and ₹600 for more expensive brands.
The state CID has alleged that money from kickbacks was used during elections in 2024 and after YSRCP lost, it scouted for iron ore business in African countries to channel this money. The chargesheet names former MLA Chevireddy Bhaskar Reddy and says he was instrumental in moving cash from Hyderabad and other locations to specific constituencies.
"During the course of investigation into the present crime, it was revealed that Chevireddy Bhaskar Reddy would direct his close aides to transport cash from Hyderabad, Vijayawada and other places to several constituencies around Prakasam and Chittoor," the chargesheet said.

Odisha board vice-president held in teacher eligibility test question paper leak

Bhubaneswar: The vice-president of the Odisha Board of Secondary Education was arrested on Sunday, ten days after the Odisha Teacher Eligibility Test (OTET) was cancelled due to a leaked handwritten question paper that went viral on social media, affecting nearly 75,000 candidates. The Odisha Teacher Eligibility Test (OTET) was cancelled due to a leaked handwritten question paper that went viral on social media, affecting nearly 75,000 candidates. (Representative photo) Nihar Ranjan Mohanty, vice-president of the Board of Secondary Education (BSE), was involved in setting the OTET question papers and was coordinating with a Bhopal-based firm that printed the papers, state crime investigation department (CID) chief Vinaytosh Mishra said. 'But before the question papers went for printing, the firm had sent a password-protected copy of the paper to Mohanty for proofreading. Mohanty was supposed to download and delete the file after proofreading. However, he allowed Jitan Moharana, a data entry operator working in the office of the controller of examinations, to access his laptop who leaked the papers,' Mishra said. So far, seven others, including a teacher, have been arrested in connection with the paper leak. The CID found the proofread copy on Mohanty's laptop, which led to his interrogation. Over 100 telephone calls between Mohanty and Moharana over the past three months, outside of office hours, were found in the call logs. Mohanty, who has been overseeing examinations for the past 11 years, was arrested based on evidence collected. Moharana and five others were arrested on July 30, following which a teacher was nabbed. Moharana had access to the vice-president's laptop and obtained the question paper using a pen drive. He then shared it with the working president of the State Ex-cadre Teachers' Association and its Koraput unit head, who sold the paper to three brokers for ₹2.5 lakh. The BSE conducts final examinations for various state-sponsored courses, including Class X board exams, OTET, Odisha Secondary School Teacher Eligibility Test (OSSTET), Teachers' Certificate (CT) examination, Certificate Course in Physical Education Examination (CPEd), and the Prathama and Madhyama examinations.

Meet Bollywood director who was once on a gangster hit list, quit filmmaking, took CID training to save his life, his name is…

While the underworld has had an influence on Bollywood quite often, many actors and actresses made headlines for their alleged connection with gangsters of the dark world. Today, we will discuss one of those familiar Bollywood faces whose career was cut short after he received threats from gangsters. He is a renowned filmmaker who has worked with names like Kajol, Bobby Deol, Akshay Kumar, Raveena Tandon, and more. This Film Director Was Threatened by Gangsters The director who once faced threatening warnings from gangsters was none other than Rajiv Rai. The director said that he had received death threats from gangsters. Not only this, when Bollywood was getting threats from the underworld, his office was also attacked, after which he shifted to the UK. But he has now returned to India. Rajiv Rai on One of the Scariest Times in His Life In the interview, while recalling his terrifying experiences in the 90s, the director revealed that the police had instructed him not to answer calls from the underworld and even advised him to undergo CID training for his safety. He said, 'The problem started after the film Gupt. After that, I did two films which were not as expected. So, this was also very disturbing for me. The next day I got a call on my landline. No one asked for money. I didn't say anything, I never came on the phone, we never talked. I immediately called the police and they told me not to talk.' He further said, 'We had recorders in our office; everything was recorded and sent to the police. I must have said hello on the first call, I understood something was wrong. I talked for four seconds, then I pretended as if I was someone else. I think whatever calls I used to get at that time, the motive must have been money.' When Rajiv Rai Was Attacked Rajiv Rai recalled the time when he was attacked in his office in 1997. The director said that he was attacked by a bunch of men with guns and bullets. However, he was not very comfortable talking about the same. On leaving the country due to threats, Rajiv Rai said, 'I left because of pressure. My father was not well. I had to take care of him. I could not bear his death. I thought if I get shot then who will take care of him. My son was also not well. He is autistic and I had to teach him. There were a lot of threats. So I had a lot of reasons. I thought I should take a decision.'
