Kamala Harris' Odds of Becoming President Soar at Bookmaker
Newsweek contacted Harris for comment on Thursday via email outside of regular office hours.
Democratic California Governor Gavin Newsom's term ends in January 2025, and he is term-limited. There had been much speculation about whether Harris, a former Senator from the state who lost the 2024 presidential election to Donald Trump, would run for the seat. picking up 226 Electoral College votes against 312 for her Republican rival.
The Democrats could have a wide-open primary in 2028 as the party has reexamined its leaders following the second loss to Trump. Newsom and Harris have both been mentioned as possible candidates, though the former vice president could face headwinds if she chose to run again after her 2024 defeat.
U.K. based bookmaker William Hill is currently offering odds of 25/1 (3.8 percent) on Harris becoming the next president of the United States, an improvement on the 50/1 (2 percent) it had before the former vice president announced she won't run for governor.
In a statement released on Wednesday Harris said she had "given serious thought to asking the people of California for the privilege to serve as their governor" but "after deep reflection, I've decided that I will not run for Governor in this election."
The current William Hill favorite to win the 2028 presidential election is Vice President JD Vance, at 5/2 (28.6 percent).
This is followed by the current Trump at 8/1 (11.1 percent), though he is serving in his second term and most constitutional scholars say that he is prohibited from running for a third term. As of yet, the president has refused to rule another bid out, commenting in March that "there are methods [by] which you could do it."
In the William Hill odds the current vice president and president are followed by House Democrat Alexandria Ocasio-Cortez and Newsom each at 9/1 (10 percent), former Transportation Secretary Pete Buttigieg, a Democrat, at 12/1 (7.7 percent) and Democratic Pennsylvania Governor Josh Shapiro at 14/1 (6.7 percent).
The president's son, Donald Trump Jr., and former Democratic Chicago Mayor Rahm Emanuel follow at 16/1 (5.9 percent) apiece, then Secretary of State Marco Rubio, a Republican, and Democratic Michigan Governor Gretchen Whitmer with 20/1 each (4.8 percent).
In addition to Harris former first lady Michelle Obama, the wife of Democratic President Barack Obama, Republican Florida Governor Ron DeSantis, Democratic Illinois Governor JB Pritzker, Democratic Kentucky Governor Andy Beshear and the president's daughter, Ivanka Trump, each had odds of 25/1 (3.8 percent) on being elected in 2028.
Speaking to Newsweek William Hill spokesperson Lee Phelps said: "With Kamala Harris effectively ruling herself out of the running to become the next Governor of California, we think she could have her eyes on the 2028 presidential election.
"Harris is currently our fourth worst result in our Next President market and after her latest career update, we've slashed her odds accordingly to 25/1 from 50/1.
"Harris isn't the only Democrat that has been popular in the market, with Alexandria Ocasio-Cortez consistently attracting support since the end of last year—when she was priced at 50/1—so much so that she is the worst result in our book and is now 9/1, third favorite behind JD Vance (5/2) and Donald Trump Sr (8/1)."
Harris has not announced whether she will run in 2028 and such a declaration would be highly unusual this early in the campaign cycle. Democratic Party primaries are expected to begin in early 2028 ahead of the main contest in November.

Top Trump Adviser Fails To Offer Evidence That Jobs Reports Were ‘Rigged'
One of Trump's top economic advisers wasn't able to point to much when asked for evidence to support the president's allegation that a former labor official had rigged revisions to job numbers. 'The revisions are hard evidence,' National Economic Council Director Kevin Hassett argued during a Sunday appearance on NBC's 'Meet the Press,' citing what he claimed were 'patterns' in the changes that have been made to jobs data in recent years. When asked what specific proof he had that these revisions were politically motivated or targeted toward Trump, Hassett deflected. Hassett's remarks follow Trump's abrupt and shocking firing of Bureau of Labor Statistics (BLS) Commissioner Erika McEntarfer on Friday, after he accused her of manipulating job numbers for political reasons. His alarming decision comes after a July jobs report was weaker than expected and after the BLS revised the gains from the two prior months to be significantly lower as well. The White House did not immediately respond to a request for comment. Democrats have warned that Trump's actions reek of authoritarianism and are illustrative of his penchant for 'shooting the messenger' when information that's presented is less than flattering toward him. BLS is in charge of producing monthly reports, which show the number of jobs that have been added or lost, and revisions are not uncommon as the agency receives more data from different employers. In 2024, the agency also changed job estimates it made during President Joe Biden's administration, a move that Hassett argued was done after the Democrat had already dropped out of the election to avoid harming his image. Former BLS Commissioner and Trump appointee Bill Beach has pushed back strongly against the President's claims, noting that a dedicated team is involved in compiling these reports. 'These numbers are constructed by hundreds of people. They're finalized by about 40 people,' Beach told Politico on Friday. 'These 40 people are very professional people who have served under Republicans and Democrats.' He stressed on Sunday that former BLS Commissioner McEntarfer had no means of unilaterally messing with the data. 'There's no way for that to happen,' Beach said in a CNN interview. 'The commissioner doesn't do anything to collect the numbers. The commissioner doesn't see the numbers … until Wednesday before they're published. By the time the commissioner sees the numbers, they're all prepared.' McEntarfer was previously confirmed by an overwhelming and bipartisan majority in the Senate in 2024. Related... 'The View' co-host describes Harris interview as 'microcosm of everything that's wrong' with Democratic Party
"The View" co-host Alyssa Farah Griffin described former Vice President Kamala Harris' interview with Stephen Colbert as a "microcosm" of everything that's wrong with the Democratic Party after the party lost in 2024. "I was struck by, I'm going to try not be too harsh on this. This interview felt like a microcosm of everything that's wrong with Democrats post-election. I'm going to CBS and this sort of trying to make a point that they fired Stephen Colbert, which many on the left called an attack on democracy, a man who was making $20 million a year, someone I hold in high esteem, but the economics of his show were not working," Griffin said during an appearance on CNN's "Table for Five" on Saturday. CBS announced in July that they would be ending Colbert's late-night show at the end of the next broadcast season, citing financial reasons. However, Colbert's liberal allies believe the cancellation was political, as it came days after he criticized CBS' parent company, Paramount, for settling with President Donald Trump. "He was losing $40 million a year. He was in the Ed Sullivan Theater, which is expensive, to talk about the plight of democracy at CBS, a network that's having its own struggles right now, rather than talking about the economics of the situation and playing to something a shrinking audience that is network television, not realizing it's not where the American voters are," Griffin, an anti-Trump Republican who voted for Harris in 2024, continued. Griffin said Harris decision to appear on Colbert was like "announcing your exploratory committee on the sinking deck of the Titanic." CNN data analyst Harry Enten dismissed Harris' comments during the interview about a broken system. "Recently, I made the decision that I just – for now, I don't want to go back in the system. I think it's broken," Harris told Colbert after he asked about her declining a potential California gubernatorial run. "I just can't possibly believe that someone who was attorney general for a good period of time, a United States senator for a good period of time, and then vice president for four years and then ran for president, all of a sudden believes that the best way to solve it is from being outside the system. Oh, please. Not a chance on God's green earth that that's necessarily the case," Enten said, reacting to Harris' remarks. "What's probably going on is she saw what the polling numbers were, perhaps for her running for governor of California. Yes, she has left open the idea that maybe she could run in 2028 for the Democratic nomination. But I'll tell you Abby, I've looked at those numbers. She would be the weakest front-runner since 1992. So the bottom line is this, she is looking at the numbers. She knows what's cooking. And then all of a sudden, you know what? Actually, this lifelong politician, I want to be outside the system. Give me a break," the CNN data analyst added. Harris announced on Thursday she would be releasing a book on her failed 2024 campaign. Harris, in a video posted to social media on Thursday, announced that her new book, titled "107 Days," will be released in September and will provide details on what she calls "the shortest presidential campaign in modern history." "I believe there's value in sharing what I saw, what I learned, and what I know it will take to move forward," Harris said.
