Congress' Gogoi accuses Assam Govt of misusing dairy farming scheme funds, calls for PM's intervention
New Delhi [India], June 28 (ANI): Congress MP Gaurav Gogoi on Saturday wrote a letter to Prime Minister Narendra Modi calling for his 'attention' over the alleged irregularities in the implementation of the 'Assistance to Entrepreneur for Establishment of Commercial Dairy Farming (2022-23)' scheme in Assam, alleging that the ministers in the state cabinet were benefiting from it at the expense of genuine dairy farmers, thereby undermining the principles of 'fairness and transparency'.
In his letter, the Congress MP alleged the inclusion of family members and associates of state ministers and MLAs as beneficiaries, while experienced dairy farmers, particularly from districts like Bongaigaon, have been reportedly excluded despite meeting eligibility criteria.
'I am writing to bring to your attention serious concerns regarding the implementation of the government supported scheme, 'Assistance to Entrepreneur for Establishment of Commercial Dairy Farming (2022-23)', in the state of Assam. This scheme receives substantial financial support from the Government of Assam. Each unit is eligible for up to Rs 50 lakh in subsidy. The objective is to promote genuine entrepreneurship in the dairy sector and strengthen milk production across the region. However, multiple reports and official documentation point to irregularities in the selection of beneficiaries,' the letter read.
'Several recipients of the scheme's benefits appear to be family members or associates of Ministers and MLAs in the state government, while long-standing dairy farmers, particularly in districts like Bongaigaon, have reportedly been overlooked despite having applied multiple times and fulfilling the eligibility requirements,' it added, highlighting a perceived bias in the selection process.
The Congress leader further criticised Assam Chief Minister Himanta Biswa Sarma for 'justifying' the inclusion of ministers' family members, describing it as an 'open endorsement of political favouritism' that fuels public outrage and undermines constitutional values.
'Equally alarming is the response from the Chief Minister of Assam, who chose to justify the inclusion of ministers' family members in the list of dairy scheme beneficiaries. This open endorsement of political favouritism has fuelled public outrage for undermining the constitutional values of equality and justice. It also reflects a serious breach of the oath of office, which obliges public representatives to act impartially and in the public interest, casting doubt on the state government's adherence to ethical governance and the rule of law,' it further stated.
Gogoi also pointed to the Gorukhuti agricultural project, funded with over Rs 5.5 crore in public money, alleging that high-yield Gir cows procured from Gujarat were allocated to elected representatives, including the firms owned by the wives of several ministers and MLAs.
'Official records indicate that these were allocated to several elected representatives, including the firm owned by the wife of Jayanta Malla Baruah (Cabinet Minister & MLA, Nalbari), Bhupen Pegu (MLA, Jonai), Utpal Borah (MLA, Gohpur), Diganta Kalita (MLA, Kamalpur), and Dilip Saikia (Member of Parliament). The diversion of resources and livestock under a project supported by over Rs 5.5 crore in public funds compromises the very objective of Government programs designed to promote inclusive development,' Gogoi noted.
The letter calls for a review and an enquiry into the matter, urging the Prime Minister to ensure justice and restore public trust.
'Sir, these actions go against the very principles of transparency, accountability, and equitable access. If politically-connected individuals are allowed to siphon off benefits meant for the poor, we risk alienating the very people these schemes are meant to uplift. In the interest of justice and public trust, I urge your office to instruct the government to initiate an enquiry into the matter at the earliest,' Gogoi concluded. (ANI)

Speaking after his appointment, SP Pinak Mishra said, 'This is the order of 'Mahaprabhu' that I have appointed as the SP of Puri once again. We will ensure that the 'Rath Yatra' concludes peacefully. I urge the devotees to coordinate with the administration and follow the guidelines issued by the administration.' Newly appointed Collector Chanchal Rana also spoke to ANI, saying, 'As per the will of Mahaprabhu and the instructions of the state government, I have taken charge as Puri Collector today. Our main priority is to ensure that devotees from across the world have a pleasant and joyful experience during the Rath Yatra. The police and the administration have taken all the steps. We also urge devotees to avoid overcrowded areas.' Earlier in the day, Odisha Deputy Commissioner of Police (DCP) Vishnu Pati and Commandant Ajay Padhi were suspended for dereliction of duty related to the stampede incident. The stampede occurred during the Rath Yatra in Puri, as overcrowding led to the unfortunate deaths of three devotees and injuries to several others. Expressing deep sorrow, Odisha Chief Minister Mohan Charan Majhi announced a financial assistance of Rs 25 lakh for the next of kin of each deceased devotee. The Chief Minister ordered a detailed administrative inquiry under the supervision of the Development Commissioner and instructed the transfer of the District Collector. The Chief Minister reaffirmed that Rath Yatra is a source of pride for Odisha and assured strict action against those responsible for the mishap. He emphasised that such incidents must not recur, ensuring the safety and sanctity of the festival in the future. Earlier today, CM Mohan Charan Majhi apologised and sought forgiveness from devotees, following a stampede during the Jagannath Rath Yatra in Puri, in which at least three people died and several were injured. He further directed the authorities to initiate action against those responsible. Posting on social media platform X, Chief Minister Majhi said, 'Due to the intense eagerness among devotees to have a glimpse of Mahaprabhu at Sharadhabali, an unfortunate incident occurred because of the resulting jostling and chaos. Personally, my government and I seek forgiveness from all devotees of Lord Jagannath. We express our condolences to the families of those devotees whose lives were lost at Sharadhabali and pray to Mahaprabhu Jagannath to grant them the strength to bear this profound sorrow.' He added that an investigation will be conducted into the security lapse and action will be taken against those responsible. 'This negligence is unforgivable. An immediate investigation into the security lapse will be conducted, and I have directed that necessary steps be taken to initiate exemplary action against those responsible,' Majhi's X post read. The stampede claimed the lives of three people and injured several early this morning near the Gundicha Temple in Puri. During the annual Rath Yatra, a massive crowd of devotees pull the holy chariots of the three deities - Lord Jagannath, Lord Balabhadra and Goddess Shubhadra, which are taken to the Gundicha Temple, a short distance from the Jagannath Temple. The three deities spend a week at the Gundicha Temple before returning to Jagannath Temple. This year, the Rath Yatra commenced on Friday. (ANI)

BCI rebukes SILF over opposition to foreign law firm entry, reaffirms commitment to legal reform
New Delhi [India], June 29 (ANI): The Bar Council of India (BCI) has issued a detailed response to the Society of Indian Law Firms (SILF), rejecting its claim of representing the collective voice of the Indian legal fraternity and calling out its opposition to the regulated entry of foreign law firms into India. In a strongly worded statement, the BCI stated that SILF represents less than 2% of the country's 15,000+ law firms and functions as a private, self-appointed body with no statutory or democratic authority. Describing SILF as an elite group shielding narrow commercial interests, the BCI stated it does not speak for the broader legal community. Reinforcing its mandate under the Advocates Act, 1961, the BCI clarified that it is the sole statutory authority responsible for regulating legal education and practice in India. It emphasised that the 2025 Amended Rules, which permit foreign law firms to advise on foreign and international law (but prohibit them from practising Indian law or appearing in courts), were crafted in compliance with Supreme Court rulings and international standards. The BCI dismissed SILF's claims that there are no monopolies in the Indian legal sector, pointing instead to how a few large firms have cornered corporate and arbitration work through exclusive networks. It called SILF's continued resistance a protectionist stance, aimed at preserving existing advantages while excluding young and emerging firms from global opportunities. Criticising SILF's recent public statements, the BCI warned that some language used amounts to professional misconduct under the Bar Council Rules, especially provisions prohibiting misleading publicity and improper conduct by advocates. It announced that disciplinary action may be initiated against individuals responsible for such misrepresentations. The BCI reaffirmed its commitment to inclusive reforms, aimed at unifying law firms under a new democratic and representative platform. It welcomed feedback from law firms nationwide, extended its public consultation deadline, and announced plans to convene a large-scale meeting in Mumbai to finalise its policy decisions with inputs from all stakeholders. Rejecting SILF's claims that foreign entry would harm Indian legal interests, the BCI noted that many countries--including the UK and Singapore--allow foreign lawyers to offer advisory services without impacting domestic legal sovereignty. The BCI's model follows this globally accepted approach. In response, SILF President Lalit Bhasin recently claimed that BCI's allegations were unfounded and questioned whether the move would harm Indian law firms. While reiterating its support for the phased entry of foreign firms, SILF expressed concern over the implementation and alleged that Indian law firms--especially younger ones--are already thriving due to economic growth and digital advancement. The BCI maintained that its reforms are intended to level the playing field, modernise the legal profession, and position India as a global arbitration and legal hub. It emphasised that public sentiment and media support overwhelmingly favour the move and that obstructionist rhetoric from narrow interest groups will not derail progress. (ANI)
