NEOM Closes $3 Billion Financing Facilities to Support Development of Its Projects

NEOM secured on Monday a landmark financing agreement with Italy's SACE, securing approximately $3 billion under a long-term multicurrency untied facility.
With this move, NEOM aims to support the development of its major projects and regions, according to a statement issued by the company.
The deal marks NEOM's first corporate export credit agency (ECA) financing and the largest untied financing ever guaranteed by SACE.
It will support various projects across NEOM and is backed by a syndicate of nine prominent international banks – HSBC, Banco Bilbao Vizcaya Argentaria, Bank of China, Crédit Agricole CIB, Agricultural Bank of China, Citi, China Construction Bank, J.P. Morgan and Bank of America.
The partnership will enable NEOM to leverage supplies from Italian businesses, particularly SMEs, to support the project's development across key sectors, such as infrastructure, urban development, construction and transport (rail, road and maritime).
To date, Italian suppliers and contractors have supported NEOM on a range of projects, with contracts worth $6.3 billion, and the deal aims to further strengthen and develop these important international business relationships, NEOM said in a statement.
'NEOM is committed to working with global partners who share our passion for visionary projects and initiatives that will advance human progress,' said NEOM Acting CEO Eng. Aiman Al-Mudaifer.
He said this deal advances the Kingdom's aim of generating capital investment in line with Saudi Vision 2030, with foreign investment being instrumental in diversifying the economy.
'This partnership with SACE and the consortium of leading international banks also creates strong ties with major Italian companies that will enhance international trade and investment flows,' Al-Mudaifer said.
SACE CEO Alessandra Ricci said: 'We are glad to play our part alongside NEOM in this cutting-edge project, which generates opportunities in a wide range of sectors for Italian SMEs and supply chains.'
She noted that opening new routes to 'Made in Italy' is a priority to allow a long-term growth for Italian exports, matching their potential.
'Our Riyadh office supports Italian companies and their potential partners and counterparties, by providing experience and insurance financial solutions combined with the added value of a physical presence in the area,' Ricci added.
Meanwhile, the SACE untied facility will expand and diversify NEOM's existing funding pool, supporting its long-term financing requirements as NEOM moves forward in the development of major projects and regions.

The delivery of next-generation ship-to-shore and electric rubber-tyred gantry cranes marks a key milestone in the development of Terminal 1, which will accommodate the world's largest container ships. NEOM is aiming to position the facility as a global logistics hub connecting Asia, Europe, and Africa. The facility supports Saudi Arabia's Vision 2030 by contributing to economic diversification through enhanced trade, logistics, and industrial capabilities. As global supply chains shift toward resilience and efficiency, NEOM's strategic Red Sea location positions it as a vital link between Asia, Europe, and Africa. Sean Kelly, managing director of Port of NEOM, said: 'The arrival of our first automated cranes marks a tangible milestone as we lay the foundations for an advanced, future-ready port.' He added: 'We're not only accelerating industrial growth in northwest Saudi Arabia, but we're also setting a new benchmark for performance, efficiency, innovation and establishing a vital trade gateway for the Kingdom and the region beyond.' The new cranes will enable high-efficiency operations while allowing remote control from ergonomic workstations. Infrastructure developments, including a 900-meter quay wall and an 18.5-meter-deep channel, ensure the port can handle the largest vessels transiting the Suez Canal. Terminal 1 will also feature horizontal transport automation, boosting logistics capacity and regional industrial growth. Alongside infrastructure upgrades, the port is investing in local talent development. A specialized program is training Saudi workers, including women, for high-tech roles such as remote crane operations. Ten participants from Saudi Arabia's Tabuk region are currently in a two-year program combining technical training and mentorship. Trainee Hajjer Alatawi said: 'This experience has shown me that port logistics is far more complex than just moving cargo; it's about teamwork, precision and responsibility. Seeing more Saudi women entering this space gives me hope for a future where industries are defined by skills, not gender.' The press release added that by empowering Saudi workers with high-tech skills, 'Port of NEOM is supporting NEOM's vision of being a catalyst for a sustainable, diverse and innovative ecosystem that enables regional economic resilience and advances the goals of Saudi Vision 2030.'

The Port of NEOM welcomed the arrival of automated Ship-To-Shore and Electric Rubber-Tyred Gantry cranes, marking the first such equipment deployed in Saudi Arabia as the Kingdom seeks to diversify its economy under the Vision 2030 reform program. The Port of NEOM is at the heart of Oxagon, an advanced global manufacturing hub taking shape over 48 square kilometers. Together, they represent the maritime and industrial heart of Crown Prince Mohammed bin Salman's NEOM mega-project, backed by the Public Investment Fund (PIF). Located on one of the world's busiest maritime corridors, the port is positioned to serve as a critical gateway on East-West trade routes. The facility aims to significantly expand the Kingdom's logistics capacity and enhance supply chain resilience in the region.
