Federal Govt Allocates RM8.79 Bln To Roll Out 86 Projects Under 12MP In Sabah

KOTA KINABALU, July 13 (Bernama) -- The federal government, through the Ministry of Energy Transition and Water Transformation (PETRA), has allocated RM8.79 billion until June 2025 to implement 86 development projects in Sabah.
Deputy Prime Minister Datuk Seri Fadillah Yusof, who is also the Minister of Energy Transition and Water Transformation, stated that the total allocation will be disbursed under the Fifth Rolling Plan (RP5) of the 12th Malaysia Plan (12MP).
'Sabah has received a fairly large allocation from the federal government … it is our commitment to resolve two key issues in Sabah: water and energy.
'Because without energy and water, there can be no economic growth in Sabah,' he said when speaking at the PETRA Engagement Session with Sabah Media in 2025 here tonight.
He said the MADANI government is always striving to ensure that Sabah continues to prosper together as a big Malaysian family. Therefore, Sabah's progress is not only the responsibility of this state, but of the entire nation.
'With strong federal-state relations, we can build a more prosperous, just as well as sustainable state and country, with the support of a free and trustworthy media and a united people,' he said.
Meanwhile, Fadillah also said the engagement session was intended as a platform for the media to better understand the role of PETRA and agencies under its auspices.
'We organised this session to foster closer ties and strengthen the relationship between the media and PETRA's top management," he added.

He said that the Federal Government views Sabah's development not just as the responsibility of the state alone, but as a shared national trust. 'Sabah's progress is the nation's responsibility. With strong Federal-State cooperation, we can build a more prosperous, just and sustainable Malaysia,' he said. Fadillah also recognised the media's important role as a strategic partner in national development. He thanked print, electronic, online and new media platforms for their continued cooperation, especially in helping to promote tourism and investment in Sabah. The state recorded over 3.1 million tourist arrivals in 2024, a sharp rise from 2.6 million in 2023, which he attributed in part to the efforts of media in shaping positive narratives about Sabah. He highlighted the importance of accurate and ethical journalism, particularly in shaping investor confidence and promoting national stability. He also noted Malaysia's climb in the Reporters Without Borders (RSF) World Press Freedom Index, where the country rose to 88th place in 2025 from 107th the year before. 'This recognition reflects the government's ongoing commitment to nurturing a free, responsible, and progressive media ecosystem,' he said. Fadillah introduced Petra's top leadership team during the session and stressed that such engagements are crucial in strengthening ties between the media and government agencies. He closed by expressing appreciation to all media professionals in Sabah for their resilience and dedication despite the challenges they face. RM260 million boost for power supply in Sabah, Labuan

The projects, aimed at upgrading substations, extending the grid and enhancing monitoring systems, spanned key areas, including Tanjung Aru, Ranau, Batu Sapi and Labuan. Advertisement Deputy Prime Minister cum Energy Transition and Water Transformation Minister Datuk Seri Fadillah Yusof officially handed over the projects during his visit to the Kota Kinabalu Main Intake Substation (PMU KKBU), Monday. The substation is one of the critical initiatives under the Special Sabah Electricity Supply Task Force (PPKBES). 'These projects reflect our commitment to ensuring a reliable, modern and sustainable power supply system for the people of Sabah and Labuan. 'It also strengthens the national grid and supports Malaysia's energy transition efforts under the Malaysia Madani vision. 'The PMU KKBU upgrade involved replacing an outdated 66/11kV system with a new 132/33/11kV gas-insulated switchgear system. The facility now benefits around 11,452 users in Kota Kinabalu and improves power reliability to key areas, including the international airport,' he said. Fadillah said a RM34.92 million project linking Beaufort to the Sabah-Sarawak border will enable the import of up to 30MW of electricity from Sarawak to Sipitang once Sarawak Energy completes its section by September. 'This transmission line is designed to handle up to 500MW, supporting the Asean Power Grid for sustainable, cross-border energy sharing. 'In Ranau, a RM31.3 million substation has reduced dependence on diesel power, benefiting 15,620 users,' he added. Batu Sapi saw the opening of a RM30 million substation in December 2024, improving supply to 4,744 users in Sandakan and surrounding areas. Another RM50 million project at Universiti Malaysia Sabah (UMS) increased load capacity from 93.5MW to 131.6MW, reducing power disruptions and supporting nearby growth, including the new UMS Hospital. A RM42 million protection monitoring system completed in February 2024, featuring 15km of undersea fibre optic cable between Menumbok and Labuan, improved safety and reliability. A further RM6.3 million upgrade in Labuan enhanced the capacity to support new developments. 'These projects are a step forward in addressing long-standing infrastructure gaps in Sabah and Labuan, and will improve service quality and resilience across the board,' said Fadillah. His delegation will next visit the Kota Kinabalu International Airport (KKIA), where Malaysia Airports is implementing a solar rooftop project under the Self-Consumption (SelCo) scheme. 40pc: Decision likely September 12

Deputy Prime Minister Datuk Seri Fadillah Yusof said the issue was the focus of a special meeting of the Technical Committee under the MA63 Implementation Council (MTPMA63) held at Menara Kinabalu, Monday, Advertisement He said the Sabah Government had submitted proposed solutions regarding the long-standing 40 per cent revenue claim during the meeting. Fadillah, who also chairs the committee, said each proposed solution would be presented to Prime Minister Datuk Seri Anwar Ibrahim ahead of the next MTPMA63 meeting, scheduled for Sept 12 in Kuala Lumpur. 'At that meeting, we will determine the appropriate course of action, whether an interim solution or otherwise, as we must also consider the ongoing court case, filed by the Sabah Law Society, regarding the 40 per cent revenue claim,' he said. 'In legal terms, there are limitations that prevent us from finalising a solution without a decision from the court. 'However, what we are seeking is a resolution outside the court's jurisdiction,' he told reporters after chairing the committee meeting. The meeting was also attended by Deputy Chief Minister I Datuk Seri Dr Jeffrey Kitingan and Entrepreneur Development and Cooperatives Minister Datuk Ewon Benedick. Meanwhile, Jeffrey said the special meeting was productive, and that the Sabah Government had submitted proposals concerning the 40 per cent revenue claim, which will be reviewed by the MTPMA63. He said Sabah is suggesting that 40pc of federal revenue be allocated for non-disputed items. 'We have suggested implementing this 40pc on items that are not disputed, such as the taxes collected from the State as a temporary measure,' said the Deputy Chief Minister I. He said these suggestions must not prejudice the final decision on the issues involving the State's claim to the 40pc federal tax revenue return to the State as provided under Sections 112C and 112D of the Federal Constitution. It is understood that the technical committee were cautious due to the SLS ongoing High Court case against the Federal Government over state rights to 40pc revenue.
