State to tie up with hospitals and corporates to help needy patients

"A portion of the patient's medical bill will be paid by a corporate house, and the state will also contribute a bit," said Rameshwar Naik, who heads the Chief Minister's Medical Assistance Cell. The third partner would be the treating hospital itself. "We are trying to assess how much hospitals can contribute by reducing charges or providing free services," he added.
The tripartite method would ensure more patients get help. "Instead of one corporate house helping one patient, the tripartite method will ensure more patients can be assisted," said a govt official. "The chief minister has also directed that we start crowdfunding efforts for patients who need specialised treatment that runs into lakhs or crores of rupees," said Naik, who heads the state's Charity Hospital Relief Cell.
A few months back, Chief Minister Devendra Fadnavis linked the work of his medical assistance cell with the charity commissioner's office to ensure that economically needy patients get access to free beds and care in the various trust-run hospitals in the state.
As charity trusts get concessions from the state, their hospitals have to provide 10% of the beds free of cost to families earning less than Rs 1.8 lakh per annum; another 10% of the beds are given at a subsidised rate to families earning less than Rs 3.6 lakh per annum.
In the first six months of the year, 23,269 people were provided with Rs 149 crore in assistance by the Chief Minister's Medical Assistance Fund and Charity Hospital Relief Cell. The state is the first to receive Foreign Contribution (Regulation) Act (FCRA) registration to the Chief Minister's Relief Fund of Maharashtra, enabling it to receive foreign donations for "social" programmes.

Departmental inquiry ordered against nine BBMP health officials over alleged Covid bills irregularities
BENGALURU: A departmental investigation has been suggested against nine officials in connection with the alleged irregularities in Covid-related payments and bills in the Bruhat Bengaluru Mahanagara Palike (BBMP) during the previous BJP government, the retired Justice Michael D. Cunha committee has recommended. A notice was issued to 28 officers of the corporation due to 'doubts' in the purchase of medicines and medical supplies during the COVID period. It was directed that notices be given to the corporation's engineers, doctors, and officers of the accounts department to provide explanations. After receiving the notices, 28 officials responded with documents. Following verification of the officers' replies, 19 were given a clean chit. However, the department ordered an investigation of the remaining nine officers by BBMP health officials. 'These are officials in the BBMP health department who failed to give clarity over expenses and bills, and hence the matter was escalated to the BBMP Administration Department for a departmental inquiry. If these officials fail to clarify the doubts during the probe by the administration department, action will be initiated,' said Sirajuddin Madani, Chief Health Officer. Notices have also been issued to 15 private companies that supplied materials during the COVID period. The committee has suggested the recovery of Rs 13 crore paid to these 15 private companies as excess. This is not the first time BBMP health officials have landed in controversy. Earlier, Dr Kalpana, Deputy Health Officer in BBMP South Zone, was placed under suspension over approving an inflated bill of Rs 9.72 crore instead of the actual amount of Rs 2.27 crore. The amount was paid to contractors engaged in supplying food to the Indira Canteen. The Bruhat Bengaluru Mahanagara Palike Officers and Employees Association President, Amruth Raj, stated that it is time the black sheep in BBMP are shunted out. 'The officials involved in COVID and other scams in the BBMP—those involved in dereliction of duty—should be suspended and jailed to keep the BBMP clean,' said Amruth Raj.

Before winter sets in, Mumbai Metropolitan Region to get 15 new air quality monitoring stations
In a bid to ramp up the existing infrastructure of air quality monitoring, the Maharashtra Pollution Control Board (MPCB) is set to get 15 new continuous ambient air quality monitoring system stations or CAAQMS in the Mumbai Metropolitan Region (MMR) before the start of winter. According to the MPCB, while three additional stations each will be set up in Thane, Vasai-Virar, and Kalyan-Dombivali areas, two stations each will be installed in the Mira-Bhayander, Ulhasnagar and Bhiwandi Nizampur areas. Each of these stations will cost Rs 9 crore, officials said. The move will be a big push against a prolonged demand raised by scientists and experts amid the growing concern of the worsening Air Quality Index (AQI) in Mumbai as well as its satellite districts. According to the Central Pollution Control Board's (CPCB) dashboard, 26 AQI monitoring stations are operational in Mumbai. These stations are jointly operated by the MPCB, Brihanmumbai Municipal Corporation (BMC) and Indian Institute of Tropical Meteorology (IITM). However, the number of AQI monitoring stations operating in the Mumbai Metropolitan Region (MMR) is limited. The CPCB's dashboard shows that at present, there are only two stations operational in Thane (Kasarvadavali and Upvan Fort) while there is one each in Bhiwandi (Gokul Nagar), Kalyan (Khadakpada), Ulhasnagar (Siddhi Vinayak Nagar), Virar (Vilanj) and Mira Bhayander (Bhayander West) areas. There is no monitoring in Dombivali. 'The work order for acquiring these stations has been issued, and they will be supplied to us in a phased manner starting next month. Before winter, when the city's AQI usually worsens, we will have more stations in place to monitor and identify areas which record poor AQI and will be able to mitigate them accordingly,' an MPCB official told The Indian Express. 'The plan of augmenting the number of monitoring stations is part of a larger project where we intend to install more than 50 monitoring stations across Maharashtra,' the official added. Over the past few years, poor air quality days have become a regular occurrence during the winter. Between November 2022 and January 2023, Mumbai recorded nearly 60 days of bad AQI out of the total 92 days. The next year, the BMC launched the Mumbai Air Pollution Mitigation Plan (MAPMP) to curb the worsening AQI of the city. In its guidelines, the Mumbai civic administration had identified construction works, garbage burning, and road dust displacement to be some of the major contributing factors behind the worsening AQI. However, the administration and independent experts had expressed concerns that there was also a need to monitor the AQI in the MMR districts where the existing infrastructure is not up to the mark. 'Outside Mumbai, issues like garbage burning and dust displacement are rampant. Since the air shared across the cities is common, the AQI of Mumbai also gets affected severely due to the activities in the MMR areas. Therefore, it is important to increase the area of monitoring across districts,' Bhagwan Kesbhat, who heads the NGO Waatavaran, told The Indian Express. 'It is a positive move that the MPCB is adding new stations, but they should be installing them in proper areas and must not relocate them after the stations show high numbers. It is important to be precise with the AQI numbers and take mitigation measures accordingly,' he added.
