Andhra Pradesh's Palnadu tribal areas to get major facelift
GUNTUR: A quiet transformation is unfolding in the tribal regions of Palnadu district, as 51 Chenchu tribal habitations are being developed under two major Union Ministry of Tribal Affairs initiatives: Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan (PM-JANMAN) and Dharti Abhiyan—Janjatiya Grama Utkarsh Abhiyan (DA-JGUA).
In Veldurthi, Macherla, Durgi, Karampudi, Bollapalli, and Rentachintala mandals, the district administration is charting plans to upgrade necessary infrastructure, including housing, roads, clean water supply, electricity, healthcare, Anganwadi centres and facilitating LPG connections to households under the PM-JANMAN scheme. The initiative spans 11 sectors and involves coordination among nine departments.
In the second phase, 31 additional tribal habitations outside PVTG (Particularly Vulnerable Tribal Group) areas will be covered as well.
Parallelly, as many as 17 tribal habitations in Macherla, Durgi, Dachepalli, Achampet, and Bollapalli will gain access to 25 welfare schemes being implemented by 17 departments, under the DA-JGUA scheme.
Emphasising a people-first approach, Palnadu District Collector Arun Babu informed that a special outreach drive from June 15 to 30 will allow residents to voice their concerns and access services. Families have been asked to bring Aadhaar cards, bank and employment documents, health and gas cards, utility bills, forest land records and housing documents to the camps. 'These efforts are about restoring dignity, trust, and hope,' the Collector affirmed.

50% students left out of mid-day meal, Centre seeks report from state
A sharp decline in the number of students availing the Mid-Day Meal (PM-POSHAN) in West Bengal — 10 lakh fewer students availing the scheme in 2025-26 as compared to 2023-24 – points to increasing school dropouts in the state. According to the latest minutes of the Programme Approval Board (PAB) under the Pradhan Mantri Poshan Shakti Nirman (PM-POSHAN), more than 40 per cent of enrolled students did not avail of the mid-day meal in 2024-25 in 15 districts of the state, with Cooch Behar having the least coverage of 46 per cent. Expressing 'serious concern' over this trend, the Additional Secretary, Department of School Education & Literacy, Government of India, has sought a report from the West Bengal government by June 30. The PAB noted a reduction of 4.01 lakh in students' enrolment from 2023-24 to 2024-25, and a decrease of 8.04 lakh in actual student coverage. The state's proposed enrolment for 2025-26 has dropped by another 6 lakh students. 'The PAB expressed that efforts may be made to cover all the eligible students under the (Mid-Day Meal) scheme,' the minutes of PAB read. While coverage of the PM-Poshan at the pre-primary and primary levels stood at 78 per cent and 74 per cent, respectively, it fell sharply at the upper primary level to just 58 per cent according to the minute's data. According to the data, 1,13,44,146 students were enrolled in PM-POSHAN in 2024-25. However, only 77,91,946 — about 69 per cent — received meals. The numbers were worse in districts like Cooch Behar, Jalpaiguri, Malda, Murshidabad, Paschim Bardhaman, and North 24 Parganas districts, where less than half the enrolled students availed the meals. (See box) For 2025-26, the PAB has approved coverage for 80,16,881 students—7,25,624 in balvatika (pre-primary), 48,09,138 in primary, and 24,82,119 in upper primary classes, according to the minutes. The minutes also flagged irregularities in fund management. 'The PAB expressed concern that some schools, implementing agencies, and municipal corporations are still holding funds outside the Single Nodal Agency (SNA) accounts. The state has been advised to transfer these funds immediately and take action against officials responsible for the delays and violations of Government of India guidelines,' the minutes noted. Sources in the state School Education Department cited an increased dropout rate, especially at the upper primary level, as a key reason for the falling numbers. 'It is common practice to avail maximum funds. Sometimes the state gives increased numbers as enrolled students. But, in this case, the actual number of students is much less, which means dropout rates have increased in the state education system,' said a senior official of the state education department. He added that frequent long vacations, decreasing school days, and a widening teacher-student ratio due to unfilled vacancies have all contributed to students leaving the system. Address mismatch stalls farmer ID drive in Telangana
Hyderabad: A new initiative to assign unique identification numbers to farmers for accessing central govt schemes has hit a major roadblock in Telangana, leaving thousands unable to register due to a mismatch between their Aadhaar and land passbook addresses. Their Aadhaar card lists the urban address, while the land passbook reflects the village location. This discrepancy is causing the agriculture department's software to reject applications, preventing successful linkage of land records to the new farmer IDs. Even when farmers manage to receive the OTP (one-time password) required for verification, upload errors are commonly reported. The system currently mandates that addresses on both documents match exactly, a condition many farmers are unable to meet. Frustrated applicants are now calling for relaxation of the rules, fearing that continued technical hurdles could exclude them from key central schemes such as PM Kisan, crop insurance, and a 60% subsidy for fruit, vegetable, and silk farming. While 19 states have already completed the registration process and submitted data to the Centre, Telangana lags far behind. As per official figures, only about 30% of eligible farmers have successfully registered. Agriculture officers are now working to complete registrations by June 6, after which MeeSeva centres will also facilitate the process. The goal of the unique farmer ID system is to streamline benefit delivery, reduce fraud, and ensure faster compensation— especially in cases of natural calamities or crop failure. In Telangana, there are more than 70 lakh landholding farmers, of whom around 40 lakh currently receive Rs 2,000 in three annual instalments under PM Kisan. The state agriculture department has clarified that the unique ID will not affect state-run welfare programmes like Rythu Bharosa or loan waivers, which will continue to rely on data maintained by the revenue department. Cabinet will discuss JAC demands, CM firm on resolving employees' issues: Bhatti
Hyderabad: Ahead of the cabinet meeting on Thursday, deputy chief minister Bhatti Vikramarka-led cabinet sub-committee held talks with govt employees' JAC leaders on Wednesday and assured them that the Congress govt considered their 57 demands as genuine. "Despite financial constraints, the CM is firm on resolving their issues. The cabinet sub-committee will submit a report to the govt with its recommendations, and the cabinet meeting on Thursday will decide which of the financial intensive and other demands will be accepted," Bhatti said. Sources told TOI that the cabinet meeting was likely to give preference to clearing a significant quantum of the pending Rs 10,000 bills of the employees and may announce release of one Dearness Allowance and time frame for another DA. The govt may also accept demand of new health cards, but a final decision on "cashless and capless treatment" would be taken after cabinet discussion. The govt may also revise the treatment slabs fixed nearly nine years ago. However, contrary to expectations, sources said the cabinet may not decide on enhancing the retirement age from the present 61 to 64 years following intelligence reports on severe backlash from students and youth. We are confident that tomorrow's cabinet meeting will find solutions to many of the demands of the JAC," he said while emphasising the need for their cooperation so that neither the public nor employees face difficulties. He said that it was due to financial issues resulting from the past decade's governance that bills and other demands of the employees piled up. "The Congress is continuing many welfare schemes of the previous government and is also implementing its own promises. Also, new schemes not announced in the manifesto have been launched. All this is being done without any additional tax on the citizens. The govt is committed to addressing employees' demands as part of this effort," Bhatti said. On their part, the JAC leaders said they would decide their future course of action based on the cabinet decision. The JAC has threatened to launch protest programmes in a phased manner, followed by a pen-down strike from June 9 onwards, if at least some of their important demands are not met. The JAC has demanded 51% fitment (PRC), release of at least three of the five pending DAs and Rs 10,000 crore employees bills, new health cards with cashless and capless treatment, revision of old rates of medical treatment and a number of non-financial issues such as general transfers. Besides these issues, the cabinet meeting on Thursday is also expected to discuss the approval of loans to unemployed youth under Rajiv Yuva Vikasam, implementation status of various development projects and those to be launched with central assistance, and national dam safety authority and vigilance reports.
