
Restrictive trade practices may attract Rs75 million fine, says CCP
The CCP said it had observed that certain agreements between undertakings and their wholesalers, dealers, agents, and retailers might constitute a refusal to deal with non-dealers and often include restrictive provisions that could violate Section 4(2) of the Competition Act, 2010.
'These potentially anti-competitive clauses may include resale price maintenance, market division, non-compete obligations, or other conditions that restrict competition.
'Such vertical agreements — those between parties operating at different levels of the supply chain — are void ab initio as they prevent, restrict, or distort competition, unless specifically exempted by the CCP under Section 5 read with Section 9 of the Act,' the commission said in its statement.

The statement further said exemption applications submitted to the CCP were evaluated using the criteria in Section 9 of the Act.
'Agreements that promote production or distribution, encourage technical or economic progress, or result in efficiency gains that outweigh any adverse impact on competition may be granted exemption.'
The CCP advised all undertakings to apply for an exemption under Section 5 before entering into any such agreements to avoid potential sanctions.
Under the Competition Act, 2010, the CCP is empowered to ensure free competition across all sectors of the economy, aiming to enhance economic efficiency and protect consumers from anti-competitive practices such as abuse of dominance, cartelisation, deceptive marketing, and mergers that may reduce market competition.

CCP upholds order against GCC Medical Centres
ISLAMABAD: The Competition Appellate Tribunal (CAT) has upheld the Competition Commission of Pakistan's (CCP) order against 20 medical centers and laboratories and their five associations for collusive price fixing, territorial allocation of customers, and other anti-competitive practices in mandatory pre-departure medical examinations for Pakistani workers bound for Gulf countries. The Tribunal upheld CCP's findings of competition law violations but reduced the penalties from PKR 20 million per medical center and PKR 10 million per Gulf Approved Medical Centres Administrative Offices (GAMCAs) to PKR 2 million per center and PKR 1 million per GAMCA. The case concerns a captive market of low-income Pakistani labourers — many securing manual jobs in Saudi Arabia, Qatar, Oman, Bahrain, and Kuwait — who must undergo medical tests at GCC-approved centers before departure. The CCP's inquiry found that GAMCAs in five regions — Islamabad/Rawalpindi, Lahore, Peshawar, Karachi, and Multan — allocated customers on a rotational basis. This eliminated competition on price and service quality. Workers were bound to a specific center, charged a uniform fee, and in some cases subjected to unnecessary repeat tests for additional payments. The CCP initiated its inquiry on a complaint by the Pakistan Overseas Employment Promoters Association (POEPA). The CCP's investigation concluded that fee fixation, territorial division, and equal allocation of customers by GAMCAs violated Sections 4 of the Competition Act, 2010. Dr. Kabir Sidhu, Chairman CCP, warned business associations against facilitating collusive practices, price fixing, or allocation of business quotas. He stressed that such platforms should be used to promote sectoral growth, enhancing competition, and to benefit consumers. SBP issues coin to mark ‘Marka-e-Haq'
KARACHI: The State Bank of Pakistan (SBP) has issued Rs75 commemorative coin to celebrate Marka-e-Haq. To honor the valor of our armed forces during the Marka-e-Haq and to celebrate Independence Day with due dignity, the Federal Government has announced to issue a commemorative coin of Rs75 denomination. The 30.0 mm and 13.5 grams coin will have features including Metal composition of Nickel-Brass, Cu 79 percent, Zn 20percent& Ni 1 percent. On the obverse side of the coin, the waxing crescent moon and five-pointed star facing North-West in rising position is in the center. Along with periphery on the top of the crescent star is inscribed in wording 'ISLAMI JAMHURIA PAKISTAN' in Urdu script. Below the crescent and on the top of two springs of wheat with arms curved upward, there is the year of issuance 2025. The face value of coin in numeral '75' in bold letters and RUPIA in Urdu script are written on the right and left sides of the crescent star respectively. On the reverse side of the coin, wordings 'MARKA-E-HAQ' in Urdu script and '2025' in numeral are inscribed in the center. The wordings 'PAKISTAN HAMESHA ZINDABAD' in Urdu script is written along with the periphery on the top side of the coin. Two Fighter Aircrafts (shown on right & left sides of the coin), one Naval Ship and one Multiple Rocket Launcher System (MRLS) are shown on the reverse side of the coin.
