Some retailers stop selling to U.S. consumers amid uncertainty over tariffs

As the United States ends a tariff exemption for small parcels on Friday, some retailers have stopped selling to U.S. customers while others are seeking temporary workarounds in the hope the tariff rate may be reduced.
The removal of 'de minimis' – duty-free treatment of e-commerce packages worth less than $800 – for products originating from China and Hong Kong exposes those goods to tariffs of 145 per cent on most Chinese goods following U.S. President Donald Trump's decision last month. The move upended global trade and triggered retaliation from Beijing.
British beauty products retailer Space NK has paused e-commerce orders and shipping to the United States 'to avoid incorrect or additional costs being applied to our customers' orders', the company said in a notice on Wednesday.
It is not alone. Understance, a Vancouver-based company that sells bras and underwear manufactured in China, told customers in an Instagram post that it would no longer ship to the United States due to the tariffs, saying it will resume once there is clarity.

'We're going from zero to 145 per cent, which is really untenable for companies and untenable for customers,' said Cindy Allen, CEO of Trade Force Multiplier, a global trade consultancy.
'I've seen a lot of small to medium-sized businesses just choose to exit the market altogether,' she added.
Import charges can vary depending on shipment methods. For goods handled by the U.S. Postal Service the tariff will be 120 per cent of their value, or $100 per package. The amount is due, opens new tab to increase to $200 in June, according to implementation guidance from U.S. Customs and Border Protection.

Oh Polly, a British clothing retailer, has increased prices in the U.S. by 20% compared to its other markets, and may have to consider further price increases because of the higher tariffs, said managing director Mike Branney.

Singapore-based fast-fashion giant Shein sought to reassure customers in a post on its U.S. Instagram account on Thursday, saying: 'Some products may be priced differently than before, but the majority of our collections remain as affordable as ever.' Shein sells clothes mostly manufactured in China, and the U.S. is its biggest market.
Temu, the international arm of Chinese e-commerce giant PDD Holdings (PDD.O), opens new tab, prominently featured products already in U.S. warehouses on its website, labelled 'Local', and a pop-up informed customers there would be no import charges for local warehouse items.
'All sales in the U.S. are now handled by locally based sellers, with orders fulfilled from within the country,' Temu said in a statement, adding that its pricing for U.S. customers 'remains unchanged'.

But items imported before the May 2 change will eventually run out. Both Shein and Temu have slashed their U.S. digital advertising spending in the past weeks as they prepared for the change that is likely to hit their sales.

Shein did not immediately reply to a request for comment.
De minimis was initially introduced to smooth online shopping and boost international trade, but became the target of bipartisan criticism due to its role in facilitating smuggling of fentanyl ingredients from China and fuelling a surge in imports of cheap clothes, toys, and furniture made in China through online platforms like Temu, Shein, and Amazon Haul.
De minimis has also been a channel for counterfeit goods. In 2024, de minimis shipments accounted for 97 per cent of the intellectual property infringement-related cargo seizures made by Customs and Border Protection.
Without de minimis, sellers of goods made in China have to provide U.S. customs with more detailed information about where each component of their product is made, an increased administrative burden that, along with the huge tariff cost, is dissuading small retailers.
UPS CEO Carol Tome said on Tuesday that many of the delivery firm's small to medium-sized business customers source 100% of their goods from China.
U.S. online marketplace Etsy said in a notice to sellers earlier this month that it was making it easier for them to clarify the country of origin of their products, as tariffs are applied based on where a good is made rather than where it is dispatched from.
While disruptive to ecommerce, the end of de minimis treatment of Chinese goods could give a boost to retailers less reliant on ecommerce or on Chinese manufacturing.

British fast-fashion retailer Primark, which sells clothes to U.S. customers only through its stores across the country, not online, said it could benefit from the change.
'With prices going up from this part of the trade, I wonder if some Americans might start going back to shopping centres to find value there,' George Weston, CEO of Primark owner Associated British Foods, told Reuters on Tuesday.

'They've started to adapt some of those roll-on, roll-off passenger ferries to be able to support military operations, including amphibious landing operations,' he said. China, which insists Taiwan is an integral part of China, has long been feared in the West to be preparing to seize the island by military force. However, Hart said China Merchants Industry Weihai Shipyard, while state controlled, is not owned by the China State Shipbuilding Corporation, which has been tasked with building China's navy, making it 'less problematic' than other shipyards in China. Ferries has taken the step to install all of its IT and vessel software in Canada after the ships are built, because not doing so could have left the corporation open to cybersecurity risks. 'I think that's a good best practice if a company is still buying from a Chinese shipyard,' said Hart. 'It helps, not with just cybersecurity, but also potentially with technological transfer to to China, which is an issue in itself.' Benjamin Fung, a professor in McGill's school of information studies, said that allowing China access to the internal systems of the ferries could have given the country the ability to plant a Trojan horse that could be used to stop them from working in a moment of geopolitical crisis. He said this has been evidenced in Russia's attack on Ukraine where Vladimir Putin's army used cyberattacks in the lead-up to the invasion. 'Given the geopolitical tension, it is difficult to guarantee the security of the ferries during 'critical moments', such as military action in the Taiwan Strait,' said Fung in an email to Postmedia. 'China may not have much interest in the confidentiality of the ferries, but it is possible to make the ferries stop functioning.' Part of the problem for companies like B.C. Ferries is that China has come to so thoroughly dominate the global shipbuilding industry, building roughly 60 per cent of all ships worldwide, that the ferry company didn't have much choice when going through the procurement process. Ferries has used shipyards in countries like Poland, Romania and Germany in the past, this isn't always possible, according to Hart. 'I think it's a challenge where China's rise and dominance has undercut other players in the industry, like Japan and Korea. It's also undercut U.S. and other countries ability to kind of maintain their own domestic shipping industry.' The head of the union representing B.C. Ferries workers is pushing both the provincial and federal governments to spend more on domestic shipping so that issues like this don't arise in the future. Eric McNeely, president of the B.C. Ferry and Marine Workers' Union, said it isn't that companies like Seaspan in B.C. don't have the capacity, but that they can't compete with Chinese firms that have massive state subsidies and cheap labour. 'Society has become a little accustomed to trying to seek out the most cost-effective method, right off the kick and not really looking at what that means long-term,' he said. 'That's okay, maybe for an iPhone that you have for two years. But it's a little different when you're looking at ships that are going to be in service, carrying humans for 40, 50 or 60 years.' McNeely acknowledged that building the ships at home would likely take longer and cost more, but said it could benefit B.C. by creating thousands of jobs and developing a world class shipbuilding industry in a country with one of the world's largest coastlines. He said he worries about the safety of his members who will be sent to China to oversee the project given the arrests of Canadians Michael Kovrig and Michael Spavor in 2018 after Canada detained Huawei executive Meng Wanzhou. Postmedia asked the corporation whether it knew the reasoning for why China has come to specialize in roll-on, roll-off ferries and what the added time and cost would be if it were to build the ferries domestically. The corporation was also asked who it had consulted in the provincial and federal governments about the contract offer to Weihai and whether the province could force B.C. Ferries to retract the contract if it wanted to. It didn't answer the questions, but said its contract is 'consistent with established practice across the Canadian marine sector' noting that over 100 ships have been constructed in China over the past decade for companies such as Seaspan, Canada Steamship Lines and federal ferry corporation Marine Atlantic. Transportation Minister Mike Farnworth has been critical of the deal but there is no indication he plans to intervene to force B.C. Ferries to build elsewhere. In a statement to Postmedia on Thursday, his ministry said it had been informed of the decision ahead of time, at which point Farnworth put his concerns to the ferry service about signing a contract actively engaged in a trade war with Canada. 'While it's disappointing there could not be more Canadian content in this contract, it's clear B.C. needs these new boats and needs them quickly,' said Farnworth. The ministry disputed the notion that the government can do anything about the contract, despite the fact that the provincial government is the corporation's only shareholder and MacPhail is a former NDP cabinet minister. GENEVA (AP) — Millions of dollars due to soccer club CSKA Moscow from West Ham will stay unpaid while financial sanctions are imposed by the British government during the Russian invasion of Ukraine. CSKA said on Friday it could file an appeal with Switzerland's supreme court in the three-year financial dispute over the 26.7 million euros ($30.8 million) transfer deal for Croatia midfielder Nikola Vlašić. A Court of Arbitration for Sport ruling in the case, further stalling payments owed by West Ham, is 'essentially an indefinite deferment plan for the English club,' CSKA Moscow said in a statement. West Ham must pay the outstanding money only when it can get a license from the British government or the sanctions regime is amended, the CAS judges ruled. They also overturned a FIFA order that West Ham should be liable for 5% interest since 2022 on the money. West Ham appealed to CAS challenging a FIFA order in 2023 to pay CSKA a second contracted part of the transfer fee or face a ban on registering newly signed players. The Premier League club signed Vlašić in 2021 and a second payment of 8.55 million euros ($9.9 million) was due in July 2022. That was five months after Russia's full invasion of Ukraine led the British government to impose financial sanctions including against CSKA's then-owner, the VEB bank, and the club's account holder. West Ham has argued since 2022 it was 'faced with the impossibility' of sending money to Russia without committing a crime. However, FIFA judges ruled in 2023 that West Ham did not prove it was impossible to make the payment.
