Peter and his partner were pictured in photographs released to mark the occasion with Ms Sperling showing off her engagement ring.
The King, Queen and senior royals have been told the news but a date has yet to be officially set for the wedding.
A statement released on the couple's behalf said: 'Mr Peter Phillips, the son of HRH The Princess Royal and Captain Mark Phillips, and Ms Harriet Sperling, daughter of the late Mr Rupert Sanders and Mrs Mary Sanders of Gloucestershire, have today confirmed their official engagement.
'Both families were informed jointly of the announcement and were delighted with the wonderful news of their engagement.
'Their Majesties the King and Queen, the Prince and Princess of Wales have been informed of the announcement. No date has been officially set for the wedding.'
Speculation about the relationship first began more than a year ago when they were spotted together at social events.
More recently Peter and Harriet, an NHS nurse, were guests of Charles and Camilla on the first day of Royal Ascot in June.
The couple were invited to take part in the traditional carriage procession the royal family make onto the famous Berkshire racecourse to signal the start of the day.
Mr Phillips has two daughters, Savannah and Isla Phillips, from his first marriage to Autumn Phillips.
They couple married at St George's Chapel in Windsor Castle in 2008 and divorced more than 11 years later.

Labbett, known on the quiz show as The Beast, admitted he had been 'single for most of my life', before adding: 'I'm a little bit on the spectrum.' The quizzer has diabetes and it was this that forced him to take a break while filming, reports The Mirror. He said: 'One night, I had a hypoglycaemic attack,' adding: 'I might have been a bit grumpy that night. I apologised to everyone after.' The Beast said a nap on set afterwards helped him out. Also while filming, Labbett was reportedly asked 'to read social cues', the newspaper says. Labbett said: 'I went, 'What do you mean?'' He added: ''You don't notice people's emotions when in the room?,' and I said no. There was shock on both sides.' What is a hypoglycaemic attack? The NHS explains: "Low blood sugar (hypoglycaemia or a hypo) is usually where your blood sugar (glucose) is below 4mmol/L. It needs to be treated quickly to stop it getting worse, but you can usually treat it yourself." Symptoms of hypoglycaemia include feeling hungry, dizzy or anxious, sweating, shaking and more. Lorraine star says 'I was really lucky' as they issues health update

Lorraine Kelly is currently taking a break from hosting her ITV show Lorraine, with Christine Lampard stepping in to present the programme. On Monday morning, ITV audiences witnessed presenter Christine Lampard, who is presently standing in for Lorraine Kelly, welcoming back a beloved figure to the programme. ‌ As the show began, the 46-year-old made her way over to chat with Dr Hilary, who recently revealed his experiences of working alongside Lorraine, whilst she quipped that she felt she ought to be applauding his return. ‌ She remarked: "Dr Hilary is back in the studio, it's so lovely to see you because you've been off, you've had a little op." ‌ Dr Hilary revealed that five weeks prior, he had undergone a hip replacement, though he emphasised how wonderful it was to be reunited with his 'extended family' on the ITV programme, reports the Express. Whilst Christine observed how fantastic he appeared, he responded, "I'm feeling great! It's such a good operation, and I think people tend to leave it too long. ‌ "They're in a lot of pain for a long time with limited mobility, which means that their muscles become weaker. So, rehabilitation takes longer. I was really lucky to have this done on the NHS. Wonderful treatment." Dr Hilary informed Christine that he received a spinal anaesthetic, meaning he remained semi-conscious throughout the operation, which lasted approximately an hour and a half. ‌ He went on: "I was up that evening, was doing stairs the next day and then home the next day. "I did my rehab like a good patient, like a good doctor should be, and I'm all singing and all dancing again." ‌ When asked about his current condition five weeks on, Dr Hilary confirmed he was thriving. He continued: "Great! It's very important to do your physiotherapy afterwards, but I was fairly fit before. I just had some discomfort in the joints, and I've done a lot of activity over the years, so they were worn out." Dr Hilary revealed that he is currently taking it easy at the gym but anticipates returning to his regular activities shortly. Viewers can catch Lorraine on ITVX.

Peter Andre lands 'crime drama' role and puts on Greek accent after backlash

Peter Andre has opened up about an exciting new TV role in a Channel 5 'cozy crime drama' coming to Channel 5 next month - following a mixed reaction from his action comedy flick Jafaican Peter Andre has opened up this week about his exciting new TV drama role in what he describes as a 'cozy crime' drama, as he reveals its connection to his Greek Cypriot father. The 90s pop icon is set to star in a brand-new Channel 5 crime drama set in Athens - playing the part of a Greek pathologist. ‌ He explained: "I'm very excited that the cozy crime drama I filmed, Sunshine Murders, is coming to Channel 5 and Paramount+ next month. When I auditioned, it was only for one episode. ‌ "They asked me to do it in my normal accent, but I thought I'd also do it in a Greek accent - how my dad speaks, basically! - as I was playing George, a Greek pathologist in Athens." It comes after Katie Price worries fans with appearance in family photo after explaining weight loss. ‌ Opening up about the audition process, he added in his OK! column: "I was nervous as I hadn't heard anything for a while but when they got back to me, not only did they love the Greek accent, they then decided I'd become one of the key characters - now I'm in every episode! "It was great working with Stephanie Beecham and Nick Moran; they're great actors. It was a beautiful experience. Anyone watching that knows my dad will be like, 'Wow, Peter sounds just like him!'" It comes after the singing star, 52, came under fire in certain quarters for his recent film Jafaican, a British comedy-drama, where he plays Gazza, a small-time crook who must learn about Jamaican culture to pull off a con, undergoing a transformation complete with full dreadlocks to embody the role. The film, while many fans loved it, faced some backlash due to its portrayal of Jamaican culture and his character, something Peter said he was 'shocked' by - but he responded defiantly to the criticism, and said he is already working on a sequel. ‌ Speaking to This Morning hosts Alison Hammond and Dermot O'Leary, he confessed: "I think what I found strange is that we took a process of nearly three years from starting this to finishing, and we sat with legends like (Jamaican comedian and actor) Oliver Samuels, doing the read over, doing the script and actually filming it. "And when we went to Judgement Yard, which is where Sizzla Kalonji, reggae icon, lives, and we were invited in there to do this film. The whole process, if there was any point where any one of them said to us, this is not right, don't it..." The Mysterious Girl singer added: "That's why we were a bit shocked, because we had all the approval from everyone all the way along, and we laughed, and we did take after take, because we were all laughing when we were doing it." Speaking of his own heritage, Peter added: "I'm Greek. I've said this before, when I see films where they play the stereotypical Greek with the hairy chest and the medallion and the big nose, and they do the accent. "I find that hilarious. I find it offensive if someone's saying really horrible things about your culture. And so I was a little bit confused, but I understand."
