'Everyone will be financially worse off after October'
Not so much a U-turn, more of a double somersault.
Sir Keir Starmer's reversal of Labour's much-maligned welfare policy, particularly P.I.P., was an accident waiting to happen. Restoring the winter fuel allowance and excluding current claimants from the ravages of bureaucratic changes to the personal independence payment system was the right decision. I applaud the dissenting MPs for forcing the administration to change course. It is hard to believe that a Labour government would attempt to balance the books on the backs of the most vulnerable sections of society, rather than from those who can best afford to contribute. It would be comforting to believe that these decisions were made in the light of a sudden surge of altruism, but the reality is that Starmers' leadership and that of his heartless chancellor, Rachel Reeves, were under threat. The bad news is that everyone will be financially worse off after October, when the government seeks to recover the lost revenue from the population by raising taxes.

Diageo silent amid CEO exit talk
Diageo has refused to be drawn on a report the company's board is lining up a new chief executive. The Financial Times reported today (16 July) the spirits giant's board is planning to replace Debra Crew. Citing unnamed sources, the FT said Diageo's directors are looking for a new CEO, with one source telling the publication a possible candidate is recently installed CFO Nik Jhangiani. Approached by Just Drinks, a Diageo spokesperson declined to comment. Crew took the helm at the UK-listed group in June 2023, moving up from the position of COO. In November that year, Diageo issued a profit warning amid pressure on its business in Latin America. In the 12 months to the end of June, the Guinness owner saw its net sales fall 1.4% and dip 0.6% organically. Reported operating profit grew 8.2%, although the problems in Latin America meant organic operating profit declined. In February, Diageo, in a move similar to other major distillers, pulled its medium-term guidance, citing 'macroeconomic and geopolitical uncertainty'. The change came alongside a set of half-year numbers that included a 0.6% decrease in net sales, although they inched up 1% organically. Operating profit declined, however. May saw the Johnnie Walker maker announce it was looking to save around $500m in costs over the next three years as part of efforts to become more 'agile' and 'resilient'. Diageo said the move would help the company invest in 'future growth' and improve its 'operating leverage'. Jhangiani, who joined the company from Coca-Cola Europacific Partners in September, said at the time the group could make 'substantial changes' to its product portfolio in the form of asset disposals. During Crew's tenure, Diageo has offloaded assets including rum brands Cacique and Pampero and Safari liqueur. The group has also sold assets in Africa, although last October it reportedly called off the sale of its Pimm's gin-based liqueur after failing to secure an agreement with potential buyers. The business said the cuts were part of a broader initiative – dubbed 'Accelerate' – that will see 'a shift in how we do business', including developing a 'more agile global operating model'. Diageo's share price, which has fallen by more than 40% since Crew became CEO, was up 2.4% on the day at 1,933.32p at 12:20 BST. Cuban minister resigns after saying country has no beggars
Cuban Minister for Labour Marta Elena Feitó Cabrera has been forced to resign after she made comments denying the existence of beggars on the Communist-run island. The minister had said there was no such thing as "beggars" in Cuba and people going through rubbish were, in essence, doing so out of choice to make "easy money", as she put it. Her comments, made in a parliamentary session, were widely criticised by Cubans at home and abroad, and prompted a response from the island's president, Miguel Díaz-Canel. She resigned soon after. Poverty levels and food shortages have worsened in Cuba as it continues to grapple with a severe economic crisis. Both the public criticism her comments triggered and the public rebuke the minister received are unusual in Cuba, a country where anti-government protests are banned by law and open dissent can land critics in jail. Feitó Cabrera made the comments earlier this week at a session of the National Assembly. "There are no beggars in Cuba. There are people pretending to be beggars to make easy money," she said. Furthermore, Feitó Cabrera accused people searching through the rubbish of being "illegal participants in the recycling service". The minister clearly misjudged the outrage and anger her comments would cause and the extent to which they portrayed the country's leadership as unfeeling, authoritarian and deeply removed from the dire economic struggles of ordinary Cubans. President Díaz-Canel criticised Feitó Cabrera at the parliamentary session - albeit without mentioning her by name - saying the leadership could not "act with condescension" or be "disconnected from the realities" of the people. With food and housing shortages becoming more acute in Cuba's current economic crisis, the sight of people rummaging through rubbish bins for food and sleeping in doorways has become more common. Daily life is further disrupted by fuel shortages and frequent power cuts. Many Cubans also have to hunt for basic medicines, going from pharmacy to pharmacy in the hope of tracking down the medication they need. In response to her claim that there were no beggars in Cuba, but people disguised as beggars, Cuban economist Pedro Monreal wrote on X: "It must be that there are also people disguised as 'ministers'". A number of Cuban activists and intellectuals also published a letter calling for her removal, saying the comments were "an insult to the Cuban people".
