France passes sweeping new drug law as cocaine surge drives crime wave

PARIS, April 29 (Reuters) - French lawmakers on Tuesday approved a sweeping counter-narcotics law to equip the state with tougher tools to fight a sharp rise in drug crime following a record-breaking surge of South American cocaine into Europe.
The new law will create a national prosecutor's office for organised crime, isolate dangerous kingpins in prisons to prevent them from running their empires from behind bars, and allow for the shutdown of businesses that launder drug money.

The use of cooperating witnesses - criminals offering information on their network in return for lighter sentences or other benefits - will be expanded, while assets will be confiscated unless their owners can attest to their provenance.
The bill, which was born out of a 2024 Senate report that warned France faced a " tipping point" from rising drug violence, was not without controversy. A measure to provide police with an automatic backdoor into encrypted messaging services like WhatsApp and Signal was removed by lawmakers during debate.
Centrist lawmaker Sylvain Maillard told Reuters tougher laws were needed to tackle a problem that is affecting nations across the continent.
"Countries in Europe, like Holland and Belgium, are under attack," Maillard said. "All countries with major ports are particularly affected, and this is the case in France. We must combat this scourge, which has grown enormously in recent years, by updating the legislation."
The new law comes amid growing awareness of France's struggle with organised crime. A spate of attacks on prisons across France, which the government says are in response to its push to make jails less hospitable to drug barons, has underlined the threat to the state posed by the narcotics trade.
At least 25 people suspected of involvement in the prison attacks were arrested on Monday on terrorism charges.
Years of record cocaine imports to Europe have transformed local drug markets, generating a wave of violence. Despite historic cocaine seizures in France, gangs are reaping windfalls as they expand from traditional power bases in cities such as Marseille into smaller towns unused to drug violence.
The rise in gang crime has also increased support for the far-right National Rally party and helped drag French politics further to the right.

And, we are seeing the journey of the Madleen in real time. The ship's tracker is available online and can pinpoint exactly where it is at any given moment. This is vital in ensuring accountability for any attacks or attempts to intercept the vessel. At least, we could see the tracker until earlier today, when it lost signal for around an hour and displayed the ship's coordinates as being in Jordan. The group later said that the issue was due to 'signal jamming', and they set up a new tracker which is currently working as it should. The group remain on course, undeterred, even though an attack may be imminent. As the Freedom Flotilla Coalition said: 'The tracker is not simply a navigation tool; it is a form of protection'. The Madleen's journey is visible to all, making it harder for any interceptions to go ignored or unchallenged. The 12 individuals on board – which also includes French-Palestinian MEP Rima Hassan – have also utilised social media to ensure that their journey is broadcast to the entire world. When the ship had to divert its course to a mayday call, we could track its movements as it happened. Constant updates, tweets and livestreams are shared on social media, ensuring that everything can be recorded and remembered. One short clip shows an activist walking across the deck of the ship, a Palestinian flag waving in the wind, a bright blue sea in front of her. It's activism in a social media age. Using the tactics of influencers who are usually trying to sell sponsored products to their masses of followers, but to shine light on a genocide and their brave attempt to break the Gaza siege. By broadcasting the intimidation the Madleen is experiencing, the crew is not seeking to undermine the brutal bombardment, starvation and displacement Palestinians are experiencing at the hands of Israel. As Thunberg shared recently on her own social media: "Keep all eyes on deck but above all, all eyes on Palestine and all oppressed people." The Madleen's journey so far demonstrates the aggression humanitarian organisations face when trying to deliver aid in Gaza. When Israel has banned foreign press from entering the enclave, and it continues to bomb the few Palestinian journalists who remain, this is an important insight that ensures accountability and transparency. We are witnessing a crucial moment in Israel's assault on Gaza – one that could have huge international implications if the Madleen is subject to attack. The next 24 hours will decide everything. And no matter what happens, we will be watching. More likely than not, it will be through our phones and devices.

Cole Cooper's family say 'worst fears have become reality' after confirming teen's death
Cole Cooper's have spoken out for the first time after a body was discovered in Banknock on Friday afternoon. The shattered family of Cole Cooper say their "worst fears have become reality" after sharing the devastating news that a body found in the search for the missing teenager has been confirmed as the 19-year-old. Cole's loved ones were made aware of the discovery in a wooded area near Kilsyth Road in Banknock, Falkirk, at around 4.15pm on Friday, after a desperate five-week search. Police said at the time that formal identification was yet to take place but his family spoke for the first time on Sunday to confirm Cole had been found. His devastated auntie Aimee Tennie, speaking on behalf of Cole's family, posted an emotional tribute on social media, writing: 'With shattered hearts, we share the devastating news that our beloved Cole, who was missing, has been found—but not in the way we hoped or prayed for. "Our worst fears have become reality, and we are now living a nightmare we can't wake up from.' Aimee said the family never gave up hope during the search and have vowed to continue seeking justice and answers. She wrote: "Cole. Our boy. We fought for you for almost five weeks. Why? How? So many questions… and still, no answers. "We never gave up, and we will never give up—not until we have the answers. The fight for truth, for justice, and for Cole is not over.' Aimee continued: 'The world didn't get to know the light you carried, but we did—and we will carry it with us, always.' Cole, from Banknock, was last seen on May 7 on the A803 near Cumbernauld Road in Longcroft, when he asked a school friend for a lift, which he was not given. Prior to that, he was captured on alarming ring doorbell footage on the morning of Sunday, May 4, at around 6am in the Longcroft area. He was filmed trying to access his father's house unsuccessfully. He was reported missing on Friday, May 9. More than 400 people were spoken to during door-to-door inquiries, while over 2,000 hours of CCTV were reviewed. Police previously treated the case as a missing person investigation rather than a criminal inquiry. They still haven't released a formal statement confirming the body found on Friday is Cole.
