Sibu police open child neglect probe after two-year-old dies in sewer fall

SIBU, Aug 6 — Police have opened two investigation papers (IPs) into the death of a two-year-old boy who fell into a sewer near Jalan Wong Soon Kai here two days ago (Monday).
Sibu police chief ACP Zulkipli Suhaili, in a statement, said one of the investigations is being conducted under Section 3(1)(a) of the Child Act 2001 for neglecting or exposing a child to a condition likely to cause physical or emotional harm.
He said an IP was also opened under the classification of a sudden death case (SDR).
According to him, a report on the boy's death was lodged by a medical officer at Sibu Hospital at 11.09pm on August 4.
'The boy was found by a fire and rescue team in a sewer and sent to the hospital.
'Upon arrival at the hospital, the victim was wet, pale and showed no signs of life, before being confirmed dead at the Sibu Hospital Emergency Unit,' he said.
According to earlier reports, the boy was found in the sewer after he was believed to have fallen through a manhole at Jalan Pedada.
The Malaysian Fire and Rescue Department (JBPM) received an emergency call regarding the incident at 6.29pm, and upon arriving at the location, the rescue team was informed by the victim's father that his son was missing and believed to have fallen into the sewer system.
It was said that the child often accompanied his father to collect used boxes in the commercial area.
During the incident, the boy was believed to have gotten out of the car to look for his father before falling into the uncovered manhole.

Dang Wangi district police chief ACP Sulizmie Affendy Sulaiman said the man, in his 20s, was detained after being spotted by the Integrated Control Centre crossing from Platform 2 to Platform 1 via the tracks at 10.11am. 'The complainant, a Prasarana auxiliary police officer, received information from the control centre and immediately went to the location before apprehending the suspect. He was then brought to the Dang Wangi district police headquarters for further action,' he said in a statement today. Sulizmie said the man failed to produce any valid identification documents when requested by police and had trespassed onto the tracks in an attempt to take a shortcut to his workplace. 'A police investigation paper has been opened under Section 447 of the Penal Code and Section 6(1)(c) of the Immigration Act 1959/63. A remand application under Section 117 of the Criminal Procedure Code will be made today to facilitate investigations,' he said. He also advised the public not to trespass into restricted areas, which could endanger both themselves and others. KUALA LUMPUR, Aug 7 — Police will arrest Kelantanese singer Eda Ezrin, her husband, and four friends the moment they return from Thailand, which released them from drug charges yesterday. Kelantan police chief Datuk Mohd Yusoff Mamat said officers have been deployed for this purpose ahead of their arrival, Sinar Harian reported. He added that two individuals from the group will be arrested under Section 5(2) of the Immigration Act 1958/63 for entering Thailand illegally. Eda Ezrin, whose real name is Wan Norshaheeda Azlin Wan Ismail, 30, will be detained along with her husband, Mohd Affendi Ahmad, 35, and three others. SINGAPORE, Aug 7 — A 69-year-old Singaporean man was today charged with child sexual abuse against two pre-teens in Bedok between 2020 and 2022. Six of the charges were for committing an obscene act against a child under the Children and Young Persons Act, and one of intentionally producing child abuse material, CNA reported. Citing from the charge sheets, the Singapore news portal reported that the abuses date back to November 2020 when the man used a digital camera to take 62 pictures of a 12-year-old boy's genitals. In March 2021, the man's sexual abuses escalated to performing sexual acts, first on the 12-year-old, and later, a second child aged eight at the time and whose gender was redacted from court documents. The sexual abuses continued in August the same year, and again in June 2022 against the older child who had turned 13 by then. The identities of the man and the children cannot be disclosed as the court has imposed a gag order. In court today, the accused was reported saying he plans to plead guilty to all charges involving the boy, but will claim trial to those involving the younger child. The man is scheduled to return to court in September. Under Singapore laws, those convicted of committing an obscene act against a child for the first time can be punished with a maximum seven years behind bars, S$10,000 fine, or both for each charge. Repeat offenders face up to 10 years jail, S$20,000, or both for each charge. For intentionally producing child abuse material, those found guilty can be punished with 10 years imprisonment, a fine or caning. But as the accused is above age 50, the cap for caning, he will be spared.
