Waymo expands coverage in Texas as robotaxi competition heats up

Alphabet's Waymo is expanding its service in Austin, Texas, to 233km² from 95km² earlier, the software giant's self-driving unit said on Thursday, seeking to protect its top position in the city from rivals such as Tesla.
Waymo, which has more than 100 vehicles on the Uber platform in Austin, will cover new neighborhoods such as Crestview, Windsor Park, Sunset Valley and Franklin Park, the company said.
After cautiously expanding its self-driving taxi services across the US for years, Waymo is largely seen as the frontrunner in the space. It has about 1,500 vehicles across San Francisco and other Bay Area cities, Los Angeles, Phoenix, Atlanta and others.
Rival Tesla is looking to catch up, having conducted a small trial last month of about a dozen of its Model Y SUVs in a limited area of Austin.
However, Tesla faces a steep challenge to commercialise the technology on a large scale and clear regulatory hurdles.
The automaker also does not use sensors such as radar and lidar like Waymo and most rivals. Instead, it depends solely on cameras and artificial intelligence.
"Austin remains one of the fastest growing cities in the country, and we are doing our part to grow with it," said Shweta Shrivastava, the senior director of product management at Waymo.
Earlier this week, Waymo's vehicles logged a milestone of 160-million kilometres driven without a human behind the wheel, doubling its mileage in about six months.

Tesla plans to offer a chauffeur-style service operated by human drivers to a limited number of people in the San Francisco Bay Area, a California regulator said on Friday, contrary to a media report that the EV maker would offer a robotaxi service. Unlike Alphabet's Waymo unit, Tesla cannot operate its service using autonomous vehicles because the EV maker does not have the required permits and has not applied, according to a spokesperson for the California public utilities commission (CPUC). Tesla did not respond to a request for comment. Last week, Tesla CEO Elon Musk said on an earnings call the company was "getting the regulatory permission to launch" robotaxis in several markets, including the San Francisco Bay Area. Business Insider reported on Friday the service would be a robotaxi operation with humans in the driver's seat who would be able to control the car. Ashok Elluswamy, who leads Tesla's self-driving efforts, said on Tesla's Wednesday earnings call the company would launch a robotaxi service in the Bay Area "with the person in the driver's seat, just to expedite, while we wait for regulatory approval". Last month, Tesla launched a trial robotaxi service in Austin, Texas, using about a dozen Model Y SUVs. Tesla invited a few passengers to use the service, where human safety monitors sat in the front passenger seat. Tesla's autonomous-driving software controlled the vehicle. With the Bay Area service, Tesla "is not allowed to test or transport the public" in an autonomous vehicle, even one with a human safety driver, according to the CPUC spokesperson, who added Tesla can only transport people using a human driver in a "non-autonomous vehicle". The spokesperson said Tesla told the CPUC on Thursday it plans to offer rides to "friends and family of employees" and "select members of the public" under a permit the company has that allows a human driver to transport passengers in a "traditional vehicle" for "charter services". For the Bay Area service, Tesla may be able to use its full self-driving (Supervised) feature which can perform many driving tasks but requires a human driver to pay attention and be ready to take over at all times. The CPUC spokesperson did not respond to a question on whether Tesla could use the feature, but such technology does not require an autonomous vehicle permit in California because the human driver is expected to be in control at all times. Companies need permits from the CPUC and the California department of motor vehicles (DMV) to test and deploy autonomous vehicles in the state. To date, Tesla only has a DMV permit to test autonomous vehicles with a safety driver. A DMV spokesperson said Tesla recently met with the agency but has not applied for additional permits that would be needed to collect fares or test without a safety driver. The next step in the process for Tesla would be to apply for a CPUC licence for an autonomous vehicle to pick up passengers with a safety driver, according to a review of California's autonomous driving regulations. However, companies must first operate in a pilot phase in which they cannot charge customers. Waymo, which offers autonomous ride-hailing in Los Angeles and the Bay Area, logged more than 13-million testing miles and secured seven different regulatory approvals in California over nine years before receiving the go-ahead to charge passengers for rides in driverless robotaxis in 2023.

US President Donald Trump said on Thursday he would not destroy Elon Musk's companies by taking away federal subsidies and he wants the billionaire tech entrepreneur's businesses to thrive. The remarks come after a public clash with his former close ally over his tax bill. Earlier this month the space and automotive billionaire announced the formation of a new political party, saying Trump's 'big, beautiful' tax bill would bankrupt the US. 'Everyone is stating I will destroy Elon's companies by taking away some, if not all, the large scale subsidies he receives from the US government. This is not so,' Trump said in a social media post. 'I want Elon, and all businesses within our country, to thrive.' In a post on X, Musk said the 'subsidies' Trump was talking about do not exist. SpaceX won Nasa contracts by doing a better job for less money, he said. 'Moving the contracts to other aerospace companies would leave astronauts stranded and taxpayers on the hook for twice as much.' The president's social media post came on the heels of Musk's warning to Tesla investors on Wednesday that US government cuts in support for electric vehicle makers could lead to a 'few rough quarters' for the company. Though Musk has often said government subsidies should be eliminated, Tesla has historically benefited from billions in tax credits and other policy benefits because of its business in clean transportation and renewable energy. Sweeping tax and budget legislation approved by Congress, and signed by Trump, will halt $7,500 (R132,355) tax credits for buying or leasing new electric vehicles on September 30 and a $4,000 (R70,590) used EV credit that have helped spur their sales in recent years. Before the relationship soured, Musk had spent millions to help Trump win November's presidential election and led the department of government efficiency's chaotic effort to slash the budget and cut the federal workforce. The Tesla CEO left the administration in late May to refocus on his tech empire. Trump and Musk fell out shortly afterward when Musk openly denounced the Republican president's tax-cut and spending bill, leading to threats by Trump to cancel billions in federal government contracts with Musk's companies. A week after the June spat, Reuters reported the White House had directed the defence department and Nasa to gather details on billions in SpaceX contracts to ready possible retaliation against the businessman and his companies. Musk's SpaceX had been considered a front-runner to build Trump's $175bn (R3-trillion) Golden Dome missile defence shield and remains a natural choice for key elements of the project. However, sources familiar with the matter told Reuters this week the administration is expanding its search for partners to build the Golden Dome as tension with Musk threatens SpaceX's dominance in the programme.
