Sabah set to gain more O&G investor interest

PETALING JAYA : Sabah is outpacing Sarawak as a more appealing destination for foreign direct investment (FDI) in Malaysia's upstream oil and gas (O&G) sector, according to industry insiders.
Economist Samirul Ariff Othman, an adjunct lecturer at Universiti Teknologi Petronas, said Sabah has recently been attracting more international oil companies, spurred by instability in the Middle East and Malaysia's comparatively stable investment climate.
'The 2025 Iran-Israel skirmish and heightened Red Sea tensions have made freight insurance, security costs and supply stability in the Middle-East and North America increasingly uncertain,' he said.
'Investors are looking for lower-risk (and) high-potential alternatives, and Southeast Asia fits that profile.'
Samirul told FMT certain O&G zones in Malaysia will benefit more from these trends. He said that while the Langkasuka basin off Peninsular Malaysia's west coast is receiving a certain level of interest, monetisation may be slow on account of its less developed infrastructure.
'Presently, Sabah leads in near-term FDI flows, followed by Sarawak,' he said, adding that Conoco Philip's pivot away from Sarawak reflects a belief in the North Borneo state's underexplored deepwater blocks.
'With ongoing studies in Blocks SB409 and SB310, and Kota Belud's redevelopment, Sabah is poised for more activity in H2 2025,' said Samirul.
Previously, it was reported that the O&G giant had pulled out of Sarawak, partly due to regulatory uncertainty.
Samirul said that despite Sarawak's strong LNG infrastructure and active basins— including the SK318 and SK408 gas blocks, regulatory uncertainty continues to undermine investor confidence.
'Regulatory friction between Petronas and Petros remains a political risk variable,' he added.
'While Sarawak's state oil company Petros has bolstered its role in managing upstream resources, overlapping jurisdictions have added ambiguity in fiscal split and licensing processes.'
In May, the federal and Sarawak governments announced a high-level agreement on a new arrangement which will see Petros take on the gas aggregator role in Sarawak.
However, both companies remain locked in negotiations over the legal, operational and commercial terms, and the attendant overlaps and complications.
Tricia Yeoh, associate professor at University of Nottingham Malaysia said Prime Minister Anwar Ibrahim's announcement of broad agreement reached in February this year with Sarawak Premier Abang Johari Openg had failed to clear the air sufficiently.
She told FMT the announcement lacked regulatory clarity, leaving investor sentiment unresolved, especially with legal proceedings between Petronas and Petros over a RM8 million bank guarantee still ongoing.
Yeoh said both parties should jointly withdraw the suit and establish a clear forward- looking agreement.
She, however, identified one positive in the announcement, namely that all existing Petronas contracts with third parties will continue to be honoured, though there were broader ambiguities surrounding the Petronas-Petros relationship.
'Neither statement addresses Sarawak's claim (to resources) over 200 nautical miles of territorial waters, so that remains at large,' she said, referring to Anwar's speech in the Dewan Rakyat on Feb 17 and a media release issued by Abang Johari the following day.
Samirul said domestic reform—particularly faster production-sharing contract (PSC) approvals and better regulatory clarity in East Malaysia—was needed to sustain FDI momentum through 2026 and beyond.
He said that Malaysia's PSCs are competitive, especially compared to regional peers particularly Indonesia and Vietnam, with companies paying federal and state governments 5% royalty or cash payment each after 70% of revenue is used to pay for oil costs.
However, the combined royalty burden of 10% can be high for smaller fields, especially offshore gas, and PSC approvals could be faster, said Samirul.
Yeoh urged Putrajaya to outline in clear terms the conditions under which carve-outs or exceptions may be granted to specific states, along with the rationale behind each decision.
'Dragging this out for another year—or 10—would be horrifically detrimental to national oil and gas development,' she warned.
'As I have stated previously, there needs to be a joint Petronas-Petros committee (comprising lawyers, financial and technical representatives and members of the federal and state governments) that works out these details,' she said.
Yeoh said the joint committee should be given the space to deliberate in private until a consensus is reached—after which the outcome should be made public.
'The nation can then move forward constructively,' she said.
Stronger Petronas future
Commenting on recent joint ventures, Samirul said Petronas has been strengthening its upstream collaborations with ConocoPhillips, Eni, TotalEnergies, and Idemitsu—including in Indonesia—enhancing Malaysia's upstream credibility while hedging against operational and geopolitical risks.
'With global upstream costs rising due to inflation, supply chain bottlenecks, and deeper offshore exploration needs, joint ventures are a rational de-risking strategy,' he said.
Samirul explained that shared equity spreads exploration costs, reduces capital exposure and allows partners to pool advanced technologies.
These partnerships also allow Petronas to gain technical know-how from international oil majors experienced in carbon management and digital E&P (exploration and production), which supports its energy transition goals, he added.

KUALA LUMPUR: Kenanga Investment Bank Bhd (Kenanga IB) expects Malaysia's economy to maintain steady growth in the second half of 2025 (H2'25) led by services and construction, particularly following final government approval for the Mass Rapid Transit Line 3 mega infrastructure project. In a research note yesterday, the bank said the outlook is supported by advanced GDP estimates for the second quarter of 2025 (Q2'25), which were in line with its projections, reflecting sustained growth in services despite continued contraction in mining and a slowdown in manufacturing. 'However, prolonged commodity weakness and persistent tariff risks will continue to weigh on overall growth. That said, we maintain our 2025 GDP growth forecast at 4.3% (2024: 5.1%),' it said. Last Friday, the Department of Statistics Malaysia reported that the economy is forecast to grow by 4.5% in the Q2'25 based on advance GDP estimates, slightly outpacing the 4.4% growth recorded in the previous quarter. Robust domestic demand is expected to drive growth despite global headwinds. Meanwhile, Kenanga IB said it is maintaining its 2025 exports forecast at 3.1% (2024: 5.7%), amid ongoing US President Donald Trump's tariff policies and weak commodity exports. 'While US trade tensions have eased following the recent deal, uncertainty persists, particularly if major economies retaliate. This could disrupt global trade and weigh on Malaysia's growth outlook,' it said. Additionally, the bank said the ongoing US-Malaysia trade negotiations are contributing to further ambiguity, especially as Malaysia's tariff rates remain higher than those of Indonesia's (19%) and Vietnam's (20%). Kenanga IB shared that exports grew 3.8% in H1'25 compared with 5.4% in January-May, slightly above its full-year forecast. However, growth slowed to 3.4% in Q2'25 (Q1'25: 4.3%). 'June's underperformance reflects continued volatility in external trade, with short-term prospects clouded by uncertainty over tariffs and commodity shipments, along with weaker-than-expected pre-tariff front-loading,' it said. The bank also noted that demand for electrical and electronics (E&E) products is expected to remain resilient, supported by new product launches and growing demand for 5G and artificial intelligence (AI) adoption, although overall growth is likely to be modest. Despite external demand uncertainties, CGS International Securities Malaysia Sdn Bhd projects resilient domestic economic activity and is maintaining its 2025 GDP growth forecast of 4.2%. 'Looking at both GDP and trade data, we suspect that the softening growth in Q2'25 may mark the start of a slowdown in external demand. 'We expect H2'25 to be a challenging period given tariff risks and external uncertainties, particularly following the recently revised US tariff of 25% on Malaysian exports,' it said. However, on a positive note, the securities firm views the tariff implementation date as a moving goalpost, given Trump's open stance on negotiations, which could provide extended support for exports. It said that domestic growth, supported by both spending and investment, will be underpinned by labour market reforms such as wage hikes, policy rate cuts amid low inflation, higher foreign tourist arrivals, and renewed investment momentum. – Bernama

KUALA LUMPUR : Bursa Malaysia ended almost flat today, with the key index slipping 0.08%, reflecting cautious market tone amid mixed domestic developments and bucking the broader regional trend. Rakuten Trade Sdn Bhd vice-president of equity research Thong Pak Leng said upbeat sentiment was seen across Asia. However, Thong said selling pressure continued to persist across emerging markets. 'We believe investor funds are rotating into Hong Kong and Chinese equities. 'Locally, ongoing foreign and retail selling reflects a cautious wait-and-see sentiment,' he said. Nonetheless, he said the FTSE Bursa Malaysia KLCI (FBM KLCI) is well supported above the 1,520 level. 'We reckon today's sell-down offers an opportunity to bargain hunt stocks at lower levels. 'Hence we expect the index to trend within the 1,510-1,540 level for the week,' he added. Meanwhile, UOB Kay Hian Wealth Advisors Sdn Bhd head of investment research Sedek Jantan opined that investors are assessing news of the Malaysian Anti-Corruption Commission (MACC) probe, launched last Thursday in connection with alleged corruption involving a data centre project tender. 'Despite initial concerns, the impact of the investigation appears confined to selected counters, with no sign of broader market contagion. 'This was underscored by today's market performance, where stocks linked to data centres, telecommunications and industrials ranked among the leading gainers, indicating that investor sentiment towards these sectors remains fundamentally resilient,' he added. Sedek also said that investors are expected to adopt a selective stance, reassessing exposures within the data centre and technology sectors rather than engaging in broad-based selling. At 5pm, the FBM KLCI erased 1.27 points to 1,524.59 from last Friday's close of 1,525.86. The benchmark index was 0.60 of a point better at 1,526.86 at the opening bell and moved between 1,520.02 and 1,526.46 throughout the trading session. The market breadth was negative, with 607 losers overtaking 342 gainers and 504 counters unchanged, while 1,014 were untraded and seven suspended. Turnover improved to 3.5 billion shares worth RM2.68 billion from 3.18 billion shares worth RM2.81 billion last Friday. Of the heavyweight stocks, Maybank and Tenaga Nasional were flat at RM9.52 and RM13.78 respectively, Public Bank was 1 sen lower at RM4.30, CIMB rose 1 sen to RM6.52 and IHH advanced 6 sen to RM6.63. Among the most active stocks, SunCon was 49 sen lower at RM5.49, NexG gained 1 sen to 50.5 sen, Pharmaniaga advanced 6.5 sen to 22 sen, while Tanco lost 0.5 sen to 90.5 sen. On the broader index board, the FBM Emas Index fell 17.90 points to 11,461.93, the FBMT 100 Index shed 16.87 points to 11,224.82, and the FBM Emas Shariah Index dropped 28.16 points to 11,509.71. The FBM 70 Index dipped 57.84 points to 16,639.88, while the FBM ACE Index trimmed 34.11 points to 4,637.68. By sector, the industrial products and services index improved 0.26 of a point to 155.64 and the energy index edged up 0.37 of a point to 739.50. However, the financial services index decreased 34.42 points to 17,320.41 and the plantation index slipped 20.85 points to 7,421.04. The Main Market volume narrowed to 1.38 billion units valued at RM2.27 billion from 1.50 billion units valued at RM2.46 billion last Friday. Warrants turnover increased to 1.75 billion units worth RM265.26 million from 1.38 billion units valued at RM207.39 million previously. The ACE Market volume reduced to 363 million units valued at RM147.63 million from 466.10 million units valued at RM188.24 million previously. Consumer products and services counters accounted for 172.67 million shares traded on the Main Market; industrial products and services (201.75 million), construction (228.01 million), technology (236.68 million), SPAC (nil), financial services (47.02 million), property (195 million), plantation (9.49 million), REITs (25.75 million), closed-end fund (12,600), energy (64.33 million), healthcare (125.75 million), telecommunications and media (24.55 million), transportation and logistics (23.96 million), utilities (23.55 million), and business trusts (33,500).

(AP pic) KUALA LUMPUR : Foreign investors extended their net selling streak to two consecutive weeks, registering a net outflow of RM206.1 million, said MIDF Amanah Investment Bank Bhd today. The investment bank said foreign investors were net sellers on every trading day except Monday and Friday, with outflows ranging from RM61.9 million to RM173.3 million. 'The largest outflow was recorded on Wednesday, followed by Tuesday with RM88.3 million and Thursday with RM61.9 million. 'Monday and Friday recorded net inflows of RM1.21 million and RM116.2 million, respectively,' MIDF said in its fund flow report today. It noted that the top three sectors that recorded the highest net foreign inflows were construction (RM199.5 million), transportation and logistics (RM102.1 million) and industrial products and services (RM94.7 million). The top three sectors that recorded the highest net foreign outflows were financial services (RM525.4 million), technology (RM86.1 million) and consumer products and services (RM71.8 million). 'Local institutions reversed their buying momentum last week, ending their streak of eight consecutive weeks of net inflows, recording a withdrawal of RM33.3 million,' MIDF said. Meanwhile, local retailers continued their net buying activities, resulting in a two-week consecutive streak of purchases on Bursa Malaysia. The investment bank reported a net inflow of RM239.4 million last week, approximately four times higher than the previous week's inflow of RM52.7 million. The average daily trading volume (ADTV) experienced a broad-based incline last week, except for local institutions. MIDF said foreign investors and local retailers recorded increases of 6.9% and 9%, respectively, while local institutions saw a decrease of 2.6%.
