KCCI claims strike call gets ‘historic' support

KARACHI: Chambers' call for nation-wide strike on July 19 has received historic and record-breaking support, said Karachi Chamber President Jawed Bilwani
The strike has the full support of all seven industrial zones of Karachi, he added.
Site, Korangi, Landhi, North Karachi, Bin Qasim, SITE Super Highway and Federal B Area Associations stand with KCCI, said Javed Bilwani.
He said Local Goods Transporters Association, Sabzi Mandi Association, Kabadi Market Association have also announced their support.
Pakistan Petroleum Dealers Association, Karachi Electronic Dealers Association, Hyderabad Chamber of Small Traders also have the support, said Karachi Chamber President.
Pakistan Hosiery Manufacturers, Knitwear and Sweater Exporters, Textile Processing Mills and Readymade Garments Associations, Imtiaz Stores, All Pakistan Restaurant Association will also participate in the strike, said Javed Bilwani.
Pakistan Soup Manufacturers, Plastic Importers, Yarn Merchants and Flour Mills Associations will also join the strike, Self-adhesive Tape, Machinery Merchants, Denim Manufacturers, Auto Spare Parts Associations are also with us in the strike, Bearing Manufacturers, Karachi Tyre Dealers, Motorcycle Dealers, Shopkeepers Welfare Society Iqbal Shopping Centre is also supported, said Javed Bilwani.
The decision to observe a nationwide strike was taken after thorough consultation with the presidents and representatives of leading Chambers of Commerce and Industry from all four provinces of Pakistan,' he said.
He asserted that the strike will be held as per the original schedule and under no circumstances has it been postponed or called off.
Business leaders refused to accept the black laws like Section 37A and 37B introduced in the Finance Bill and has clearly sent a message to the government that the industrial community will not tolerate such laws under any circumstances.
They said that the above laws, under which FBR officers have been given the power to arrest tax payers on mere suspicion and even file FIRs, are a highly condemnable move.
They said that if black laws like Section 37A and 37B are not abolished, industries and business will be locked on July 19.
Meanwhile, KCCI President Balwani addressing a press conference after emergency meeting with association and trade bodies announced that all associations of the city decided to go on stroke on Saturday July 19.
He warns government that right now we are only going on a one-day strike and if we are not given anything in writing by the next meeting with the government committee, we will extend the strike and we will go on strike for one day, two days and even the entire week. 'We cannot rely on verbal statements of government representatives they must give assure in writing.'
Meanwhile, a special committee meeting was held in Islamabad under the chairmanship of Special Assistant to the Prime Minister Haroon Akhtar regarding the protest of traders against the Finance Bill.
The meeting was attended by Minister of State for Finance Bilal Azhar Kayani, Rana Ehsan Afzal, Chairman FBR Rashid Langrial, FPCCI President Atif Ikram Sheikh, Senior Vice President Saqib Fayyaz Mago, Sohail Altaf, KCCI President Javed Balwani, Lahore, Rawalpindi and officials of various chambers also participated via Zoom. The meeting discussed the concerns of the business community regarding tax legislation.
The FPCCI President apprised the committee of the concerns of the business community regarding the enforcement measures taken in the tax bill and the charter of demands from the federation and chambers.
The meeting agreed on the proposal to establish a special committee to redress grievances and the committee will include two representatives from the FBR, FPCCI, one representative each from the relevant chamber and the sector. The proposal to abolish Clause 9 of the tax bill was supported by the Prime Minister's Special Assistant on Industries Haroon Akhtar, but this support was given by the federation itself and the support of other chamber representatives was not included in it.
However, in the meeting, the committee agreed on amendments to the controversial clause in consultation with the business community and it was decided that the special committee would submit the proposals to the Prime Minister for final approval.
The President FPCCI expressed gratitude to the government for seriously listening to the concerns of the business community and said that the government has taken the concerns of the business committee seriously and hopes that they will approve the recommendations agreed upon in the meeting with Prime Minister Shehbaz Sharif.
Vice President FPCCI Saqib Fayyaz Mago claimed that the negotiations between the government and the traders have been successful and the chambers and trade bodies have postponed the strike. Saqib Fayyaz Mago claimed that the Karachi Chamber has informed us about the postponement of the strike.
However, on the other hand, after the FPCCI and the chambers held talks with the government, emergency meetings of chambers of commerce across the country began to discuss the situation.

The BMG chairman highlighted that this year's edition saw participation from 7 consulates and over 20 multinationals. He noted growing demand to hold the event biannually and urged early completion of the K-IV water project to resolve industrial supply issues. KCCI President Muhammad Jawed Bilwani lauded all stakeholders, reiterated the need for a modern Expo Center, and called for fair water and gas distribution. He also stressed better surveillance and infrastructure to ensure business confidence. The notices were issued last month in the middle of negotiations between the business community and the government, underscoring the authorities' resolve to recover due sales and income taxes from individuals and companies. FBR Chairman Rashid Langrial believes that existing taxpayers are paying far less than their due taxes. He has begun applying a risk management system to identify loopholes in the tax returns filed by these entities and individuals over the past five years. Sources said that in the first phase, about 11,000 nudging notices were served by corporate tax offices in Karachi, Lahore, and Islamabad. Traders in Karachi and Lahore also observed a strike last month against the government's decision to give arrest powers to the FBR and add back half of over Rs200,000 in cash expenses in income tax calculations. When contacted, the FBR said these "non-intrusive and legally non-binding nudging notices" were served to encourage behavioural and social changes among taxpayers. "Please correct anomalies in your sales tax return. Your failure to act will be viewed as a choice not to comply," cautioned the FBR in its notices to companies and individuals in Lahore. The FBR warned that failure to address anomalies and file accurate returns in the future could lead to financial penalties, placement of FBR staff within businesses for monitoring, and best judgment assessments by tax commissioners, which can result in heavy fines. It also advised thousands of people that their bank accounts could be frozen and business premises sealed for non-compliance. Taxpayers were informed that the FBR used advanced data analytics to examine returns and benchmark them against peer businesses and jurisdictions. The analysis was fully automated without human involvement. The FBR said that for the tax years 2019 to 2024, its system identified anomalies in 2024 returns. These included unusually high sales claimed as exempt or under reduced-rate categories and low value addition based on the comparison of sales to purchases. "To avoid enforcement actions, ensure that these anomalies do not reoccur in subsequent returns and file correct sales tax returns for the upcoming due periods," the FBR cautioned. Jawed Bilwani, President of the Karachi Chamber of Commerce and Industry (KCCI), criticised the FBR's decision to serve notices during ongoing talks. He said many KCCI members received notices without any prior awareness campaign. Bilwani also criticised the FBR's method of comparing one shop's sales patterns with competitors', arguing that sales and value addition depend on brand and quality and are not uniform. "A customer may buy a shoe for Rs100 or Rs1,000. The FBR has no right to treat both values the same," he said. The FBR, however, claimed that nudging notices helped increase the number of returns filed in July. A final analysis will be made after the extended filing deadline ends on August 4. In another type of nudging notice, the FBR warned that reduced-rate sales were unusually high relative to domestic sales, with many sales claimed as exempt or under reduced-rate categories instead of taxable. "Your reported output tax is significantly lower than expected for businesses in your sector and location," the notice stated. However, the business community argued it is unjustified to compare similar businesses without accounting for differences in efficiency, cost structures, and management. The FBR also flagged excessive refund requests stemming from high input tax claims and an unusually high number of credit and debit notes. "Please correct anomalies in your sales tax return to avoid strict enforcement actions," stated another notice. The FBR added that enforcement actions, such as posting inspectors at business sites, particularly in cement factories, have significantly improved collections despite low sales. The FBR chairman has also transferred over 250 tax officers from grades 17 to 22 as part of a strategy to place only A and B category officers, as classified by various agencies, in key field positions.

ISLAMABAD: The Federal Board of Revenue (FBR) has constituted two 'Grievance Redressal Committees' to review cases of arrests of persons involved in sales tax frauds and also deputation of Inland Revenue officials at factories/manufacturing premises to monitor production/clearances. In this regard, the FBR has issued two notifications on Saturday. The Grievance Redressal Committee to review cases after arrest has nothing to do with the high-level FBR committee to be constituted for giving prior approval before arrest on allegations of tax fraud, a tax expert explained. The FBR has constituted a Grievance Redressal Committee to address complaints and review actions taken under sub-sections (8) and (9) of section 37A of the Sales Tax Act, 1990, particularly in cases involving arrests on charges of tax fraud. The section deals with the power to inquire and investigate offences warranting prosecution under Sales Tax Act and arrest of a person. Grievance Redressal Committee for cases under section 40B of the Sales Tax Act, 1990 has also been constituted. According to a notification issued by the FBR, the committee will serve as a forum for registered persons to raise concerns regarding arrests made under the relevant section of the law. The formation aims to ensure fair procedures and prevent possible misuse of powers of prosecution and arrests of taxpayers. Arrests for tax fraud: major changes made in sales tax law thru Finance Bill The first committee will comprise of members including Member IR Operations, FBR; Member Legal IR, FBR; President/Nominee, FPCCI and President/Nominee, Chamber of Commerce corresponding to the jurisdiction where a person was arrested within the last 15 days. Additionally, the Secretary (ST-Operations), IR will serve as the Secretary to the Committee, without holding voting rights. The committee is empowered to co-opt business representatives on a need basis and will convene at least once every fortnight. These meetings will focus on grievances submitted by registered taxpayers regarding arrests made under Section 37A. The decision of the committee will be communicated to the Chairman FBR, who is authorized to take appropriate action if any maladministration is identified by the committee. The FBR has also directed relevant members and offices to nominate representatives for the committee promptly. Through another notification, the FBR has constituted a committee for redressal of grievances and for regular review of actions taken by the field formations under section 40B of the Sales Tax Act, 1990, and will comprise of the following members: Member IR Operations, FBR Member Legal IR, FBR; President/Nominee, FPCCI; President/Nominee, Chamber of Commerce and Industry, Karachi and President/Nominee, Chamber of Commerce and Industry, Lahore. Chief (ST-Operations) IR shall act as Secretary to the Committee. 3. The committee may co-opt other business/trade representatives on need basis and shall meet once in a fortnight to review and discuss any grievance brought by a registered person regarding actions taken under section 40B of the Sales Tax Act, 1990. The representative sector association for the relevant sector shall be given the opportunity to appear before this committee to present its case. 4. The scope of review of the committee shall be to oversee fair and transparent application of law. Recommendations of the Committee shall be conveyed to the Chairman, FBR, who may take action against the officers/officials in case any maladministration is reported by the committee, the FBR added.
