The Impact of Neoliberal Policies on Workers in the Western Cape

Communities that depend on reliable mobility infrastructure are shortchanged, and public servants are pushed to the brink, all in the name of an ideology that prioritises austerity over human need, says SACP provincial secretary in the Western Cape Benson Ngqentsu.

In his State of the Province Address, Western Cape Premier Mr. Allan Winde introduced 'doing more with less' as the guiding philosophy of the 7th administration. This sentiment was later echoed by the MEC for Finance, Ms. Diedre Baartman. However, this neoliberal doctrine has gone largely unchallenged by the provincial and national media. Their silence is not surprising; it only reaffirms Karl Marx's insight that in a class-divided society, the dominant ideas are those of the ruling class.
In the Western Cape, neoliberalism, as a stage of capitalist development, remains the prevailing doctrine. And, as with all capitalist systems, it is a deeply embedded ruling system that is entrenched in our political and administrative structures.
Contrary to the ideology of 'doing more with less,' the bureaucracy of the Western Cape government is in crisis. Workers are overburdened, service delivery is compromised, and the state's very capacity is being eroded. The fixation with a leaner state has hollowed out departments, most notably the Department of Mobility.
A striking example of this systemic failure is the chronic vacancy rate within the Department of Mobility, which stands at an alarming 32.8%, the highest of any province in the country. Compounding the problem further, these vacancies are concentrated in senior, skilled production, and supervisory roles, with 75% of vacancies falling in this category. This picture was painted by the Western Cape Department of Mobility before the Standing Committee for Public Accounts on Friday, 8 August 2025.
The report of the Department to SCOPA further reported that despite the Western Cape's sizable economy, its Mobility Department operates with far fewer directorates compared to provinces of similar or larger economic stature. For instance, Gauteng has four Deputy Director-Generals (DDGs), KwaZulu-Natal has three, while the Western Cape has none. According to a briefing by the Mobility officials, the department's actual vacancy rate is 30.2%, which is second only to Gauteng. This is indicative not of efficiency, but of administrative atrophy.
The officials from the department, in their own words, further told the Standing Committee that:
'This requires teams to perform additional functions for which there should ordinarily be dedicated capacity (for example, freight) or seek external specialised skills.'

In other words, the Department of Mobility in the Western Cape has been designed not to perform. Staff are stretched beyond capacity, key functions are either neglected or outsourced, and the burden continues to fall on already overstretched dedicated public servants.
Sadly, it is evident that the consequence of the DA's downsizing of the department remains a compromise of service to our people. Communities that depend on reliable mobility infrastructure are shortchanged, and public servants are pushed to the brink, all in the name of an ideology that prioritises austerity over human need.
This is, in essence, a plea to Premier Winde to abandon the neoliberal doctrine of 'doing more with less.' It is not only unsustainable, but harmful to the professional public service, to the people of the Western Cape, and an antithesis of any envisaged developmental state.
Further, for Premier Winde to listen to this clarion call, organised labour in the Western Cape Mobility Department, in particular, Police and Prisons Civil Rights Union (POPCRU) and the National Education, Health and Allied Workers Union (Nehawu) must step up and lead a Broad Popular Front against the chronic crisis of vacancies in the Mobility Department. The filling of the vacancies should be used as an opportunity to drive our progressive transformation agenda, and the department must be made to meet equity targets. Workers must rise and confront neoliberalism or risk perishing!!
Finally, now is the time for a people-centred, pro-public investment approach. One that recognises that efficient governance is not achieved by shrinking the state, but by strengthening it with capable personnel, adequate resources, and a commitment to social justice as a tenet for a developmental state.

Yet, she argues, this progress does not alter the fundamental reality: the system remains male-dominated. Women are often accommodated rather than empowered — permitted entry, but not granted equal authority. At the heart of this imbalance, Sultana identifies patriarchy as the primary barrier to women's true advancement. Despite variations in its expression, the core principle persists: men remain in control. While patriarchy undeniably obstructs women's ascent to leadership and influence, a troubling irony emerges: the system often finds its most effective allies among women themselves. As Anna Mokgokong compellingly argues in her piece Women Are Their Own Worst Enemies, women frequently fail to support one another. There is a disturbing pattern of mutual distrust, jealousy, and competition — a dynamic that undermines collective progress. This phenomenon is vividly illustrated in Malcolm Gladwell's Outliers, where he recounts the 'crab bucket' analogy: when one crab tries to escape, the others pull it back down. Similarly, when a woman rises, others — conditioned by internalised patriarchy — may unconsciously conspire to bring her down. Solidarity is not optional; it is essential. If women are to dismantle patriarchal dominance, they must embrace the empowering mantra: 'If it is to be, it is up to us.' Consider this powerful observation from a social media post I once read: 'If wealth were the inevitable result of hard work and enterprise, every woman in Africa would be a millionaire.' How true. For generations, African women have shouldered the dual burden of labour and caregiving — working the fields, raising children, sustaining families — yet were systematically denied access to land, property, capital, and secure employment. Their contributions were rendered invisible, their potential stifled. Recall that in the 1950s and '60s, single women teachers in many African countries were dismissed from their jobs if they became pregnant. These were not isolated injustices, but part of a broader architecture of oppression. Yet, from this crucible emerged resilience. Women of the 1960s and '70s, forged in adversity, created self-help mechanisms like stokvels, lifting themselves through collective effort. They understood a hard truth: 'Women, you were on your own.' In his article, Adam Minus (with Affiong L Affiong), poses a critical question: 'What have women not yet acquired, recognised, or claimed that would bring them to the table of power?' He highlights the glaring invisibility of women in African politics and public life. Despite their numbers, women often appear passive—unwilling or unable to leverage their collective strength. The result? A self-reinforcing cycle: men lead, women follow; men speak, women listen; men decide, women react. Affiong asks: When will the dancing stop and the discussion begin? When will praise-singing give way to negotiation? When will catering make room for conversation? These symbolic acts, women dancing to welcome male leaders at airports, must evolve into meaningful participation. The question remains: Can women stop playing on men's terms and begin charting their own path? Will they build autonomous political constituencies, redefine the rules of engagement, and demand power rather than beg for it? There is inspiration to be drawn from history. Frantz Fanon, in The Wretched of the Earth, describes how, during Algeria's liberation struggle, women transformed their societal roles. No longer seen as mere complements to men, they forged new identities through courage and sacrifice. They redefined gender relations through action and agency, a powerful lesson in self-determination. Globally, scholars offer both caution and hope. Francis Fukuyama, in Women and the Evolution of World Politics, suggests that while male tendencies toward dominance and aggression are deeply rooted, they can be redirected. He envisions a future — by mid-21st century — where ageing, affluent democracies in Europe and the US will see more women in leadership roles, driven by demographic and educational shifts. Hanna Rosin's The End of Men echoes this: not that men are disappearing, but that male dominance is waning, particularly in economies that reward communication, education, and adaptability — areas where women are increasingly excelling. Yet, as Ralph Richard Banks cautions, this shift is not uniform. In many developing regions, economic parity remains distant. Still, to deny the global strides women have made would be disingenuous. South Africa stands as a testament to women's resilience and leadership. We honour the legacy of Dr Margaret Mncadi, Victoria Mxenge, Zondeni Sobukwe, Winnie Mothopeng, Dorothy Nyembe, Philda Shange, Lilian Ngoyi, Winnie Mandela, and Helen Joseph — heroines of our liberation struggle. We celebrate global icons such as Miriam Makeba, Nkosazana Dlamini Zuma, and Phumzile Mlambo-Ngcuka. Their courage reminds us that we can — and must — produce more. I write not as a detached observer, but as someone shaped by the strength of women. I was once a boy who watched in awe as my mother navigated hardship with grace and power. I am now a husband who knows that there can be no true struggle between men and women — only a shared struggle for humanity. The real battle is not man versus woman, but humanity versus inequality. The path forward demands solidarity, self-belief, and sisterhood. Women must stop pulling each other down. We must lift each other up. SCA overturns ruling on WCED's record disclosure in unplaced learner case

Image: Phando Jikelo/African News Agency(ANA) / FILE The Supreme Court of Appeal (SCA) has overturned a ruling that ordered the Western Cape Education Department to hand over more detailed records in a case about out-of-school learners in the Metro East district - a matter that also challenged the department's handling of late applications and alleged systemic discrimination. The Equal Education Law Centre (EELC) brought the case to the High Court, seeking both urgent relief for unplaced learners and broader systemic accountability from the department. While the urgent part of the application fell away after the affected learners were eventually placed, the second part challenged the department's failure to address late applications and alleged that its conduct unfairly discriminated against learners. Part B sought various forms of review, declaratory and mandatory relief. Acting Judge Pitso Ephraim Molitsoane ruled: 'At no stage had EELC sought to amend its notice of motion to align with the broader averments made in its supporting affidavit. When the high court dealt with the rule 30A application (sought an order compelling the Department to file with the Registrar and EELC, 'a complete record containing all documents and all electronic records), the relief sought remained confined to the review of alleged failures or refusals by the Department in respect of the 2022 academic year. "The review relief, as framed in prayers 2 and 3 of Part B, is limited to that academic year and relates specifically to the named unplaced learners and others similarly placed. It was on this basis that EELC sought the production of a record under rule 53(1)(b) (the right to get the full record of the decision that's being reviewed). However, the high court erred in granting relief that extended beyond the scope of that review. The appeal must be upheld.' A central issue before the SCA was whether EELC was entitled to compel the Department to furnish a more detailed record beyond what had already been provided, namely, an Excel spreadsheet containing learner placement data. While the education department did furnish a record, EELC was dissatisfied with its content. In its founding affidavit, it alleged that the record was insufficient. EELC said the information was incomplete and lacked key details, including: the number of unplaced learners in the Metro East district; how many applications were received during 2022; how and where those learners were eventually placed; the policies or guidelines used to make placement decisions; whether schools had waiting lists; and whether schools were oversubscribed, including details on learner-teacher ratios and resource allocation in the district. The high court granted EELC's application, ordering the Department to file additional documents and information. However, the WCED contended that the record was complete, asserting that the record included all online and manual applications of learners known to the department; all applications received by the department; and the actual placements (or offers of placement) in respect of each learner. 'Crucially, what was before the high court was not the review itself, but an interlocutory application to compel production of a record. That application could only succeed to the extent that it concerned the review relief properly framed in Part B. In addition, EELC expressly framed the relief sought in Part B as being confined to the 2022 academic year. In its founding affidavit, it stated: '…for this Honourable Court to determine the reasonableness and legality of the [Department's] delay in placing the [l]earners as well as similarly placed learners, the complete rule 53(1)(b) record and reasons are required, which should include the information and documents listed in paragraph 11…'. However, the list contained in paragraph 11 includes materials that bear no relation to any alleged administrative decision subject to review. These include, for example, plans for the 2023 academic year, district-level resource allocations, and general data intended to support systemic declaratory or structural relief. Such relief is not dependent on the legality of a particular administrative decision, and therefore does not fall within the ambit of rule 53(1)(b). In compelling the production of information unrelated to reviewable conduct, the high court erred both procedurally and substantively,' court papers read.

Unlocking affordable housing: Cape Town's townships offer new opportunities for micro developers

Image: Phando Jikelo The ground is ripe for Cape Town townships' micro developers to build solutions to the pressing demand for affordable housing. Until recently, municipal by-laws, zoning requirements and complex, slow processes have been a significant barrier. This has resulted in slow development or simply led to developments that do not comply with regulations, a risk to property owners and their tenants. 'This journey started in 2020,' says Nomfundo Molemohi, Western Cape portfolio manager, uMaStandi. 'We wanted the City of Cape Town to recognise and support the township landlords who were already driving a quiet rental revolution - and we have continued to engage with the city on our clients' behalf to find solutions that would promote affordable housing developments that comply with city regulations,' Molemohi said. uMaStandi, TUHF's specialised finance vehicle for property entrepreneurs in townships, has long been a vocal advocate for policy change to ease the red-tape burden and empower aspiring property entrepreneurs to rise to meet the demand for affordable rental housing. The City of Cape Town's amendment to its Municipal Planning By-law, announced in July 2025, is a significant step towards unlocking the potential for affordable housing in the townships. After years of back-and-forth discussions, expert input, and relentless behind-the-scenes work with uMaStandi portfolio managers actively pushing and advocating throughout the process, this approval of the Municipal Planning By-law amendment is a breakthrough. Officially gazetted on 8 August, the Municipal Planning By-law amendment will come into effect at the beginning of next month. Molemohi explained that in many township areas, the current zoning is SR1 or SR2, which only allows up to three dwellings per plot. If a landlord wanted to build more, they would have to go through a long, technical and costly rezoning process. 'It has been a real barrier for landlords and micro developers. But with the new Municipal By-law amendment, landlords and aspiring micro-developers will be able to submit building plans for 8 to 12 units, depending on the plot size, without having to rezone. "This saves time, cuts out expensive professional fees, and helps get affordable housing into the market much quicker.' To help small-scale developers navigate the process more easily, the City of Cape Town has also developed prototypical building plans for bachelor and one-bedroom units; ready-made designs that meet regulatory standards. These plans will help in fast-tracking building approvals, reduce the need for costly professional services, and cut down on delays. It is a practical tool that makes compliance more affordable and accessible, especially for emerging landlords and micro developers. For uMaStandi, ensuring that the projects it finances are fully compliant has always been a top priority, and these plans are a welcome support in achieving and sustaining that. 'We work with our clients to make sure their developments are compliant, but until now the process had been slow and challenging,' says Molemohi. 'The availability of pre-approved prototypical building plans opens the door and will create significant opportunities for new rental developments. And just as importantly, it also creates an opportunity for existing landlords who simply opted out of meeting compliance requirements to now formalise and regularise their developments.' This matters because compliant properties have higher values and can even be leveraged to unlock refinancing. 'Our core mission at uMaStandi is to drive real development impact by helping our clients unlock dead equity in township property and build generational wealth. "The fast-tracking of approvals and reduction in professional fees represents a powerful shift that will transform Cape Town's landscape, particularly in historically excluded areas and a win for both micro developers and the broader housing sector," she says. Township residents can also benefit from these regulatory changes as demand for decent, affordable rental housing is pressing. uMaStandi has financed 134 units across several micro developments so far, and all are fully tenanted with waiting lists. 'Our clients are ready and willing to develop more projects,' Molemohi says. 'The by-law amendments will allow up-and-coming developers, who have been eager to get building, to step forward and make an impact.' uMaStandi said for them it is about more than simply building new developments. 'Our clients are aspiring property entrepreneurs who want to build successful, affordable rental housing businesses. So, we provide formal training and hands-on mentorship to support our clients every step of the way, on everything from securing plan approvals to registering companies to sustainability.' The landlords and micro developers will also benefit from the TUHF Programme for Property Entrepreneurship (TPPE): a comprehensive training programme in partnership with the University of Cape Town. This certified programme empowers entrepreneurs - clients and non-clients alike - with the tools to succeed in property. Most uMaStandi projects incorporate water and energy efficiency measures, as well as backup systems like solar power installations or JoJo tanks for rainwater harvesting, to alleviate dependence on municipal services. Self-contained units with their own ablution facilities, Wi-Fi, security and on-site laundromats are just some of the other features that make uMaStandi-funded projects attractive to township residents. Molemohi said they are proud of the fact that, through their engagement with the Mayor and City of Cape Town officials, their clients' voices have been heard and the barriers preventing them from investing more in the townships they live in – and love – have been eased. 'We're looking forward to supporting micro developers as they develop safe, compliant, sustainable, affordable housing solutions much more quickly than ever before.' In February, the Western Cape Property Development Forum (WCPDF) released a position paper, Enabling the Delivery of Housing in South Africa, providing insights from the property development and construction industry, recommending ways to move forward. Amongst other things, it posed ideas such as: the possible breaking down of finance into sub-parts of a development; reaching an understanding with traditional financiers around which part of the production line holds the highest risk for banks; reconsidering ownership of land towards establishing equity; and the need to establish more innovative financial solutions around the micro development sector. It also looks towards the establishment and possible funding of a South African-wide Government Fund which could act not as a lender but rather as a guarantor for affordable developments, within strict guidelines.
