Private investment happening, but Trump effect and increased discipline is creating a ‘stop-start' effect: ex-FICCI president

Private investment is taking place in the country, but is concentrated in a few sectors and has been exhibiting a 'stop-start' effect since the COVID-19 pandemic, according to Subhrakant Panda, Managing Director of Indian Metals & Ferro Alloys Limited and former President of the Federation of Indian Chambers of Commerce & Industry (FICCI).
While some of the reasons behind this — global uncertainty and adequate current capacity — are more well known, Mr. Panda also points out that recent positive reforms such as the Insolvency and Bankruptcy Code (IBC) have encouraged companies to be more disciplined about their investments.
'It's not as if there is no investment across the board,' Mr. Panda told The Hindu in an interview. 'There is a reasonable amount of investment that is happening. Money will flow where there is opportunity.'
'I think there are sectors that are more in focus and are therefore getting investments,' he added. 'It's not surprising that a lot of investment is going into renewables, a lot of investment is going into logistics-related infrastructure. No doubt, a bulk of the heavy lifting is being done by the government, but private sector investment is coming in there as well.'
Reforms bringing discipline
One of the less-talked-about factors that has slowed investment activity as compared to previous years is increased discipline by investors, Mr. Panda pointed out.
'I think the IBC is one of the most major reforms that the government has enacted, a very good reform,' he explained. 'But the flip side of the reform is that, today, if a capex decision goes wrong, there are consequences. So there is that added layer of 'let me be sure before I go ahead'.'
IBC has brought about additional discipline in companies by instilling the notion that, if they take on debt and invest that into expansion, there are consequences if that does not play out the way they anticipated.
'I don't want to go down the path of saying what was happening earlier, but I think a better way of putting it is to say that today there are consequences for a wrong call and therefore it is important to be absolutely sure before you invest,' Mr. Panda added. 'Does that add a slight hesitation to an investment decision? Perhaps!'
He did clarify that it was not as if the private sector players operated as if there were no consequences earlier, but that these consequences are now 'more stark'.
Notably, Mr. Panda also pointed out that the IBC might actually be resulting in an undercounting of private investment. 'The other interesting aspect of IBC is that a lot of money has gone into reviving dead assets or underutilised assets,' he explained. 'I am not sure if an investment to acquire an asset under IBC is also being counted as private capex or not, but the fact is that is also money that is going into enhancing productive capacity.'
Trump effect, again
Mr. Panda explained that the years before the pandemic were not very much better in terms of global uncertainty. Then, too, it was the Donald Trump effect.
'In the pre-COVID years, if we were to extrapolate based on our experience in our industry, 2018 and 2019 were two very tough years because of all the trade disputes between the U.S. and China, particularly, which were creating turmoil throughout global markets,' he said.
He added that, while this uncertainty was definitely felt by the metals and alloys sector, it was fair to assume that this was the case for most of the Indian economy, barring a few exceptions.
'There was uncertainty due to all the tariff disputes in Trump 1.0,' Mr. Panda asserted. Now, geopolitical issues including tariff uncertainties brought on by Mr. Trump are playing spoilsport again, he added.
'If you look at private investment from 2021-22 onwards, the data shows that every alternate year, capex has grown,' Mr. Panda explained. 'FY25 saw the highest growth of about 55-60%, in investment intentions.'
This 'stop-start' has a lot to do with the continuing uncertainties around the world, he said. When the economy emerged from COVID, companies took about 18-24 months to gauge the scenario before committing to major investments.
'What has also happened in the last few years is that you have had a panoply of geopolitical issues, whether it is the conflicts, whether it is several other issues and now, of course, trade disputes in the form of reciprocal tariffs again coming up,' he said. 'So, I think all of that has had an input.'
Adequate capacity
Mr. Panda pointed out that the capacity utilisation of the private sector — a measure of how intensively it was using existing capacity — stood at about 75% at an aggregate level. This, he explained, was not high enough to encourage fresh investments.
'When we were coming out of COVID, capacity utilisation inched up from the high 60s to the high 70s,' he explained. But initially it was very disproportional, where certain sectors such as auto, paper, etc., were 90% plus and certain sectors, which were below the average. Now it's a lot more secular growth, if I can put it that way.'
'But the general principle is that unless you cross 80% capacity utilisation, you generally don't look at replacements,' he said. 'So, that is where it is.'

New Delhi: The US, Bangladesh, the UK, Australia and Canada were the top five source countries for Foreign Tourist Arrivals (FTAs) in India in the last five years, according to data shared by the government. Union Culture Minister Gajendra Singh Shekhawat shared the data in a written response to queries related to FTAs in the Lok Sabha. The FTA figures stood at 99.52 lakh for 2024, as per the government data. The minister was asked details related to FTAs recorded in the country during the last five years, and whether India's tourism sector has seen a significant recovery after the COVID-19 pandemic, with international tourist arrivals exceeding pre-pandemic levels. According to the UN World Tourism Organization, International Tourist Arrivals (ITAs) has two components, namely Foreign Tourist Arrivals (FTAs) and Arrivals of Non-Resident Nationals. The minister was also asked details about the top ten source markets for FTAs in India during the last five years. Shekhawat, in his response, shared tabulated data of top 10 source countries for FTAs during the last five years (2020-2024). The top 10 countries for FTAs in India during this period are the US, Bangladesh, the UK, Australia, Canada, Malaysia, Sri Lanka, Germany, France and Singapore, according to the data. The year-wise FTAs stood at -- 27.45 lakh (2020), 15.27 lakh (2021), 64.37 lakh (2022), 95.21 lakh (2023) and 99.52 lakh (2024). The year-wise ITAs stood at -- 63.37 lakh (2020), 70.10 lakh (2021), 143.30 lakh (2022), 188.99 lakh (2023) and 205.69 lakh (2024). In 2020 and 2023, Bangladesh was the top source market for FTAs in India, while for 2021, 2022 and 2024, the US occupied the top slot. The other three countries which figured in the top five source countries for FTAs India are -- the UK, Australia and Canada.

ANI IBC Amendment Bill 2025, has provisions for faster and efficient resolution of insolvency cases New Delhi: Various Supreme Court judgments in recent years have played their part in influencing the amendment to the Insolvency and Bankruptcy Code (IBC) proposed last week, as the government seeks to remove any legal ambiguity from the extant legislation, experts said. As per the proposed amendment, only the proof of default would be enough to admit an insolvency case. This would curb the discretionary power of the adjudicating authority in delving into other issues while deciding whether to admit a case. In the Vidarbha Industries Power versus Axis Bank case in 2022, the apex court had stated that section 7 of the IBC provides discretionary power to the National Company Law Tribunal (NCLT) to accept or reject an insolvency application, and that it can also consider relevant issues other than just default while doing so. The IBC amendment was introduced in the Lok Sabha last week and referred to a select committee. Anoop Rawat, national practice head (insolvency and restructuring practice) at Shardul Amarchand Mangaldas, said, "By clarifying that only default is required for admission into insolvency under section 7, prescribing timelines for the NCLT for admission of insolvency and approval of resolution plans, clarifying the definition of security interest (in aftermath of SC judgment in Rainbow Papers), and laying down the procedure for settlement proposals under Section 12A (in light of the SC judgment in Byju's), the amendment bill intends to remove ambiguities marring the IBC today." In the state tax officer versus Rainbow Papers case in 2023, the Supreme Court relied on the Gujarat VAT Act and held that the state tax department was a secured creditor. Experts had then said it was against the IBC intent and sought clarity on the status of government latest amendment clarified that government dues come lower in the priority order under the IBC's waterfall mechanism than those of secured secured creditor status will be recognised only if there are commercial agreements between the parties to this effect, it the latest amendment made it clear that once an insolvency case is admitted, the case can't be withdrawn by parties until the constitution of the committee of creditors (CoC). This is in sync with the Supreme Court verdict in a case involving Byju's parent Think and Learn and the Board of Control for Cricket in India (BCCI).

But beneath the surface, there's a flashing warning sign: the market's price-to-earnings ratio has climbed to 29.85, within a whisker of 30, and that should give investors pause, according to the Fortune report. Right now, investors are getting just $3.30 in earnings for every $100 they invest in the S&P 500, that's one of the worst deals just before the dot-com bubble in early 2002, as per the report. Over the past 25 years, the market's P/E ratio has only hit 30 a few other times and usually only because profits crashed during major crises like the 2008 financial meltdown or the early days of COVID, according to Fortune. In those cases, earnings dropped so much that it temporarily made stocks look more expensive than they really were, as per the report. But this is the first time the P/E has reached within a whisker of 30 since what's renowned as one of the most-unhinged times in the annals of financial markets, as reported by Fortune. The troubling factor is the way the multiple reached its current heights as the main driver was not rising profits, according to the report. Since the pre-COVID end of 2019, EPS for the S&P 500 rose by 67% or 9% annually, while the index has waxed far faster at 120%, or 14% a year, as reported by Fortune. The outlet wrote, "It's those divergent, sprint versus jogging performances that hiked the P/E from 22 to 30." The 10-year Treasury yield, for example, was just 2.2% on average from 2015 through early 2022, but now it's around 4.3%, making bonds a much more attractive option than before, as per the report. If inflation stays around 2.5%, which means companies can raise prices and profits at that pace, one might expect total returns of about 5.8% per year, as reported by Fortune. That includes the roughly 1.2% dividend yield investors get from stocks. But that small dividend is a sign of how pricey stocks have become, according to the report.
