Auckland's rapid population growth is considered one of the key challenges for incoming council elected members, a report has revealed.
The city's population is expected to jump to 2.3 million people over the next three decades, leaving questions on how Auckland Council will pay for the increased demand on services.
Auckland Council's pre-election report, prepared to support the upcoming local elections, lists how leaders can best use resources for the region's future.
Key issues identified were productivity and growth, infrastructure investment, asset management, climate resilience, community services and funding.

Council chief executive Phil Wilson, in a statement, said the report will give Aucklanders and its future leaders greater awareness of the opportunities and challenges facing the region.
"By 2034 we are projected to see an additional 200,000 Aucklanders joining our diverse community," Wilson said.
"That is slightly more than Hamilton being added, in only nine years. This rapid growth brings increased demand for services and infrastructure, such as transport, water services, parks and community facilities."

Auckland was a vibrant and rapidly growing city, and council's elected members face some tough decisions over the next three years on how to pay for that growth on a tight budget, he said.
"To accommodate this growth, we must confront the challenges our region faces, while ensuring long-term financial sustainability.
"These include addressing Auckland's relatively low productivity and lifting the region's economic growth to support development."
Wilson said council exists to be an effective agent for the needs and aspirations of Aucklanders, and good governance should be prioritised.
"To ensure this, it's vital that people standing for roles as mayor, councillors or local board members are well-informed as to the state of the city, key challenges and the council's financial situation."
Current council strategies respond to growth by integrating land use and infrastructure planning, improving transport networks and advocating with central government for greater input into policy.
However, Wilson said more will be required as the council continues to plan for a projected growth of 540,000 people over the next three decades - bringing Auckland's population to 2.3 million.
"To increase productivity and influence positive growth, Auckland must address long-standing barriers, including congestion, infrastructure bottlenecks and regulation.
"We also want to maintain the council's sustainable financial direction where we affordably deliver the infrastructure and services Aucklanders expect, to help them live their lives better."
The council estimates the need to invest $295 billion on maintaining, operating, enhancing and growing Auckland's infrastructure over a 30-year timeframe.
"Unlocking the potential created by infrastructure investment is an opportunity to be considered by our elected members, including working with central government agencies and other partners to identify and maximise the opportunities.
"Infrastructure investment makes up 86% of the council's total budget to 2034, so it's a significant part of decision-making for elected members."
Wilson said council must also respond to greater demand on its community services and an increasingly diverse community, with equally diverse needs.
The current services require further investment to ensure they remain relevant, accessible and effective in addressing the changing needs of Auckland's communities, he said.
The Pre-Election Report is a legislative requirement under the Local Government Act 2002, where council chief executives must prepare a report independently of the mayor and councillors.

'That trend really started a couple of years ago, so we've been seeing that since early 2023. And that really coincides with that period of economic hardship. 'Initially it was about cost of living, when inflation rose very sharply… then of course the recession - when we've seen quite a big set of job losses and that wider hardship. '[Hardships] used to be under about 2000 a month and we've been closer to 4500 a month in the last little while, so [that] gives you a sense of just how much hardship there is.' Eaqub said redundancies were the biggest driver of hardship in the past year. 'There's a bunch of reasons, but really it's about that big increase in job losses over the course of the last couple of years. 'While the overall rate of inflation has slowed, the cost of living is still really high. So, what we've seen is the rate of growth… costs are not increasing as fast as before but they're still very expensive. Particularly for things like food. 'Food prices are up around 4.5% [in the last year], people's incomes are not rising that fast.' Eaqub called it a 'double whammy'. 'When the economic conditions are weak, it tends to affect people in more than one way. 'It's around 0.3% of all KiwiSaver members. So, it's gone up a lot since the pre-Covid years when it was 0.2%. 'It's a small number of people who are experiencing a lot of hardship.' He said the average amount withdrawn is about $9000. '[People] are taking out what they can to cover their outstanding debts and making sure they've got money left over,' Eaqub said. Eaqub said this can have implications on retirement savings later in life. 'I guess it's choosing between financial hardship today versus financial hardship potentially later. And that's the trade-off that you have to make. 'If you're in hardship today, then it is no good saying that in 20 or 30 years time I'm going to have a better retirement if you're living in poverty today. 'Quite often we're talking about people who have relatively small balances.' Those contributing to KiwiSaver were also better insulated for when hardship hits. 'Quite often the people who don't [contribute] are on low incomes. And for them they are missing out on the employee contributions, the Government contribution. 'Those people who have been contributing to KiwiSaver are better off in the sense that, at least they have these pre-cautionary savings and they've saved a lot more income they might have otherwise had. 'So, they may not have more money in retirement but they will at least have more money in hardship today.' Cameron Smith is an Auckland-based business reporter. Photo: Taupō District Council / Supplied An external review following a New Plymouth District Council rates GST blunder - which could've cost it $20 million in lost revenue - indicates key managers may not have a sufficiently sophisticated understanding of the rating process and its impacts. The Simpson Grierson review found the council lacked financial reporting and modelling capability which "strongly suggests a need for training, and possibly recruitment/restructure and training". Council chief executive Gareth Green conceded an earlier restructure - which saved the district council $10 million - played a part in the error. "That necessitated some significant pressure being applied through the business. "I think that pressure along with other pressure points in the local government sector has contributed to this [mistake] occurring, so certainly the pressure that restructure has applied has had an impact, most definitely." He was instigating another restructure designed to bring more financial and local government experience to council staff. Green said this would result in a "small number of job losses" due to new positions being created. He wasn't thinking about falling on his sword. "I do take full responsibility for this, but I am not tendering my resignation at the current time. "My total focus at this point is leading this organisation through this situation and making sure we can resolve it in the best possible way." The Simpson Grierson review also uncovered two further bungles . It revealed the council hiked average residential rates 12.8 percent rather than 9.9 percent as advertised. The gaffe equated to $102 per ratepayer or $3.1 million. The review also identified an annual plan wording error relating to industrial water use which could've cost council a further $1.4 million in lost revenue. In his report, consultant Jonathan Salter said sophisticated knowledge and understanding of the rating process and rating impacts tended to be the domain of specialist officers with a long-standing understanding of the rating function. These staff were usually intimately familiar with the council's financial reporting and modelling systems, the valuation and rating information database and the district itself, he said. "There appears to have been a lack of capability in these two areas. This strongly suggests a need for training, and possibly recruitment/restructure and training." New Plymouth Mayor Neil Holdom. Photo: RNZ / Robin Martin Mayor Neil Holdom said one reason why he called for an independent review when the GST error was discovered was so council could learn from its mistakes. "I just want to make it clear the councillors - the governance team - made decisions based on information that was incorrect. "Our long-term plan was audited by Audit NZ and they also didn't pick up this error in our rating calculation model." Holdom said the proposed restructure would bolster the financial capability and bring people onboard council with local government experience. The Simpson Grierson report also recommended an independent legal review be a component of the annual rate setting process, and that council not rely on the Audit NZ review alone. Holdom said an extra-ordinary meeting on 22 July would consider a proposal for future annual-plan and long-term plan calculations to be externally peer reviewed as part of a parcel of steps to address the recent errors. Salter also wanted the council to review how it handled documents. "It appears that document management may have been an issue ... the restricted water supply targeted rate issue appears to have arisen from an incorrect 'cut and paste' from another document." Holdom earlier described the GST blunder as a "typo" and a "cut and paste" error. The Simpson Grierson consultant also thought council should consider moving away from an average residential rates model to an overall rates model. "This would be a more transparent and certain disclosure. If there is reference to the 'average' rather than 'overall' rates increase, this concept should be defined." At the extraordinary council meeting on 22 July, the mayor would recommend councillors approve a one-off rates refund to all residential property owners to ensure the average residential rates increase equalled 9.9 percent. That would require council to find $3.1 million in savings elsewhere. Councillors would also vote on amending the rates resolution wording regarding properties on a restricted water flow - usually industrial users - to ensure council was able to charge $418 for each cubic metre of water as intended. Urban, Māori and disconnected - the Tāmaki Makaurau by-election

Names like Sir Pita Sharples and John Tamihere echo through the halls of its political past, with fierce loyalty often split between Labour's red banner and Te Pāti Māori's fast rising tide. Now, on 6 September, in what is being billed as a pivotal political contest, two Māori heavyweights will vie for that seat in a by-election triggered by the sudden death of Te Pāti Māori MP Takutai Tarsh Kemp last month. On one side is Peeni Henare, the seasoned Labour warrior, once a Cabinet Minister, once the seat's representative, now back seeking redemption . On the other hand, Oriini Kaipara, the former television journalist turned politician, is a fresh face for Te Pāti Māori , with a moko kauae and a mission to amplify the voices of whānau who feel abandoned by politicians - particularly the coalition government. Hannah Tamaki, the wife of Brian, is also standing for Vision New Zealand. National, the Greens, NZ First and ACT have all ruled out participating in the by-election. RNZ Māori news journalist Tu Natanahira tells The Detail the seat is of one of the most strategically important Māori electorates in the country. "First and foremost, the seat is sort of the birthplace of what was then called the Māori Party, now Te Pāti Māori," he says. "All of the conversations, all of the thrust for the party, much of that was discussed out West Auckland at Hoani Waititi Marae, which is also where Oriini Kaipara's selection to run in the seat was announced and decided by Te Pāti Māori members. "The seat ... has an enormous Māori population and importantly, much of that Māori population is pan-tribal and, of course, it is urban. It's a very important seat to get because you get a sense of what urban Māori want or what urban Māori are looking for. "Labour's Peeni Henare, of course, has had a lot of success in that seat." Henare first won it in 2014 and held it until the last general election, when Kemp beat him by just 42 votes. Now he's back, with a promise to rebuild trust and bring Labour's values back to the Māori heartland. Kaipara, a mother of four and a grandmother, wants a focus on Māori families, who, she says, are bearing the brunt of housing shortages and a struggling health system. "Both of the candidates are running on similar platforms, and it all comes down to the cost of living, housing, and making a better life for people living in Auckland," Natanahira tells The Detail . "It's going to be a really tight [race]." So, with less than seven weeks until voting closes, there's no clear favourite. Advance voting will be critical, and turnout will make or break the result. Journalist and Auckland University senior media advisor Te Rina Ruka-Triponel tells The Detail that the now-defunct Treaty Principles Bill and the Regulatory Standards Bill are among the issues that are front of mind for Māori and will "hopefully encourage them to vote". "Reflecting on what's been happening, who is in charge at the moment, and how do our values align with theirs, if they don't, that's exactly why you should vote in the by-election," she says. "But I also want to touch on something really important ... there are many reasons why Māori don't vote - because they don't subscribe to the Crown, they don't believe in the Crown, and it's kind of this never-ending cycle of never having your voices heard. "But I also want to make a point that by voting, we get our people in, and that way our voices are heard. We have got to put someone in there who is going to represent us." Whatever happens, Tāmaki Makaurau will again become a bellwether for the Māori political mood. Is Labour still the party of the people? Or is Te Pāti Māori the new face of rangatiratanga?
