Bihar elections: JDU defends turf as rivals too push welfare politics

New Delhi: Caste and social justice have long dominated Bihar polls, however, cash promises are in play now.
On June 21, Bihar Chief Minister
Nitish Kumar
announced that all elderly, disabled, and widowed beneficiaries will receive a monthly pension of ₹1,100, up from ₹400. According to the state government, 1.10 cr people will benefit from the hike.
Soon after, political rivals rushed to outdo the move.
Jan Suraj
leader Prashant Kishor promised to raise the pension to ₹2,000 if voted to power, while
RJD
's
Tejashwi Yadav
claimed his party had already proposed ₹1,500 and accused the government of acting under pressure

Nitish Kumar also announced a doubling of the honorarium for 1.4 lakh workers under his flagship
Jeevika project
, which connects with 1.4 crore Jeevika Didis across Bihar. Additionally, self-help groups taking bank loans above ₹3 lakh will now pay 7% interest instead of the earlier 10%, with the state government covering the difference. The move reinforces Kumar's focus on welfare schemes for women - a core segment of his support base.
The Opposition RJD and Congress earlier announced to launch the
Mai-Bahin Scheme
, to provide ₹2,500 per month to the Bihar women on the lines of schemes in other states.
Live Events
In recent elections, political parties across states have increasingly relied on
cash schemes for women
, with many implementing payouts after securing victory. In neighbouring Jharkhand, the Maiyan Samman scheme-offering ₹2,500 per month to women-was seen as a key factor in the Hemant Soren-led INDIA bloc's win.
Given Kumar's track record, the Bihar government is likely to announce a cash scheme for women ahead of the elections.

Bihar CM Nitish Kumar unveils projects worth ₹574 crore in Muzaffarpur

Ahead of the Assembly election, Bihar Chief Minister Nitish Kumar on Thursday (July 31, 2025) laid the foundation stone of various development projects worth ₹574.16 crore in Muzaffarpur district. The project includes construction work of Railway Over Bridge (ROB)-cum-approach road between Ramdayalu Nagar and Muzaffarpur railway station at a cost of ₹167.68 crore and construction work of a road from Muzaffarpur-Pusa Road to Chandwara bridge approach road at a cost of ₹120.93 crore. Mr. Kumar laid the foundation stone for widening and upgradation work of the road portion from Chandni Chowk to Ramdayalu Nagar at a cost of ₹44.76 crore and widening and strengthening work spanning 7 km of Chandni Chowk to Bakhri road at a cost of ₹89.77 crore. The Chief Minister laid widening and strengthening work of many other roads. After laying the foundation for the various works, Mr. Kumar interacted with social security pensioners at Teacher Training College, Patahi in which the beneficiaries thanked him for increasing the pension amount from ₹400 to ₹1,100 per month. He also provided tricycles to persons with disabilities apart from handing over a cheque of ₹1 lakh each to the beneficiaries under Inter-Caste Marriage Promotion Scheme. On the announcement of making 125 units of electricity free per month to every domestic consumer under the Chief Minister's Electricity Consumer Assistance Scheme, the domestic consumers present there also thanked Mr. Kumar for the decision. The ASHA workers present there too thanked the Chief Minister for increasing the incentive amount threefold from ₹1,000 to ₹3,000. While interacting with the members of self-help groups (SHGs) also known as Jeevika members, Mr. Kumar said when his government was formed in Bihar, the number of SHGs were negligible. 'In the year 2006, we took a loan from the World Bank and started increasing the number of self-help groups. The Jeevika sisters are doing a very good job. We named the self-help group as Jeevika and all of you are called Jeevika sisters,' Mr. Kumar said. 'Inspired by our work, the Central government of that time implemented this scheme in the whole country under the name of Aajeevika. All of you stay strong and move forward. The government will help you in every possible way,' he added. Accompanied by Parliamentary Affairs Minister Vijay Kumar Choudhary and others, he also inspected the under-construction ROB of Muzaffarpur-Bypass, which is being constructed in a total length of 16.87 km at a cost of ₹250 crore. Except the ROB, the construction work of the remaining road has been completed. During the inspection, Mr. Kumar instructed officials to complete the remaining work as soon as possible. With its completion, traffic in Muzaffarpur city is expected to become more smooth. During the Pragati Yatra on January 5 this year, Mr. Kumar had reviewed the development work of Muzaffarpur district and promised several developmental schemes would be launched soon.

Kejriwal lauds 'honest' AAP regime, says previous governments 'ruined' Punjab

Arvind Kejriwal (PTI image) Accusing the previous governments of "ruining" Punjab, Aam Aadmi Party (AAP) national convener Arvind Kejriwal on Thursday said an "honest" regime led by Chief Minister Bhagwant Mann is on the contrary working for the welfare of people. He lauded his party's government for acting tough against drug smugglers and bringing an "education revolution" in the state. Kejriwal was addressing a gathering on the occasion of the martyrdom day of legendary freedom fighter Udham Singh. The AAP chief earlier along with Mann paid tributes at the Shaheed Udham Singh memorial here. Kejriwal also blamed the previous governments for the problem of drug menace in the state. Taking potshots at the Congress, Shiromani Akali Dal (SAD) and BJP, he alleged, "The way their (previous) governments destroyed Punjab, government schools and hospitals, there was corruption everywhere, they looted money." "Punjab's situation has started improving in the last three years," said Kejriwal while referring to the AAP government's tenure in the state. On the state government's anti-drug drive, Kejriwal said the drug smugglers are being arrested and put behind bars. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Brother Donates Kidney To Save Sister's Life. Without naming anyone, the AAP chief said the most notorious and feared drug lord has been put behind bars by the state government. Kejriwal further said exemplary action will be taken against such people, who ruined the future of our coming generations, adding none of them will be spared for such heinous crimes. The former Delhi chief minister said Punjab has seen "revolutionary" changes in every sector under the AAP regime. "Today, an education revolution is going on in Punjab. Good results (of government schools) are coming. The children of poor families are now joining IITs and they are becoming engineers, doctors and advocates. People of Punjab never expected such a government," he added. Asserting canal water is now reaching the tail end of villages, the AAP national convener said, "During previous governments, farmers had to wake up in the night to switch on their motors (to irrigate their crops)." "But today, farmers are getting eight hours of electricity supply during the day time and it is happening for the first time," he added. Kejriwal said the work on construction of 20,000 km of rural roads in the state will start from September. Escalating his attack on the previous governments, Kejriwal said that they used to claim lack of funds for carrying out development works. "We never said there are no funds. It is the same money, same budget, same officers but those who run the governments have changed. It is the AAP government, which is an honest government. We are doing all your works," he added. Addressing the gathering after laying the foundation stone of projects worth around Rs 85 crore to give facelift to Shaheed Udham Singh Wala town, the AAP leader said that the legendary freedom fighter made a supreme sacrifice for the sake of the country's freedom. India's freedom struggle saw countless sacrifices for the sake of the country to carve out an egalitarian society to ensure welfare of the weaker and underprivileged sections, he added. Kejriwal, however, said it is unfortunate that even after 75 years of freedom none of their aspirations have been fulfilled as those in power misused their authority to plunder wealth. Speaking at the event, Mann said it is the state government's duty to pay tributes to such legendary martyrs, who laid down their lives for the sake of the country. The chief minister said that naming airports, universities and other institutions in the name of these iconic martyrs is important to perpetuate their glorious legacy. Mann said the AAP is making tireless efforts to realize the dreams of the legendary martyrs, adding it is a matter of immense pride and satisfaction that this government is making concerted efforts in this regard. The state government has been making efforts to ensure comprehensive development of the state and prosperity of its people, he added. The chief minister also spoke about the 'Mukh Mantri Sehat Yojna', which will provide cashless medical treatment up to Rs 10 lakh for every resident family in Punjab. Punjab is the first state in the country to offer such comprehensive healthcare coverage, which will significantly ease the financial burden on the public while ensuring quality health services. He said that 55,000 government jobs have been given so far to the state's youth, Aam Aadmi clinics have been opened to impart quality health services to people, schools have been renovated across the state and canal water is reaching the tail end to benefit farmers.

Centre's fiscal deficit hits 17.9% of full-year target in Q1; higher spending lifts gap to Rs 2.8 lakh crore: CGA data

Representative image The central government's fiscal deficit touched 17.9% of the full-year target at the end of June 2025, more than double the 8.4% recorded in the same period last year, data from the Controller General of Accounts (CGA) showed on Thursday. In absolute terms, the fiscal deficit — the gap between revenue and expenditure — stood at Rs 2.8 lakh crore for the April–June period of FY26. The Centre has pegged the fiscal deficit for the full year at 4.4% of GDP, or Rs 15.69 lakh crore, PTI reported. As of June, the government had received Rs 9.41 lakh crore, or 26.9% of Budget Estimates (BE) for 2025-26. This included net tax revenue of Rs 5.4 lakh crore, non-tax revenue of Rs 3.73 lakh crore, and non-debt capital receipts of Rs 28,018 crore. Transfers to state governments surged to Rs 3.27 lakh crore, up Rs 47,439 crore from a year earlier, as devolution of tax shares accelerated. Total government expenditure in the first quarter came in at Rs 12.22 lakh crore, or 24.1% of BE, with Rs 9.47 lakh crore spent on the revenue account and Rs 2.75 lakh crore on the capital account. Within revenue spending, Rs 3.86 lakh crore went toward interest payments and Rs 83,554 crore toward major subsidies. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Free P2,000 GCash eGift UnionBank Credit Card Apply Now Undo Aditi Nayar, Chief Economist at ICRA, noted that tepid direct tax collections in June weighed on gross tax revenue performance, though the weakness was largely due to an adverse base effect. 'Devolution to states maintained a robust pace,' she added, quoted PTI. Nayar also highlighted that while the Centre's capital expenditure rose 52% year-on-year, this was on a low base and was still 1% lower than Q1 FY24 levels. However, the sharp rise in Q1 capex is expected to have supported investment activity, offering a positive signal for GDP growth in the quarter, she said.
