
Chinese envoy touts prospects for EU-China business on eve of summit
'European businesses are finding ample space to expand in the Chinese market,' according to Ambassador Cai Run, the head of the Chinese Mission to the EU, in an op-ed that lists a string of investment and cooperation relations.
In the piece, Cai trumpets that 'brands such as BMW, Mercedes-Benz, and Volkswagen derive over 30% of their global sales from the Chinese market, with profits in China reaching up to 30 times those earned in their domestic markets.'
He claims that European products account for more than 30% and in some cases over 50% of China's total imports in sectors such as chemicals, optics, aerospace and aviation.
Meanwhile Chinese corporate investment in Europe is listed at length. Cai namechecks the Pelješac Bridge project in Croatia; the Hungary-Serbia Railway, 'China's first high-speed rail project in Europe', and Piraeus Port in Greece.
Of Piraeus, Cai claims in the op-ed that the project has created 4,300 direct local jobs and generated €1.4 billion in economic output, 'accounting for approximately 1% of Greece's GDP'.

Cai also touts cooperation through the China-EU Climate Change Partnership, saying China's electric vehicle and new energy battery industries 'have become key drivers of a new wave of investment in Europe, further strengthening the bonds of cooperation and injecting strong momentum into China-EU collaboration in the green and low-carbon sector.'
On research Cai says the Chinese government is prioritizing the EU as a key partner, and 'remains committed to an open and innovation-driven policy, expanding international scientific and technological cooperation'.
He also hails the Geographic Indications (GI) Agreement as China's 'first comprehensive and high-level bilateral agreement on GI protection, marking a milestone in China-EU cooperation on intellectual property rights.'
Since its entry into force, he says, Zhouzhi kiwifruit and French champagne 'have entered each other's markets, helping preserve cultural and natural heritage and injecting new momentum into deeper China-EU collaboration.'
Despite the envoy's optimistic tone, however, expectations for the outcome of Thursday's summit are muted, despite its coinciding with the 50th anniversary of diplomatic relations between China and the EU.
Among the extensive list of friction points, two stand out: Beijing's "no-limits" partnership with Moscow and the trade imbalances caused by industrial overcapacity.
In May, Chinese President Xi Jinping said the anniversary offered a chance to "properly handle frictions and differences, and open up a brighter future for China-EU relations". Ursula von der Leyen, the president of the European Commission, and António Costa, the president of the European Council, played into the momentum and committed themselves to "deepening our partnership with China".
But since then the tide has shifted.
Beijing's decision to restrict the export of rare earths, the metallic elements that are crucial for manufacturing advanced technologies, caused widespread alarm across European industry and earned a rebuke from von der Leyen herself.
"China is using this quasi-monopoly not only as a bargaining chip, but also weaponising it to undermine competitors in key industries," she said at the G7 summit in June.
"We all witnessed the cost and consequences of China's coercion."
Beijing immediately hit back against the Commission chief, calling her speech "baseless" and "biased", but offered an olive branch to build a "win-win" partnership.

Merz, Macron huddle over NATO and EU-US trade row
Macron and Merz, who took power in May, have been at pains to boost the partnership at the heart of the European Union as US President Donald Trump has rocked transatlantic ties. Macron said bilateral "convergence ... whether it concerns defence, security, the energy transition, or artificial intelligence and quantum technology, is absolutely key to gaining efficiency, critical mass and cooperation". Paris and Berlin, along with London and Warsaw, have pushed efforts to support Ukraine against Russia and build up the defence capabilities of NATO's European member states. Greeting Macron, Merz voiced optimism, saying that, as senior-level talks were being held, "we are hearing in these minutes that there could possibly be decisions". Macron emphasised the shared European desire "to provide stability and have the lowest possible tariffs, but also, of course, to be respected as the partners that we are". 'Energy restart' The two leaders also have to discuss several bilateral stumbling blocks, ranging from joint defence projects to energy. There has been disagreement over a combat aircraft to be made jointly by France, Germany and Spain. The head of French defence company Dassault, Eric Trappier, on Tuesday suggested that the viability of the project was in doubt. Merz said that they would talk "about common foreign and security policy, and we will talk about the joint projects that we both discussed some time ago and on which we are working intensively". Another tricky area is energy, where France relies heavily on nuclear power, which Germany has decided to phase out as it shifts increasingly to solar and wind. Paris wants Berlin to commit to "technology neutrality" and effectively classify nuclear energy as climate-friendly. Germany's previous coalition government of the Social Democrats and Greens rejected this, but Merz's centre-right CDU/CSU may be more open to the idea. In a joint newspaper article in May, both leaders pledged a "restart in energy policy" and "equal treatment at the EU level for all low-emission energies".

Connected to pressure pumps, long pipes penetrate the earth like intravenous lines. Water flows into a large rectangular basin, where it is mixed with powdered acid stored in large white industrial bags kept under a shelter. This solution is then injected into the ground via a network of gray, white and blue tubes that crisscross this deforested hillside. The acid dissolves the soil before being collected in metal basins, closely monitored in the summer heat by a handful of employees. This is where the metals essential for most cars, smartphones or missile guidance systems are extracted: rare earth elements. These are the materials Beijing now uses as leverage in the high-stakes game of global trade relations and are at the heart of what promises to be a tense summit between China and the European Union on Thursday, July 24. Jiangxi, a rural province in southern China, is the global center of production for some of these metals, specifically the "heavy" rare earth elements, named for their higher atomic mass. These seven elements, such as terbium and dysprosium, have seen their exports sharply restricted by Beijing since April, resulting in shutdowns of Suzuki assembly lines in Japan, Ford in the United States and several European suppliers. One extracted from the mines, the rare earth metals are transported to the regional city of Ganzhou, where they are refined and mixed with other metals, to produce products such as magnets that possess unmatched magnetic properties. Today, China holds a near-monopoly on the refining and transformation of rare earths into magnets, controlling 90% of the global market.
