- Social Protection Programmes Key To Poverty Reduction

However, the effectiveness and breadth of these initiatives are called into question as rising living expenses continue to exert pressure across all income brackets, including the M40.
Malaysia has stepped up efforts to reduce poverty in recent years through targeted social protection programmes, particularly those focused on the B40 income group.
Targeted assistance for the Bottom 40 per cent (B40) income group is the central tenet of Malaysia's approach to reducing poverty.
A recent report from the DOSM states that the average income of the B40 has increased by only 1.5 per cent per year, which is not enough to keep up with inflation. Many people still have limited purchasing power as a result, particularly given the sharp increase in the price of food and housing.
The Department of Statistics Malaysia (DOSM) statistics, however, show that although these programmes provide short-term respite, they cannot significantly improve families' long-term economic standing.
Programmes like Bantuan Sara Hidup (BSH), Bantuan Prihatin Rakyat (BPR), and the more recent measures unveiled in Budget 2025 aim to help low-income households cope with the rising cost of living. These initiatives provide needy families short-term financial relief through subsidies, housing assistance, and cash help.
As such, Prime Minister Datuk Seri Anwar Ibrahim has underlined the government's will to address these problems, promising to lower costs and increase accessibility to necessities to ease financial burdens.
Critics contend that monetary distributions could not alleviate underlying economic inequities despite these guarantees.
"Malaysia's B40 will continue to face an uphill struggle against poverty without structural reforms in education, employment, and wage policies," one economist noted.
Global social protection models: achievements and insights for Malaysia
Various social protection regimes worldwide have successfully reduced poverty, particularly when multifaceted and sustainable approaches are used.
One programme generally commended for decreasing severe poverty is Brazil's Bolsa Família, which goes beyond cash transfers by requiring families to comply with health and education standards.
This strategy has broken the cycle of intergenerational poverty, which has had a profoundly positive effect.
Another practical example is the Basic Livelihood Security Programme (BLSP) in South Korea, which combines financial help with housing assistance, skill development, and job support. By linking financial aid to social services and job training, the BLSP has decreased poverty rates and enhanced recipients' capacity to find steady work, encouraging long-term independence.
South Korea's strategy emphasises the necessity of a comprehensive social safety net that fosters employment and skill development. Similarly, the European Union's "Active Inclusion" approach supports beneficiaries by combining labour market reforms with social protection, offering financial assistance and work placements.
Malaysian approach gaps: going beyond financial aid
Although Malaysia's B40 initiatives offer much-needed financial assistance, they don't have the same cohesive structure as nations like Brazil and South Korea.
Due to the lack of a multifaceted strategy, B40 beneficiaries' ability to achieve economic independence is restricted.
According to a local economist, "Despite its usefulness, monetary aid frequently results in dependency if employment-based and educational initiatives do not accompany it."
In addition to providing help, we must empower beneficiaries.
The main drawback is that Malaysia's social security system primarily uses short-term financial assistance to combat poverty rather than focusing on long-term empowerment initiatives.
On the other hand, effective schemes, such as the BLSP in South Korea, strongly emphasise developing human capital, providing work opportunities and skill training to recipients as part of their social benefits.
Another gap is the availability of affordable housing. Although Malaysian authorities have started projects to provide inexpensive housing, they are frequently focused in metropolitan areas where demand outpaces supply, underserving rural and peri-urban locations.
Future directions for Malaysia: establishing a comprehensive social safety system
Motivated by South Korea's BLSP and Brazil's Bolsa Família, Malaysia might benefit from implementing a more all-encompassing strategy that incorporates job assistance and skill development to improve the efficacy of social security. Working with social services and career development programmes might pave the way for the B40 to become resilient and financially independent.
Furthermore, prioritising accessible education and universal healthcare will guarantee that fundamental necessities are satisfied, lessening the financial burden on low-income households.
These steps would align with international best practices, calling governments to establish safety nets that do more than alleviate acute misery.
Finally, increasing social protection in underprivileged regions might improve living conditions for low-income people in rural and urban areas, addressing regional disparity concerns.
When Malaysia prepares for Budget 2026, adding these components might turn the B40 support system into a cornerstone for long-term, sustainable poverty alleviation.
In conclusion: using holistic reform to close the gap
A move towards a more integrated strategy might enhance results for the B40 and beyond as Malaysia's social protection programmes continue to develop.
As demonstrated by international examples, providing routes to education, work, and self-sufficiency is necessary to reduce poverty effectively.
If these all-inclusive models are emulated, all Malaysians might gain from the country's progress, which could help Malaysia close the gap in economic inequality.

THE launch of the 13th Malaysia Plan (RMK13) by Prime Minister Datuk Seri Anwar Ibrahim recently marked a significant milestone in our national development journey. With its strong emphasis on equitable growth, resilience and social wellbeing, RMK13 charts a bold path forward, not just for rural communities and industrial zones, but also for high-density urban centres like Bukit Bintang where I have been active in community work over the past decade. RMK13 sets out to uplift the quality and dignity of life for all Malaysians, promising to lift the baseline and the quality of life for the people and to build a decent standard of living. As a local community activist, I view this plan as an important opportunity to bring lasting improvements to those often overlooked in the shadows of city skylines. Everyday concerns in the city In Bukit Bintang, the concerns are familiar: affordable housing, accessible healthcare, quality education and the rising cost of living. While RMK13 allocates RM40 bil for health and RM67 bil for education, the key question is how to ensure that every ringgit reaches the people who need it most. For example, public clinic congestion remains a challenge, especially for senior citizens. Families with school-going children often feel compelled to spend on tuition just to keep up. And even basic expenses—from groceries to childcare—have steadily crept up for those living in high-cost districts. Under RMK13 the commitment towards an inclusive and responsive development is crystal clear. What matters now is making sure the delivery mechanisms match the lived realities of people in the city. Making the unseen visible One area where we must continue improving is how we identify those most in need. In the city, poverty and hardship do not always look like they do in rural districts. In places like Besut or Bagan Serai, RM100 can be stretched much farther than in Bukit Bintang, which lies at the heart of Malaysia's capital. Beneath the neon lights of Bukit Bintang, poverty persists in ways not often obvious. Around the Central Market, Medan Pasar, and even near the Jalan Sultan Ismail-Jalan Bukit Bintang junction, homeless individuals can be found sleeping on the streets. Single mothers are also found in pockets of the city where lower-income families reside, such as the Hang Tuah Public Housing flats and the Salak South People's Housing Project (PPR). As for the hardcore poor, while the numbers are relatively low in Bukit Bintang, even a single household is one too many. Some are found in the Blue Boy Mansion and Selangor Mansion, whose names may evoke grandeur but in reality house many low-income residents. RMK13 rightly reminds us that GDP growth means little if people's freedoms and dignity are still shackled by hunger, injustice or exclusion. As someone who lives and serves in Bukit Bintang, I see that reality every day. Walking the talk in Bukit Bintang While RMK13 outlines a national framework, real impact comes from local leadership stepping up to meet immediate needs. For years, my team and I have been actively serving on the ground in Bukit Bintang to safeguard the welfare of our community. For example, through the Jualan Rahmah initiative led by the Domestic Trade and Costs of Living Ministry (KPDN), we work closely to bring affordable grocery sales to the heart of the city. Our role includes identifying suitable sites, assisting with crowd control and registration on the day, and verifying that participants are Malaysian. In addition, we distributed 99 Speedmart vouchers worth RM100 each to around 2,000 elderly residents and households in need. These help them cope with rising costs and manage their daily expenses. We also support residents who often fall through the cracks of national assistance schemes such as Sumbangan Tunai Rahmah (STR) and Sumbangan Asas Rahmah (SARA). Many walk into the Federal Territories Residents' Representative Council office to check their eligibility or request help with registration. To make access even easier, we now invite the Welfare Department and the Inland Revenue Board to set up booths during certain community programmes so that residents can check, clarify and register on the spot. These may not be grand initiatives, but they deliver meaningful help to those who need it. By connecting national policy with local action, we help ensure that no one is left behind. Looking ahead RMK13 is not just a document of targets and budgets. It is, in many ways, a moral and social obligation. It reminds us that, to quote PM's address when tabling RMK13, 'justice is not merely a moral principle but a social instrument that unites society'. I believe Bukit Bintang reflects both the promise and the challenges of urban Malaysia. It is not perfect, but it is real. The needs here are immediate, and the solutions must be practical and close to the ground. RMK13 has set the right course. It is our responsibility to ensure that its aspirations translate into everyday improvements for the people—from dwellers of the Jalan Hang Tuah Public Housing flats and traders along Jalan Tuanku Abdul Rahman, to students in Victoria Institution and senior citizens living near the famous Jalan Kenanga. KOTA BHARU, Aug 13 — The Kelantan government has acknowledged that Air Kelantan Sdn Bhd (AKSB) owes Tenaga Nasional Berhad (TNB) RM61 million in outstanding electricity bills and will settle the amount in stages. State Infrastructure, Water and Rural Development Committee chairman Datuk Dr Izani Husin said the arrears were partly due to the COVID-19 pandemic and the Movement Control Order, which hindered bill collection, coupled with some residents withholding payment during frequent water supply disruptions. 'TNB has met with us to discuss possible solutions, but no agreement has been finalised. We will discuss further to determine a repayment schedule. With AKSB's improved management, we are confident the debt will be cleared according to the agreed timeline,' he told reporters after the weekly state executive council meeting at Kompleks Kota Darulnaim today. He added that AKSB had previously settled older electricity arrears according to schedule, but several districts were found to still have outstanding amounts. Earlier, Deputy Prime Minister and Energy Transition and Water Transformation Minister Datuk Seri Fadillah Yusof revealed that AKSB's arrears with TNB had reached about RM61 million as of June 30. — Bernama

GENERAL KUALA LUMPUR, Aug 13 (Bernama) -- ASEAN must deepen collaboration in skills training to meet the demands of the 21st-century economy, said Human Resources Minister Steven Sim. He said the emergence of artificial intelligence (AI), such as the newly launched ChatGPT 5.0, has confirmed fears that AI could replace conventionally trained personnel, diminishing the signalling value of academic degrees. 'In an age when AI can do the thinking, the world still needs those who can build, repair, operate, communicate, supervise, organise - these are human and social elements requiring skills, competence and trust.' He said this in his opening remark at the ASEAN TVET Conference (ATVET) 2025 at the World Trade Centre Kuala Lumpur (WTCKL), which was officiated by Deputy Prime Minister Datuk Seri Dr Ahmad Zahid Hamidi, who is also the National TVET Council (MTVET) chairman. Sim proposed three measures to strengthen ASEAN cooperation in Technical and Vocational Education and Training (TVET), namely sharing experiences in skills training, creating a common certification framework for mutual recognition and investing more in skills education. He said Malaysia, which spends about RM10 billion annually on TVET, has already opened its National Training Week to ASEAN participants, offering over 72,000 free training courses valued at RM400 million to 3.5 million people. 'Malaysia aspires for ASEAN to be one of the most skilled regions in the world… when the geo-economics is unstable and unpredictable, we must be committed to building the future now,' he said. Meanwhile, in a pre-recorded introductory speech, ASEAN secretary-general Dr Kao Kim Hourn called for TVET systems to become catalysts for innovation, inclusivity and productivity in the face of rapid digital and green transitions. 'The convergence of digital innovation and the green transition is reshaping our economies, industries and labour markets. TVET must evolve beyond its traditional role to become a catalyst for innovation, inclusivity and enhanced productivity,' he said.
