St. Timothy hasn't reached out despite Marcos seeking explanation — Palace
Palace Press Officer Undersecretary Atty. Claire Castro said at a briefing that Department of Public Works and Highways Secretary Manny Bonoan informed them that the contractor has not reached out yet.
Last week, Marcos sought explanation from St. Timothy Construction Corporation as regards to its supposed failed flood control project in Calumpit, Bulacan.
This, as Marcos conducted a site inspection of the Rehabilitation of the River Protection Structure in Barangay Bulusan following his revelation that Bulacan province has the most flood control projects with 668.
Marcos said he has learned that no dredging or desiltation has happened in the area as part of the flood control project.

Earlier in the day, Marcos said the Barangay Piel project was an example of falsification of documents because as per records, it was finished. However, when Marcos inspected it, he learned that it was not even completed. The President said he was very angry with such flood control projects. Marcos had disclosed that 20% of the total P545 billion budget of flood control projects was awarded to only 15 contractors. The total number of the flood control projects was 9,855. Marcos earlier said a total of 6,021 projects were worth more than P350 billion, adding that they do not specify the exact type of flood control structures built, repaired, or rehabilitated. The President's list of 15 contractors does not include SYMS Construction Trading. Palace: Funds withheld by Marcos were for Congress-inserted projects
The P60 billion to P80 billion worth of funds withheld by President Ferdinand "Bongbong" Marcos Jr. in the then-proposed P6.352-trillion national budget for 2025 was for infrastructure projects that were inserted by Congress. This was reported by Palace Press Officer Undersecretary Atty. Claire Castro during a briefing on Wednesday. "Ayon po sa DBM (Department of Budget and Management), karamihan po dito ay mga infrastructure po ng DPWH na karamihan po ay inserted po by the Congress. So iyon lang po ang ibinigay sa ating impormasyon ng DBM," Castro said. (According to the DBM, most of these were infrastructure projects of DPWH that were inserted by Congress. That's the only information given by the DBM.) Finance Secretary Ralph Recto conveyed Monday the President's decision during the questioning of Caloocan City Representative Edgar Erice at the House budget deliberations. To recall, Erice asked the economic team how the administration dealt with the fact that P375 billion worth of programmed, meaning funded budget items under the proposed 2025 budget of the Executive, was cut by Congress and placed under the unprogrammed fund. Recto said Marcos had withheld the release of the billion funds as the budget items were not aligned with the administration's priorities. "If the President sees, for example, that there are double entries in a particular project, he's not bound to release this appropriation," Recto had said. To recall, the Supreme Court, in November 2008, declared as unconstitutional a provision in the Comprehensive Dangerous Drugs Act of 2002 requiring mandatory drug testing on all candidates for public office and people facing criminal charges. The same decision however affirmed the validity of a provision mandating random and 'suspicionless' drug tests for students in secondary and tertiary schools, as well as employees of public and private offices. Under Padilla's Senate Bill No. 1200, also known as the proposed Drug-Free Government Act, he proposed that the initiative be implemented first through a screening process via a hair follicle drug test. The confirmation of the screening test will then be done through a urine drug test, the proposed measure stated. Subject to this are all elected and appointed government officials as well as government instrumentalities or government-owned and controlled corporations (GOCCs), whether domestic or overseas. Further, any official found positive for the use of dangerous drugs shall be dealt with administratively, which may result in suspension or termination from office, subject to pertinent laws.
