Health minister: Cabinet memo on fixing healthcare staffing shortage ready; 4,352 posts to be filled
He said the ministry is committed to resolving the filling of 4,352 positions to meet the healthcare needs of the people, as announced by Prime Minister Datuk Seri Anwar Ibrahim yesterday.
'We are aware that the shortage of personnel is a real issue and must be addressed. I am personally committed to expediting the appointment process for those currently on contract to be absorbed into permanent positions without having to wait by cohort.
'We are identifying ways to reduce this deficit or close the gap, and to implement redistribution or resolve the long-standing issue of maldistribution. I have inherited this situation, but I am determined to address it within a reasonable timeframe,' he said.
He was speaking to reporters after attending the Community Engagement Day event at the National Information Dissemination Centre in Kampung Langkuas, Kinarut, near here yesterday.
Also present were Communications Minister Datuk Fahmi Fadzil, Ministry of Communications Secretary-General Datuk Mohamad Fauzi Md Isa, and MOH Secretary-General Datuk Seri Suriani Ahmad.
When announcing government initiatives for Malaysians yesterday, the Prime Minister said the government would expedite the filling of 4,352 positions at healthcare facilities, including the appointment of contract doctors this year, in response to urgent needs in the country's healthcare sector.
However, Dzulkefly clarified that the responsibility for position appointments does not lie with the ministry, but rather under the jurisdiction of the Public Service Department (JPA) and Public Services Commission (SPA), though he is confident these agencies are committed to fulfilling the staffing needs of the health sector.
He added that the MOH is also striving to boost the morale of healthcare staff by maintaining the 42-hour work week for nurses, housemen (PPS), and medical officers (MOs). — Bernama

The ministry said the exercise involved contract officers from several cohorts and was being carried out in phases to preserve their seniority and safeguard their welfare. "The permanent appointments must be implemented in phases as they involve officers from various contract cohorts, and are aimed at preserving their welfare and seniority,' according to the statement. The ministry said an engagement session had been held with the Ministry of Finance (MoF), the Public Services Commission (SPA) and the Public Service Department (JPA) to ensure the appointment process proceeded as planned. The MOH also expressed its commitment to ensuring the smooth implementation of the appointment process. "This is in line with the MOH's strategic move to strengthen the country's public healthcare system by ensuring that critical positions are filled in an organised and balanced manner, based on current service needs,' the statement said. Anwar, who is also the Finance Minister, said the proposal aligns with the government's commitment to public health and fiscal reform, particularly given the long-standing moratorium on tobacco tax hikes. The country has no formal mechanism for periodic adjustments or revaluation of the rate, which was last increased in September 2014. 'I support the spirit (of staying healthy), not just because I don't smoke, but also due to the reach of anti-smoking campaigns,' he said in response to questions on whether the government may revise the tax in Budget 2026, to be tabled in October. NCDs, commonly associated with unhealthy lifestyles, include heart disease, stroke, diabetes and cancer. Anwar said healthcare remains a key government priority, noting that the public system is under growing strain from medical inflation, the dual burden of communicable and non-communicable diseases, and an ageing population. Nancy Shukri shares final stages of Malaysia's strategic care plan with focus on ageing population and long-term care services
KUALA LUMPUR, Aug 7 — The Strategic Framework and Care Action Plan in Malaysia 2026-2030, currently being developed by the Ministry of Women, Family and Community Development (KPWKM), is now in its final stage of preparation. Its Minister Datuk Seri Nancy Shukri said that various engagement sessions have been held to ensure the plan aligns with the country's current and long-term needs, including the National Ageing Action Plan 2025-2045, which is currently being drafted. 'One of the key areas KPWKM will focus on is the establishment of an efficient and sustainable long-term care (LTC) service ecosystem. 'At the same time, the ministry is also planning to launch the National Action Plan for Senior Citizens 2026-2030, which will include elements such as safety and protection, lifelong learning, and intergenerational engagement and cohesion,' she said during the question-and-answer session in the Dewan Rakyat today. She was responding to a question from Datuk Seri Amirudin Shari (PH-Gombak), who asked the ministry to state the number of informal workers registered in the care economy sector and the ministry's policies and preparations to address an ageing population. Commenting on the number of informal workers in the care economy sector, Nancy said currently, no official data has been collected on care services provided by either formal or informal carers in the country. However, she said data collection on care services will be one of the core components of the Strategic Framework and Care Action Plan 2026-2030. 'For the record, to date, KPWKM has recorded a total of 6,744 individuals who hold the Malaysian Skills Certificate (SKM) in Care and Community Services, while another 43,869 individuals possess professional skills in child care. 'These individuals have the skills and qualifications to offer formal care services,' she said. Meanwhile, Nancy said the official data available that can be used to identify informal caregivers is based on recipients of monthly assistance provided by the Social Welfare Department (JKM). 'The government, through JKM, provides monthly welfare assistance to ease the burden of individuals caring for bedridden or critically ill family members under the Bedridden Patient Assistance scheme. As of April 2025, the government has disbursed RM59.6 million to 31,138 recipients,' she added. — Bernama
