Manipur govt notifies rules to ensure women's safety during nights in factories

IMPHAL: The Manipur government on Tuesday made it compulsory for factories to obtain the written consent of women to work night shifts, install proper lighting and CCTV cameras on the premises, and arrange secure transportation for women employees working late. The provisions were incorporated in a notification issued on Tuesday by the state government's Department of Textiles, Commerce and Industry.
The directive takes effect immediately.
An official on Wednesday said women could still work beyond 7pm but this could only happen if they provide written consent, ensuring that no one is compelled to continue working during late hours against their will.
'To support this new regulation, the government has outlined several mandatory safety provisions. Factories are required to install proper lighting and CCTV cameras both inside and outside the premises to ensure continuous surveillance. Employers must also arrange secure transportation for women employees working late, ensuring they are safely dropped off at their homes after shifts', a senior government official said.
A notification issued on Tuesday stated that, in addition to physical security, the government was also emphasising the importance of a healthy and respectful working environment. The notification called for the creation of workplace conditions that respect women's health, hygiene, and personal dignity, and that prevent the emergence of any hostile or discriminatory atmosphere.
The notification also mandates strict adherence to the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013.
It said all factories are required to adopt a formal anti-sexual harassment policy. As part of the compliance process, each factory must appoint a dedicated grievance officer to address complaints and ensure that women's concerns are dealt with efficiently and fairly.
The new order bars pregnant and lactating mothers from working 6am to 7pm. This aligns with protections outlined under the Maternity Benefit Act, 1961, which ensures that working mothers are not subjected to undue stress or conditions that may affect their health or that of their child.
'This measure highlights the state's commitment to safeguarding women's rights and ensuring their safety in the workplace,' Anurag Bajpai, additional chief secretary of the Department of Textiles, Commerce & Industry, said in the notification.

Latest data from the National Crime Records Bureau (2022) shows that promoting enmity between different groups has a conviction rate of only around 37%. Law enforcement agencies like the police are ineffective till citizens join them against disruptive ruffians. It defends the right of citizens to preserve their culture and does not permit any one to impose their particular values on others. They do not believe in the values that have sustained us; cultural richness and inclusion are 'elitist' phrases for them, while they brand their hooliganism as 'earthy'. Most Indians are open-minded by nature; we appreciate our diversity. They are busy earning their livelihood and any kind of violence and vandalism that disrupts their normal life is abhorred. It is the responsibility of those who are comfortably placed to build a strong public opinion against cruelty in the name of religion, language and culture. The frequency of such incidents is a wake-up call to all right-thinking people. If we do not want India to become a banana republic and if we respect the rights of diverse communities, we need to raise our collective voice against the unconstitutional acts of the raucous rowdy. The Mumbai Customs officers on Friday arrested a passenger and an airline official at the Chhatrapati Shivaji Maharaj International Airport (CSMIA) in separate cases and allegedly seized one kilogram of hydroponic weed worth approximately RS 94 lakh and gold dust valued at Rs 2.78 crore, respectively, from them. In the first case, officials of the Air Intelligence Unit (AIU) of the Customs Department laid a trap and intercepted a passenger who had arrived from Bangkok. During the search, the person was found to be hiding 947 grams of greenish coloured lumps purported to be hydroponic weed of marijuana. The contraband, also called hydro ganja, was concealed in vacuum-sealed plastic packets and kept inside a trolley bag of the passenger. The panchnama was conducted in front of witnesses, and the passenger was arrested under the provisions of the Narcotics Drugs and Psychotropic Substances (NDPS) Act. In the second case, an AIU team intercepted an airline staff member on the airport premises after receiving information that he was carrying gold illegally. During the search, the gold dust mixed with wax and weighing around 3,020 grams was found concealed inside innerwear and in a specially designed belt. The individual was arrested under the Customs Act, 1962. The officials are interrogating the accused to get the inputs regarding the source of the gold and the supplier, said a Customs officer. On Wednesday night, the Customs agency arrested a person on his arrival at the Mumbai airport and seized suspected hydroponic cannabis weed valued at Rs 14.5 crore from his possession. The passenger was trying to smuggle the contraband, also called hydro ganja, by concealing it under clothes in his trolley bag. During the examination of the baggage, the officers recovered 14.548 kg of greenish product, which was later confirmed it be hydroponic weed or marijuana, which has an illicit market value of approximately ₹14.5 crore. The Customs Department said that it was currently reviewing the international travel history of the arrested individuals who were arrested to ascertain if they had travelled abroad for the same purpose.

New Delhi: A police case has been registered against BJP MP K Sudhakar and two others, Nagesh and Manjunath, after a 30-year-old driver named M Babu died by suicide, leaving behind a note accusing them of deceit. The incident has sent shockwaves through Chikkaballapur district. According to the police, Babu alleged in his note that Sudhakar and Nagesh cheated him out of Rs 25 lakh by promising a government job. He also claimed that a zilla parishad accounts assistant harassed him, pushing him towards suicide. Babu had been working as a contract driver for the chief accounts officer in the local zilla panchayat for over six years. The police received a call around 8:30 am about a man hanging from a tree near the Chikkaballapur Deputy Commissioner's office. Based on the complaint filed by Babu's wife, Shilpa, the authorities filed a First Information Report (FIR) against Sudhakar, Nagesh, and Manjunath, charging them with financial fraud, abetment to suicide, and violations under the Bharatiya Nyaya Sanhita (BNS) and the Scheduled Caste and Scheduled Tribe (Prevention of Atrocities) Act. Sudhakar expressed sorrow over Babu's death but denied any involvement, stating, "I heard about the suicide at the DC office in Chikkaballapura. It has deeply saddened me. I offer my condolences to the family. I have never seen or met this person, Babu, in my public life." He added that he has helped many young people find jobs and couldn't understand why his name appeared in the note. Superintendent of Police Kushal Chouksey said, "These are serious allegations. A thorough investigation will determine whether the MP was directly involved or if his name was misused. We are examining all angles." The investigation is currently underway to determine the extent of Sudhakar's involvement.
