Sarpanches demand release of Rs 1,121 cr Central funds

Guntur: Sarpanches from across Andhra Pradesh on Monday submitted petitions to district collectors, appealing for the release of Rs 1,121 crore in 15th Finance Commission funds from the Central government, which have been pending since December last year.
They said that despite repeated appeals to Chief Minister N Chandrababu Naidu, Deputy Chief Minister Pawan Kalyan, and senior officials in the panchayat raj department, their pleas have gone unanswered for the past seven months.
Under the leadership of Dr Jasti Veeranjaneyulu, national vice-president of All India Panchayat Parishad and chief advisor to the Andhra Pradesh Sarpanches Welfare Association, sarpanchs from Guntur district, cutting across party lines, submitted a memorandum to district collector S Nagalakshmi during the 'Spandana' grievances redressal programme.
The sarpanches appealed to collector Nagalakshmi to facilitate the immediate release of the Central government's 15th Finance Commission funds, sent in December last year, to support the development of the panchayats.
Speaking to the media outside the collector's office, Dr Jasti Veeranjanelu expressed dismay that the Rs 1,121 crore released by the central government in December last year has yet to be credited to the panchayat accounts. He criticised the practice of merely issuing government orders (GOs) and administrative approvals without disbursing the funds, calling it unreasonable. He also stated that there is little hope of receiving another Rs 1,000 crore expected from the Central government in July of the current financial year.
Dr Veeranjanelu revealed that during a recent meeting with senior officials of the Union ministry of panchayat raj in Delhi, he was informed that the next tranche of Rs 1,000 crore would only be transferred if gram panchayats spent the funds received last year and submitted the utilisation certificates.
Collector Nagalakshmi responded positively to the sarpanches' concerns, assuring them that she would bring the matter to the attention of the government and take immediate steps for a resolution.

Prayagraj: The Allahabad High Court on Tuesday adjourned till July 30 the hearing of the revision petition filed by ex-MLA Abbas Ansari challenging the conviction in 2022 hate speech case. Abbas, son of late gangster-turned-politician Mukhtar Ansari, was MLA from Mau Assembly constituency from Suheldev Bhartiya Samaj Party (SBSP). Justice Sameer Jain deferred the hearing after additional advocate general MC Chaturvedi, appearing for the state, sought additional time to prepare the case. The courts in its one-page order observed: "At the very outset, the additional advocate general (AAG) submitted that for proper assistance, some time may be given to him to prepare the case properly." Abbas was convicted by the MP-MLA court of Mau on May 31 under sections 153-A (promoting enmity between groups) and 189 (threatening a public servant) of the Indian Penal Code. The conviction pertains to a controversial speech delivered during the 2022 assembly election campaign in Mau when Abbas targeted a govt officer and his speech video went viral on social media, leading to the lodging of the case. He was sentenced to two years' imprisonment and fined Rs 2,000. His election agent, Mansoor Ansari, who was present on the stage during the rally, was also convicted and sentenced to six months in jail. Subsequently after conviction, he was disqualified as a member of the Uttar Pradesh Legislative Assembly. The seat has now been declared vacant.

Bhopal: MP Cabinet on Tuesday has approved renovation and modernisation of the 115 MW Gandhi Sagar and 175 MW Rana Pratap Sagar hydroelectric plants, operating under the Madhya Pradesh Power Generating Company Limited, said the Urban development minister Kailash Vijayavargiya. He was addressing the media persons after the Cabinet meeting. "Approval was granted for a revised estimated cost of Rs 464.55 crore for the renovation and modernisation of all five units (5x23 MW) of the Gandhi Sagar plant. Approval was also granted for the estimated cost of Rs 573.76 crore for the renovation and modernisation of the four units (4x43 MW) of the Rana Pratap Sagar plant in Rajasthan," he said. Both projects will be jointly funded by Madhya Pradesh and Rajasthan in a 50:50 ratio, with Madhya Pradesh's share of Rs 127.06 crore. The Cabinet also approved a new 'Data Strengthening Scheme' under the planning, economics and statistics department for timely collection and analysis of statistical data. The data will be made available for use by departments, the public and planners. According to Vijayvargiya, this scheme will help the govt make better and more informed decisions based on data. Citizens will have access to data as well, thereby promoting transparency and accountability in governance. In another decision, the council of ministers endorsed the Transport Department's notifications dated 14 January 2025 and 9 April 2025, which provide a 50% rebate on lifetime motor vehicle tax for automobile sales at the Vikramotsav Trade Fair 2025 in Ujjain. As per the decision, the rebate will apply to all non-transport vehicles (motorcycles, motor cars, and omni buses for private use), light transport vehicles sold during the fair. The rebate will only be applicable if the sold vehicles are permanently registered with the Regional Transport Office (RTO), Ujjain. Dealers from outside Ujjain will be allowed to sell vehicles at the fair only after obtaining a business certificate from the RTO, Ujjain and ensuring their physical presence at the fairgrounds. Cabinet also approved the transport department's notification dated 14 January 2025, for a 50% tax rebate on motor vehicle sales during the Gwalior Trade Fair 2024-25.
