Secure Central funds, boost A.P.'s revenue sources, Naidu tells officials

Chief Minister N. Chandrababu Naidu has underscored the importance of securing central government funds and improving tax devolution to strengthen Andhra Pradesh's finances. He also directed officials to pursue these priorities proactively while ensuring close monitoring of collections through the A.P. Tax Information System.
Mr. Naidu, who reviewed the performance of revenue-generating departments on Thursday, stressed the need to enhance the State's own revenue sources and instructed that fuel for contract works, such as petrol and diesel, be purchased within Andhra Pradesh to prevent leakage to neighbouring States.
In the current fiscal year, the State's revenue is expected to increase by 8% compared to the previous year. Public health must take precedence over excise revenue, and land registration values should reflect actual market prices rather than inflated figures. The services sector offers significant untapped potential for generating additional tax income, he said.
Mr. Naidu called for a scientific analysis of property sales, the use of data analytics to track values, and the application of artificial intelligence to detect tax evasion and prevent leakages in government income.
Data mapping
The Chief Minister further ordered that land details be mapped using GIS for e-registrations and accurate boundary identification. RTGS and CCTV systems must be used to ensure proper vehicle tax collection, present incentives for electric vehicles should be continued, and the scrap vehicle policy should be implemented in line with the central guidelines. Mining activities are to be monitored through drones and satellite technology supported by data analytics.
Auto-mutation should be implemented across all municipal corporations using technology-based data and RTGS records. Municipal records should be corrected and geo-tagged, and Aadhaar, mobile, and electricity data should be integrated to strengthen tax collection, he said.
Officials informed him that the village boundary survey under the Swamitva scheme would be completed by February 2026.
Mr. Naidu ordered regular audits of panchayat accounts.
'The State can earn about ₹1,500 crore from the sale of red sandalwood stocks held by the Forest Department,'' the Chief Minister said, and urged exploration of opportunities in the international market. Steps should be taken to generate revenue from bamboo-based products, he added.

MADURAI: The pre-appointment procedure prescribed by the Supreme Court and the Centre for choosing new Director General of Police/Head of Police Force (DGP/HoPF) should be scrupulously followed by the State to maintain transparency and independence in the appointment process, the Madurai Bench of Madras High Court observed on Thursday. Since the Additional Advocate General (AAG) M Ajmal Khan, representing the State, informed that the process for appointing a new DGP for Tamil Nadu is ongoing, the court said it concurred with the view taken by a coordinate bench of the Principal Seat of the Madras High Court that a petition against the selection at this stage is premature. Holding that no further interference is required in the above appointment process at this juncture, the court disposed of a Public Interest Litigation (PIL) filed by an advocate over the delay in initiating the above appointment process. A bench of justices SM Subramaniam and G Arul Murugan passed the order on a Public Interest Litigation (PIL) filed by K Yasar Arafath of Ramanathapuram, seeking to stop the government from extending the tenure of incumbent DGP Shankar Jiwal, who is set to retire on August 31, or appointing an acting DGP, without taking any steps for empanelling eligible IPS officers and forwarding their names to the Union Public Service Commission (UPSC) for preparing a panel.

NEW DELHI: Hailing the Supreme Court order on Special Intensive Revision of electoral rolls (SIR) in Bihar, the Congress on Thursday called it a 'massive victory' for democracy and a 'huge message' for 'vote thieves' who tried to distort the electoral process in the state. The Supreme Court on Thursday directed the Election Commission of India (ECI) to publish the details of 65 lakh names deleted from the electoral roll in Bihar including the reasons for their non-inclusion, in order to enhance transparency in the SIR process. In a statement, Congress general secretary (Organisation), KC Venugopal said that it is an important first step in the party's fight against the draconian and disastrous SIR process. 'As one of the petitioners in this case, it is heartening that in unequivocal terms, the Court has ordered that machine-readable electoral rolls be made available - in line with one of the central demands of Rahul Gandhi's press conference,' he said. 'We also welcome the insistence on swift declaration of the 65 lakh deleted names by the ECI which will no doubt go a long way in bringing much needed transparency to the SIR process,' he said. 'The Court rejecting the ECI's decision to not accept Aadhar is also a major boost, since in a state like Bihar, Aadhaar is the most widely held document by the poor and marginalized,' he added. Congress president Mallikarjun Kharge said the campaign of millions of aware citizens, the Congress, and LoP Rahul Gandhi have achieved its first success' through the intervention of the SC. Lashing out at the Congress, BJP National President JP Nadda said, 'Congress tried every trick and deceit to stop SIR but they had to face disappointment in the SC today'. Criticising the Congress for creating confusion around the SIR, Nadda said the party was clinging to non-issues. 'Now, in sheer desperation, Congress is clutching at non-issues and parading them as 'moral victories'. The fact remains that all their canards are being rejected, exposed, and defeated one by one,' he said.
