Life hit in Manipur district as tribal outfit enforces shutdown over woman's death in crossfire

IMPHAL: An indefinite shutdown was observed Friday in Manipur's Churachandpur and a 24-hour closure in Kangpokpi over the death of a tribal woman in crossfire the previous day between security forces and unidentified gunmen.
Committee on Tribal Unity (CoTU) called the shutdowns, supported by civil society organisations in both districts. Deceased Hoikholhing Haokip was the wife of a village chief in Churachandpur, Manipur's tribal heartland.
Forces launched an operation after a farmer, Ningthoujam Biren Singh, suffered a bullet injury in his arm in alleged shooting by unidentified gunmen while working in his paddy field on Thursday.
The gunmen later opened fire on the forces, prompting a retaliation and the crossfire. Haokip was later found dead with a bullet wound. A hunt is on for the gunmen.
CoTU described the attacks and death as "another targeted assault in a systematic campaign" and held state govt responsible for allowing such atrocities to unfold under its watch. Manipur has been under President's rule since this Feb. CoTU alleged that Meitei aggressors were being allowed to act unchecked and that failure to protect vulnerable populations had once again led to loss of life. CoTU also demanded immediate action against those responsible for the killing.
Kuki Women Organisation for Human Rights also condemned the killing of Haokip, calling it a horrific act of violence.

Imphal: The top umbrella body of Meitei civil society organisations from across the globe has called for frequent meetings of all communities in Manipur to bring understanding, peace and rule of law. The Meitei Alliance in a statement on Friday said the first meeting of Meitei civil society organisations and a delegation of the indigenous distinct Thadou tribe in the state capital Imphal "serves as a meaningful model for inclusive dialogue, accountability, and rule of law." "The Meitei Alliance extends heartfelt appreciation to all the civil society organisations including - COCOMI, AMUCO, FOCS, Arambai Tenggol, various Ima groups, and student bodies - who, despite significant challenges, came together with Thadou Inpi Manipur (TIM) to organise the historic 'Road to Peace' meeting in Imphal," it said. "This event marks a major milestone in our collective journey toward unity, justice, and lasting peace. By safeguarding the enduring spirit of pluralism, mutual respect, and peaceful coexistence that has long defined Manipur's unique social fabric, this initiative reaffirms the rich cultural heritage shared across ethnic lines and the idea of Manipur where communities live together in harmony," the Meitei Alliance said. It appreciated the Thadou Inpi Manipur's consistent stand for preservation and promotion of Manipur as a cohesive, inclusive, and harmonious multi-ethnic society. "Their principled commitment to the peaceful coexistence of all communities of Manipur deserves recognition and appreciation," the Meitei Alliance said, adding it hopes the event will serve as a foundation for many more such much-needed initiatives in the days ahead. The Thadou Students' Association (TSA) has also expressed "wholehearted support for the historic covenant of understanding between the Thadou and Meitei communities on August 6, 2025 by the warm reception of the Thadou people in Imphal." "This moment is more than symbolic, it is a landmark achievement in the long and painful journey toward truth, recognition, and indigenous solidarity in Manipur," the TSA-GHQ said in a statement. The TSA more importantly drew attention to what it called "misindentification" of their position amid the Manipur crisis. "... Our position was misunderstood and misrepresented, both by sections of the Meitei and those people identifying as Kuki in the state. It is important to highlight that there is currently no operational TSA unit in Manipur, owing to threats and intimidation by Kuki supremacist groups," the TSA-GHQ said. Police said the TIM delegates were not detained or placed under house arrest (HT Photo) A senior police officer rejected the allegation, insisting that security personnel had been deployed at the hostel for the safety of TIM delegates. 'There is no detention or house arrest of the TIM delegates, the police personnel and central forces are deployed for safety reasons, considering the present unrest as the government cannot take a risk,' a senior police officer said The Thadou delegation was part of a 16-member team that had travelled to Imphal for the peace dialogue. Wednesday's meeting was seen as a step toward reconciliation between the Meitei and Kuki-Zo communities and involved key stakeholders, including the Coordinating Committee on Manipur Integrity (COCOMI), All Manipur United Clubs' Organisation (AMUCO), and other civil society groups. TIM president James Thadou said, 'The arrest and forced confinement of peaceful delegates is a clear violation of their democratic rights and liberty. It is a blatant attempt to suppress dissent and appease extremist forces in the valley.' In a statement on Wednesday, TIM said the 'Thadou' community had been long considered part of the larger Kuki umbrella, but were in fact a 'distinct indigenous identity'. 'The term Kuki has foreign origins, and those who adopt it today often do so to push a separatist and extremist ideology. Many who currently identify as Kuki are suspected illegal immigrants, having settled in Manipur in recent decades,' Thadou said James said they came to Imphal after the May 3 incident, despite pressure from many groups, to initiate a peace process and restore peace. The TIM urged the government to take immediate action. 'We urge the Government of India to lift all restrictions, release the detained leaders without delay, and demonstrate its sincerity in supporting indigenous peace-building,' the group said. 'Any undermining of this historic covenant must be avoided. It could have serious consequences for peace, stability, and trust among communities in Manipur,' the statement warned.

IMPHAL: The Manipur government on Tuesday made it compulsory for factories to obtain the written consent of women to work night shifts, install proper lighting and CCTV cameras on the premises, and arrange secure transportation for women employees working late. The directive takes effect immediately. An official on Wednesday said women could still work beyond 7pm but this could only happen if they provide written consent, ensuring that no one is compelled to continue working during late hours against their will. 'To support this new regulation, the government has outlined several mandatory safety provisions. Factories are required to install proper lighting and CCTV cameras both inside and outside the premises to ensure continuous surveillance. Employers must also arrange secure transportation for women employees working late, ensuring they are safely dropped off at their homes after shifts', a senior government official said. A notification issued on Tuesday stated that, in addition to physical security, the government was also emphasising the importance of a healthy and respectful working environment. The notification called for the creation of workplace conditions that respect women's health, hygiene, and personal dignity, and that prevent the emergence of any hostile or discriminatory atmosphere. The notification also mandates strict adherence to the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013. It said all factories are required to adopt a formal anti-sexual harassment policy. As part of the compliance process, each factory must appoint a dedicated grievance officer to address complaints and ensure that women's concerns are dealt with efficiently and fairly. The new order bars pregnant and lactating mothers from working 6am to 7pm. This aligns with protections outlined under the Maternity Benefit Act, 1961, which ensures that working mothers are not subjected to undue stress or conditions that may affect their health or that of their child. 'This measure highlights the state's commitment to safeguarding women's rights and ensuring their safety in the workplace,' Anurag Bajpai, additional chief secretary of the Department of Textiles, Commerce & Industry, said in the notification.
