
Repeat impaired driver gets 9-year sentence for crash that killed 2
The impaired driver in a 2023 collision in Ottawa's east end that left two people dead has been given a nine-year prison sentence, an Ottawa court heard Tuesday.
In May 2024, Shallen Mckay pleaded guilty to two charges of impaired driving causing death, and one charge each of driving while prohibited and taking a motor vehicle without consent.
The charges stemmed from a crash on Aug. 2, 2023, at the intersection of St. Laurent Boulevard and Montreal Road.
Taking into account the time she has already spent in jail since her arrest, Mckay has more than six years left to serve. The Crown had asked for a 12-year sentence and her defence had argued for five years.
Mckay had a previous impaired driving conviction dating back to 2018. In that case, she was sentenced to 30 days in jail and probation, as well as a 12-month driving prohibition.
Way over speed limit
According to a statement of facts about the August 2023 collision, Mckay ran four red lights and was speeding between 156 and 162 km/h in a 50 km/h zone before the crash. The light at the intersection she entered just before the collision had been red for 38 seconds.
Her blood-alcohol concentration was nearly three times the legal limit.
Franck Ntwari, 41, and Innocent Muhoza, 44, died in the other vehicle. The two men were heading home after having dinner with friends before the collision occurred.
Mélanie Rubavum, Ntwari's mother, was recovering from surgery when she heard her son was gone, she previously told CBC.

3 charged in drug trafficking investigations in Drayton Valley

The arrests were made during two separate investigations in the first week of June. On June 3, a 36-year-old man and 32-year-old woman, both Drayton Valley residents, were arrested after a home at the Poplar Ridge Trailer Court was searched and RCMP seized 60 grams of methamphetamine, brass knuckles and $840 in cash. The man's charges include possession for the purpose of trafficking, four counts of breaking a release order and possession of a dangerous, prohibited weapon. He was remanded into custody. The woman was charged with breaching probation and possession for the purpose of trafficking. She was released on conditions and is expected to appear at the Alberta Court of Justice in Drayton Valley on July 15; the man is scheduled to appear there on June 17. RCMP said they made another arrest on June 5 as a result of an ongoing drug trafficking investigation that led to the seizure of methamphetamine, fentanyl, cash and brass knuckles. A 39-year-old man from Drayton Valley was arrested and charged with trafficking fentanyl, possession for the purpose of trafficking fentanyl and possession of proceeds of crime. He was released on condition and is scheduled to appear at the Alberta Court of Justice on July 15.
