
Sabah MACC offers cash rewards to civil servants for reporting graft
Its director, Datuk Karunanithy Y. Subbiah, said this move is in tandem with the state policy since 2011, which aims to boost integrity and courage among public service workers and encourage reports of any form of graft.
'If any civil servants make a report to the MACC of alleged corruption, be it offering or receiving, which leads to the case being investigated and prosecution made, then the case will be evaluated by a state-level committee to decide on the monetary reward,' he said.
He said this to media personnel after an Integrity Seminar for public service here on Thursday (July 3).
Karunanithy said this committee was chaired by him, along with representatives from the Audit Department and the Sabah Civil Service Department.
He said a recommendation on the value would be made before it was presented to the central committee for a suitable reward to be determined.
'The reward is usually on a dollar-to-dollar basis, whereby the cash money is equivalent to the offered bribe money,' he stated.
'For example, if a civil servant is offered RM10,000 and reports this to the authorities, then the amount would be suggested as the reward,' said Karunanithy.
However, for cases involving small amounts such as RM100, the minimum award for consideration is RM500, he said.
According to Karunanithy, in addition to cash compensation, the civil servant would also receive an official certificate of appreciation for their commitment to upholding integrity within the public sector.
He stated that this reward mechanism only applies to public servants who are offered bribes and make formal reports to the MACC, and not to those who act as public whistleblowers.
According to Section 25 of the MACC Act 2009, it is compulsory for any individual who knows of any form of graft to report it to the MACC. Failure to do so is a crime.
On related matters, he said a total of RM54,850 in reward money was given to civil servants in Sabah in 2023.
Karunanithy said out of this amount, RM52,850 was awarded to policemen and RM2,000 to immigration personnel.
He said the police force was the most active in reporting graft, but only one state agency, the Wildlife Department, has made a report thus far.
He also shared a case where a civil servant received a money-filled envelope discreetly from an unknown individual, who, out of honesty, surrendered the money directly to the MACC for action to be taken against the offender.

MACC nabs 'Datuk' for allegedly laundering millions of ringgit
PETALING JAYA: A company director with the title of Datuk has been arrested by the Malaysian Anti-Corruption Commission (MACC) for allegedly laundering millions of ringgit. The suspect, who is in his 50s, was arrested as part of a probe into money laundering activities amounting to around RM75mil. The director was arrested on Wednesday (July 2) after he presented himself at the MACC headquarters. He was then remanded on Thursday (July 3) for four days until July 6. "The suspect is believed to have committed the act in 2012 for the approval of a RM400mil loan for a fibre network development project. "Initial investigations believe that RM75mil was channeled to a company owned by the suspect," sources said. The arrest was a part of follow up actions under Ops Fibre. On June 30, the MACC had raided four locations in Selangor and Kuala Lumpur that belonged to the suspect. "The MACC has also frozen 12 bank accounts, both personal and corporate, worth around RM400,000," the source added. MACC Special Operations Division senior director Datuk Mohamad Zamri Zainul Abidin confirmed the arrest when contacted, adding that investigations were being conducted under the Anti-Money Laundering, Anti-Terrorism Financing and Proceeds of Unlawful Activities Act (AMLATFPUAA) 2001.

One motorist detained in North-South Expressway blocking incident
REMBAU: Police have arrested a motorist for traffic obstruction along the southbound carriageway of North-South Expressway near the Pedas-Linggi rest and service area (R&R) here yesterday. The video of the incident, which also involved a few other motorists, had gone viral on social media. Rembau police chief Superintendent Hasani Hussain said the suspect, in his 50s, was arrested in Seremban around 12.30am today. "We have arrested one suspect who owns one of the vehicles believed to have blocked traffic on the highway. Efforts are underway to trace the remaining individuals involved. "Initial findings indicated that the individuals were vehicle repossessors attempting to reclaim a car," he said today. The matter is being probed for obstructing public passage, which carries a maximum penalty of one month's imprisonment, a fine of up to RM1,000, or both upon conviction. Hasani said the police took traffic disruptions seriously, especially those that impeded the smooth flow of traffic on highways. "Such behaviour endangers other road users, particularly on high-speed highways. It is not only unlawful but also heightens the risk of fatal accidents," he said.

Five family members granted bail in teen kidnapping case
SEREMBAN: The High Court here today allowed the bail application of five family members charged with kidnapping a 16-year-old girl in April. Their lawyer, T. Harpal Singh, informed Sessions Court judge Datin Surita Budin of the High Court's decision, which was made after a review of the initial bail rejection. On May 14, the Sessions Court had denied bail to the five accused: D. Sasveena, 31; T. Boharaj, 32; Farhin Muhamad Ariffin, 23; and siblings P.K. Koshenn Kumar, 21, and P.K. Siveeshinaa, 23. Harpal said the High Court allowed bail of RM15,000 for each of the accused, with two sureties from among family members. The court also imposed five additional conditions: the accused must surrender their passports to the court and must not contact the victim or any prosecution witnesses. Deputy public prosecutor Norazihah Asmuni told the court that all documents had been handed over to the defence, except for the closed-circuit television forensic report, the accused's mobile phone analysis, and the victim's medical report. According to the charge, the five allegedly acted in concert to abduct the teenage girl with the intent of demanding a RM2 million ransom. The offence was allegedly committed at 5.45pm on April 10 in front of a hair salon on Jalan S2 B10, Uptown Avenue Seremban 2. They were charged under Section 3(1) of the Kidnapping Act 1961, read together with Section 34 of the Penal Code, which carries a mandatory jail term of not fewer than 30 years and whipping upon conviction. The court set Aug 5 for the next case mention to facilitate document submission. On April 14, it was reported that police shot dead a man in Bandar Bukit Tinggi, Klang, believed to be involved in the kidnapping case.
