The SACP's People's Caravan: A Flirtation with the Electorate Ahead of Local Government Polls?

The South African Communist Party (SACP) has launched the People's Caravan Campaign. For the first time in recent memory, its Red Flag does not merely flutter in alliance corridors but plants itself in the dust of working-class existence. Over the weekend, I gave myself the time and the ideological quiet to study the concept document titled The People's Caravan: Going Back to the Grassroots.
My cursory reading of the document revealed a theoretical looseness that undermined its ideological force. It would have stood on firmer ground, tighter, and more convincing had it been anchored in the historical documents of the African National Congress (ANC) and the South African Communist Party (SACP). No text emerges in isolation; every articulation is part of a longer dialectical lineage.
It is precisely within this context that I juxtaposed the document, deliberately and methodically, against three seminal coordinates within the Marxist-Leninist tradition texts that have not only illuminated but actively structured the ideological scaffolding of our national liberation struggle. I want to mention these three coordinates in the following order: the ANC Strategy and Tactics Document (1969), the ANC Green Book (1979), and the SACP's Path to Power (1989).
Let me begin with what must be affirmed: the People's Caravan Campaign has jolted the SACP from a deep slumber. It is visible now, not in press briefings, but in places where the class war lives, communities battered by municipal neglect and economic dispossession.
One only wishes this campaign were not a seasonal flirtation with the masses in the run-up to the 2026 National Local Government Elections, only to retreat into ideological slumber once the ballots are counted. This mode of engagement must not be episodic. It must be genetically encoded into the Party's operational DNA.
The concept document itself makes several compelling claims. It presents the People's Caravan Campaign as a revolutionary, mass-based programme intended to reconnect with the people and reconstitute grassroots power, that elemental force needed to advance the socialist struggle of the workers and the poor.
It acknowledges, quite correctly, that electoral contests are only one terrain of class struggle. It also gestures at global Left mobilisation. Yet even in that gesture, the document renders Africa absent a Continental silence that is politically untenable. Yes, the 5th Special National Congress did refer to African developments, but only in passing. This is not a luxury; it is a necessity. Africa's contemporary currents are not peripheral; they are tectonic.
Consider this: Namibia is now led by women at the highest echelons, a female President, Dr Netumbo Nandi-Ndaitwa, and Deputy President, Lucia Witbooi. Botswana's political scene is rejuvenated by a young President, Duma Boko. In Senegal, it is President Bassirou Diomaye Faye, and in Burkina Faso, Captain Ibrahim Traoré stands as a revolutionary mirror to Thomas Sankara, drawing mass support and articulating a new strain of post-colonial defiance. In Mali, the military junta holds the reins of state.

Both countries, Mali and Burkina Faso are aligned with Russia, a power whose strategic relationship to African sovereignty must be rigorously analysed. What is the SACP's stance? How does a Marxist-Leninist Party position itself on these emergent formations? Does it embrace or disavow the militarised popular governments emerging across Francophone Africa?
And how does it read the Russian presence, as imperial residue or as dialectical opportunity? These questions are not rhetorical. They are strategic. They belong inside the People's Caravan Campaign theoretical engine.
Even in its global analysis, the document introduces strange contradictions. It suggests building alliances with COSATU, civic movements, and even faith-based organisations. Let us pause here: a Marxist-Leninist Party partnering with theological institutions? That is a line that demands ideological double-clicking. We will return to it.
Still more puzzling is the near-total absence of the African National Congress (ANC) in the strategic partnership framework. That silence is not accidental. It is either an editorial lapse or a soft signal of rupture. Either way, it must be named.
A second issue worthy of double-clicking. Equally ambiguous is the role of COSATU. As the Party moves toward contesting the 2026 National and Local Government Elections, what is COSATU's position? Is it aligned? Is it hesitant? And why does the Party treat COSATU as if it were the only labour federation in the country?
This is factional myopia at best, and strategic suicide at worst. The SACP, if it is serious about its vanguard role, must begin to agitate for a unified working-class front, cutting across NACTU, FEDUSA, and SAFTU. One federation. One country.
If the Party is to usher in the Second Stage of the National Democratic Revolution (NDR), that transitional detour toward socialism, we cannot do so with a fragmented and politically anaemic working class. And if the Party is to contest elections, such a resolution must be anchored in foundational texts: the ANC's Green Book and The Path to Power. But the resolution adopted in 2024 appears unmoored from that historical logic. This disconnect is the third matter I will interrogate in greater detail.

The People's Caravan Programme does not move in abstraction. It travels along the neglected veins of the Republic: informal settlements, townships, rural outposts, locations evacuated by policy but saturated with pain. It is here where the Party now seeks to inscribe itself, not with empty slogans, but with presence. The politics of the People's Caravan Campaign is one of pedestrian intimacy: house visits, open-air street engagements, and listening posts that attempt to restore a culture of direct political encounters.
This is a necessary departure from the Party's historical reliance on alliance theatre, where strategic importance was confused with symbolic positioning. Through the People's Caravan Campaign, the SACP is not theorising about community relevance from the lofty heights of national structures; it is testing its viability in the mud of lived experience.
The question is not whether the Party can win votes, but whether it can become real, in the Marxist-Leninist sense, as a Party rooted in mass life, capable of organising, defending, and advancing the concrete interests of the working class and the poor.
The Party's resolution to contest the 2026 election is not informed or anchored in any of the above documents. The ANC Green Book is very clear on the Two-Stage Theory of the Revolution. Pallo Jordan explains it very succinctly in his presentation to the Politico-Military Strategy Commission of the ANC in Lusaka.
He said: "We debated the more long-term aims of our National Democratic Revolution (NDR) and the extent to which the ANC, as a national movement, should tie itself to the ideology of Marxism-Leninism and publicly commit to the Socialist option." He elaborated further and stated that the ANC is not the Party. However, the support of the Socialist Order is a matter of tactical consideration.
It therefore follows that the ANC acknowledges the role of the Party as the vanguard of the working class. It is therefore the SACP that must usher the South African people into the Second Stage of the National Democratic Revolution (NDR) as a political vanguard of the working class. The fundamental strategic and tactical questions that the SACP must answer are: Has the ANC changed its attitude towards the establishment of the socialist order?
On what theoretical and ideological basis was the resolution to contest the 2026 National Government Elections taken?
Is the SACP convinced that the First Stage of the National Democratic Revolution has been completed , as the ANC Green Book clearly outlines which vanguard at one stage and which on the second?
How does the SACP foresee the nature and form of the Tripartite Alliance after it has contributed to the
ANC's
electoral downward swing, which
is predicted
to be at 32% nationally?
The SACP must still make a convincing theoretical argument as it goes ahead with the implementation and rolling out of the People's Caravan Campaign.
As I conclude, my considered view is that the outcome of the May 2024 National General Elections represents a regression and therefore, the First Stage of the National Democratic Revolution (NDR) is incomplete, and the ANC is at its weakest.

Analysts say the roots of the tension lie in ANC negotiations of the early 1990s, when Mbeki was replaced as chief negotiator by Ramaphosa. The renewed feud between President Cyril Ramaphosa and former president Thabo Mbeki dates back to before 1994 and their disagreement over preparations for the upcoming national convention has opened old wounds, experts say. Political analyst Sandile Swana and University of South Africa political scientist Prof Dirk Kotzé said the tension between the two leaders started during negotiations in 1990s for the new democratic dispensation. Foundations withdraw from dialogue preparations They were reacting to the decisions by six legacy foundations – the Thabo Mbeki Foundation, Steve Biko Foundation, FW de Klerk Foundation, Chief Albert Luthuli Foundation, Oliver & Adelaide Tambo Foundation and Desmond & Leah Tutu Legacy Foundation – to withdraw from the National Dialogue preparations. The foundations said the convention has deviated from the plan to have the process led by civil society, or citizens. Instead, matters were being rushed without proper consultation by the government, which had centralised the process. Ramaphosa said this week's convention would go ahead as planned, implying it would move on without the foundations' participation. Roots of the rivalry in the 1990s negotiations The experts said the tension between Mbeki and Ramaphosa was exacerbated when Mbeki, as the ANC's first chief negotiator assisted by Jacob Zuma, were removed and replaced with Ramaphosa, who was assisted by Mohammed Valli Moosa. ANC insiders at the time saw this as a snub for Mbeki and Zuma and an embrace of Ramaphosa, whom they claimed emerged from nowhere into Nelson Mandela's inner circle after his release from jail. ALSO READ: National Dialogue will go ahead despite withdrawal of foundations, Ramaphosa says Ramaphosa was subsequently elected ANC secretary-general at the party's 48th national conference in 1991, succeeding Alfred Nzo. Mandela wanted Ramaphosa as his deputy and successor as president, but the ANC old guard wanted Mbeki, who was Oliver Tambo's right-hand man in exile. Mandela gave in to the majority within the party and was further convinced by Kenneth Kaunda and other Southern African Development Community leaders that Mbeki was the right candidate to succeed him, as that was part of Tambo's plan. Role of the ANC's left wing and SACP Kotzé said Mbeki's removal as ANC chief negotiator was engineered by the left within the ANC, especially Joe Slovo and other senior SA Communist Party (SACP) leaders. The left saw Mbeki as unreliable because, as a then SACP politburo member in exile, he acted against the party's position for a total insurrection against apartheid when he held secret talks with Afrikaner delegations for a negotiated settlement. Possible reasons for Mbeki's recent withdrawal Kotzé said Mbeki was fully involved in the dialogue with Afrikaners and the National Intelligence Service before 1990, but this was opposed by the SACP leadership, of which Mbeki was part. Subsequently, Mbeki did not continue his SACP membership. 'Because of that history, the SACP, particularly Joe Slovo, made it impossible for him to be the chief negotiator of the ANC. 'Instead, they got Ramaphosa in as ANC chief negotiator. From a Mbeki perspective, those things he would never forget. I don't want to suggest there is open hostility; at the same time, there is no close friendship,' he said. 'He is almost a father figure of this. My impression is that the foundations were initially very prominent in the preparations and very recently, the government took over. 'This is exactly what the foundations, the Mbeki Foundation specifically or Mbeki himself, do not like.'

Communities that depend on reliable mobility infrastructure are shortchanged, and public servants are pushed to the brink, all in the name of an ideology that prioritises austerity over human need, says SACP provincial secretary in the Western Cape Benson Ngqentsu. This sentiment was later echoed by the MEC for Finance, Ms. Diedre Baartman. However, this neoliberal doctrine has gone largely unchallenged by the provincial and national media. Their silence is not surprising; it only reaffirms Karl Marx's insight that in a class-divided society, the dominant ideas are those of the ruling class. In the Western Cape, neoliberalism, as a stage of capitalist development, remains the prevailing doctrine. And, as with all capitalist systems, it is a deeply embedded ruling system that is entrenched in our political and administrative structures. Contrary to the ideology of 'doing more with less,' the bureaucracy of the Western Cape government is in crisis. Workers are overburdened, service delivery is compromised, and the state's very capacity is being eroded. The fixation with a leaner state has hollowed out departments, most notably the Department of Mobility. A striking example of this systemic failure is the chronic vacancy rate within the Department of Mobility, which stands at an alarming 32.8%, the highest of any province in the country. Compounding the problem further, these vacancies are concentrated in senior, skilled production, and supervisory roles, with 75% of vacancies falling in this category. This picture was painted by the Western Cape Department of Mobility before the Standing Committee for Public Accounts on Friday, 8 August 2025. The report of the Department to SCOPA further reported that despite the Western Cape's sizable economy, its Mobility Department operates with far fewer directorates compared to provinces of similar or larger economic stature. For instance, Gauteng has four Deputy Director-Generals (DDGs), KwaZulu-Natal has three, while the Western Cape has none. According to a briefing by the Mobility officials, the department's actual vacancy rate is 30.2%, which is second only to Gauteng. This is indicative not of efficiency, but of administrative atrophy. The officials from the department, in their own words, further told the Standing Committee that: 'This requires teams to perform additional functions for which there should ordinarily be dedicated capacity (for example, freight) or seek external specialised skills.' Staff are stretched beyond capacity, key functions are either neglected or outsourced, and the burden continues to fall on already overstretched dedicated public servants. Sadly, it is evident that the consequence of the DA's downsizing of the department remains a compromise of service to our people. Communities that depend on reliable mobility infrastructure are shortchanged, and public servants are pushed to the brink, all in the name of an ideology that prioritises austerity over human need. This is, in essence, a plea to Premier Winde to abandon the neoliberal doctrine of 'doing more with less.' It is not only unsustainable, but harmful to the professional public service, to the people of the Western Cape, and an antithesis of any envisaged developmental state. Further, for Premier Winde to listen to this clarion call, organised labour in the Western Cape Mobility Department, in particular, Police and Prisons Civil Rights Union (POPCRU) and the National Education, Health and Allied Workers Union (Nehawu) must step up and lead a Broad Popular Front against the chronic crisis of vacancies in the Mobility Department. The filling of the vacancies should be used as an opportunity to drive our progressive transformation agenda, and the department must be made to meet equity targets. Workers must rise and confront neoliberalism or risk perishing!! Finally, now is the time for a people-centred, pro-public investment approach. Next Stay Close ✕ SACP spokesperson Mbulelo Mandlana responded to Mbalula's assertions, saying that the ANC Secretary-General has been "careless" with his statements. "He is making false claims," Mandlana said. "The process of the elections and deployment is not exclusively for the ANC, it involves the alliance as well…in the past ANC officials have made these kinds of statements and they help no one…The process of the elections and deployment is not exclusively for the ANC, it involves the alliance as well. 'Historically the deployment requires a list from the alliance. It's not an ANC function exclusively…For as long as we have had democracy the ANC has acted alone. He must desist from making those kinds of statements. 'These members are also members of the ANC. So he is being divisive and careless while using the government as a factional tool…There are a lot of SACP members who are in government including ministers, deputy ministers, MECs, MPs and MPLs. He is starting a witch-hunt that we can't afford…It's a futile attempt to move the SACP away from its conference resolutions,' Mandlana said. Mandlana emphasised that being a member of the SACP and holding a government position is not a punishable offense. Mbalula, however, stood firm on his stance, warning SACP officials to make up their minds on whether they are still with the ANC or with the SACP. "In our view, the resolution of the SACP is forcing members to choose between the ANC and the SACP," Mbalula said. He questioned what the SACP wanted to achieve by contesting elections and emphasised that the alliance could not function as usual, while one of its partners contested elections outside of the collective. 'Is it important that the communist party understand the implications of their decision,' Mbalula said. A senior ANC National Executive Committee (NEC) member revealed that there were talks within the party to strip SACP members who hold government positions of their jobs and reserve those positions exclusively for ANC members. "Comrades are grappling with the fact that SACP comrades in government should make their own decision as to where they want to be," the official said. Cosatu spokesperson Matthew Parks said that that federation was still discussing the matter of elections, including the SACP Special National Congress resolution to contest elections. 'We've convened a Special Central Executive Committee to discuss it and will be holding our Central Committee in September where further discussions will take place on it. These will then go to our National Congress next year which would have the final say on it.
