, as they need to leave funds to increase income tax credits and widen tax bands, to ensure wage inflation does not lead to a higher tax burden on households.
The Tax Strategy Group papers, drawn up by senior civil servants to outline budget options, outline the high cost of cutting VAT on hospitality. The full year cost of a cut to the VAT rate in all areas of hospitality is just over €800 million. Adding hairdressers and entertainment brings the total to €867.7 million. If the Government also decides to extend the VAT cut on household energy bills, the total rises to over €1.05 billion.
As well as deferring the cut to the middle of the year, the Government may also consider restricting it to the food and catering element of hospitality and excluding accommodation, which would save €134 million in a full year. However, the papers warn that there are 'practical operational concerns in having different VAT rates applying to hotel accommodation and meals given how the sector operates, with various packages ranging from bed and breakfast accommodation through to all-inclusive board and lodging packages. '

However, the civil servants did not repeat their strong criticism of the proposed cut in the 2024 papers, when they argued the cut from 13.5 per cent to 9 per cent would be 'unjustified' and represent an 'enormous fiscal transfer of taxpayer's money' to one sector
On income tax, the papers estimate that wage growth will run at about 4 per cent next year and that adjusting income tax credits and bands to account for this would cost more than €1 billion in 2026. This would be roughly in line with the tax package introduced for this year.
The papers also provide the latest estimates of who pays income tax in Ireland, with the top 1 per cent of taxpayers – earnings over €297,000, paying 23.4 per cent of all income tax and USC and the top 10 per cent, earning more than €106,500, paying 63 per cent of the total. Some 1.1 million earners are exempt from income tax completely.
The papers also look at the politically controversial issue of
inheritance tax
, including a commitment by the Minister for Finance that the issue of how different relationships are treated would be examined. In particular, the threshold at which brothers, sisters, nephews and nieces of the person giving the gift or leaving the inheritance become liable to tax is €40,000, compared to €400,000 for children.
The department points out that it is not unusual for tax systems internationally to treat different relationships with the person giving a gift or leaving an inheritance differently. Also, 70 per cent of those who had received a substantial inheritance or gift had received it from their parents.
While the papers say it is not possible to estimate precisely the cost of having everyone now on the €40,000 threshold moved to the €400,000 one, it would not be greater than around €300 million. The civil servants suggest that another way to proceed would be to allow a person to choose one or two heirs to their estate, who would benefit from the €400,000 threshold.
The civil servants also say that the Government could consider restricting the ' spiralling cost ' to the exchequer of relief for people passing on farms and businesses. The civil servants also modelled a scenario where CAT tax rates increased with the size of the inheritance. However, given the sensitivity of this area, this is unlikely to be taken up politically.

He said the €250 credits handed out to every Irish household as part of Budget 2025 cost the State €3.5billion. But the Fianna Fail man said the lower nine per cent VAT rate on gas and electric should be retained to avoid hiking energy prices further. Speaking to the Independent, he said: "I will be bringing an interim report to Government in advance of the Budget and we will assess that as to what measures can be taken. That decision will be taken at Budget time." Recent figures from Eurostat showed that Irish consumers are paying on average €350 a year more for their electricity than most European countries. Irish people pay on average €1,800 a year for their electricity - 30 per cent more than the rest of the EU. The proposed increase at the moment from the Commission for Regulation of Utilities will add at least €6 a year on household customer bills. The money will be used to pay for ESB Networks and Eirgrid's proposed €14billion investment over the next five years to upgrade their networks in Ireland to meet current and future demand. Both ESB and Eirgrid are seeking €16 a year on bills. The final decision will be made later in the year.

TD calls for referendum on joining EU patent court to be held before next summer
The delayed referendum on Ireland joining the European Union's Unified Patent Court (UPC) should be held before next summer, according to Fianna Fáil TD Malcolm Byrne . He said Ireland's membership of Europe's unified patent system would 'make life easier' for Irish inventors, content creators and small businesses. The Irish Times reported on Monday that there have been tentative moves within Government to revive the referendum. The vote on Ireland joining the 18 other EU member states that have signed up to the UPC system was originally due to take place in June 2024. READ MORE Mr Byrne, a Wicklow-Wexford TD, was to be Fianna Fáil's director of elections for the referendum. However, the last government decided to defer the UPC vote in the aftermath of the defeat of the Family and Care referendums to allow more time for public engagement on the matter. In recent months the Department of Enterprise has contacted business organisations and Government departments, seeking feedback on the level of engagement taking place on the UPC issue and views on the appropriate timing of a rescheduled vote. The UPC is designed to provide a one-stop shop court for litigation on patents. The court's decisions will be binding on participating EU member states. Business groups have long called for Ireland to join the UPC. The Department of Enterprise said the Government is committed to holding the referendum, but 'the timing remains under consideration'. Mr Byrne urged the Government to commit to a referendum and an 'informed campaign' before next summer. He said: 'For someone who invents something in Ireland to protect that idea or product, they have to seek a patent in every jurisdiction in the European Union and the recognition of the creation is not always enforceable in a uniform way. 'Ireland joining the unified patent system will make that much easier and it will heavily reduce costs and the administrative burden on inventors.' Minister to appeal High Court decision blocking A5 upgrade
A court ruling that a long-awaited upgrade to the A5 should not go ahead is to be appealed, the North's Minister for Infrastructure has said. Sinn Féin MLA Liz Kimmins said improving the road is a priority and she will 'ensure we get this road built, and get it built in the shortest possible time'. In June, the High Court ruled the proposed scheme breached elements of climate change legislation. The judge acknowledged the decision would bring 'fresh anguish' to bereaved families, but he said the project did not demonstrate how it would comply with Stormont's commitment to reach net-zero carbon emissions by 2050 and therefore could not proceed. READ MORE The upgrade of the A5, which runs from Derry to the Border at Aughnacloy, Co Tyrone , and connects the north-west to Dublin, was first announced in 2007. It has been mired in delays and legal challenges. The £1.2 billion (€1.4 billion) upgrade was approved in October, but judicial review proceedings challenging the scheme were later brought against the Department for Infrastructure by applicants including residents, farmers and landowners. The judge acknowledged it was 'likely that delays in the progression of this scheme will coincide with the occurrence of further loss of life and serious injury on the existing road', but he said the decision to proceed 'must be taken in accordance with the law'. Campaigners, including the A5 Enough is Enough group, have warned that further delays will cost lives and have called for the project to proceed as soon as possible. Speaking to reporters in Ballygawley, Co Tyrone, Ms Kimmins said the judge's decision 'was the very first test of the [Climate Change] Act and officials are … looking at how we can rectify that. 'We are looking at everything here and an appeal is our first step.' In a statement, the DUP MLA Deborah Erskine said an appeal would 'inevitably take time' and it was 'unclear' how the appeal would address 'climate targets supported by Sinn Féin, the Alliance Party and the SDLP'. 'These targets were a key factor in the project being blocked by the court, and unless those parties act to resolve the consequences of their own policies, they risk holding up not just the A5 but a range of vital infrastructure projects.'
