Penang Rolls Out MADANI Property Policy With Incentives To Spur Market Growth

The Penang state government has launched the MADANI Property Policy, a bold initiative aimed at revitalising the property market while promoting inclusivity and affordability.
The policy, introduced under the MADANI Home Ownership Campaign (MOC), combines targeted buyer incentives, developer-friendly reforms and new affordable housing tiers to stimulate growth in the state's real estate sector.
Announcing the policy, State Housing and Environment Committee chairman Datuk Seri S Sundarajoo said the campaign will run from June 1, 2025, to May 31, 2026, and is expected to drive higher homeownership rates while encouraging the approval of strategic developments.
A key feature of the initiative is a 5% discount for Indian Muslim buyers purchasing residential or commercial units during the campaign period, a move aimed at increasing participation from underrepresented communities.
The policy also introduces a new affordable housing category, Rumah MutiaraKu Type D (RMKu D), capped at RM400,000 and targeted at households earning up to RM15,000 per month. RMKu D units cannot be resold on the open market or used to meet mandatory affordable housing quotas, underscoring the state's intention to maintain affordability for genuine buyers.
Developers, meanwhile, will benefit from reduced contribution rates if they opt not to build RMKu Type A or B units: From RM120,000 to RM100,000 in Penang Island City Council areas

Meanwhile, Sundarajoo also announced that developers who fall short of affordable housing unit quotas may now receive waivers on related sale or purchase charges.
'They may also be exempt from social impact assessment reports under specific conditions, streamlining the approval process and cutting compliance costs,' he said.
Sundarajoo noted that the reforms are designed to create a more competitive, sustainable and inclusive property ecosystem in Penang.
'This policy reflects our commitment to both homebuyers and industry stakeholders. We will continue to engage with the public and private sectors to refine and update these guidelines,' he said.
The MOC follows a string of state-led initiatives, including the Penang Home Ownership Campaign (HOC) and the State Property Sector Stimulus Policy, with the HOC 3.0 PLUS ended in December 2024. Related

NIBONG TEBAL: The Penang government has resolved a decade-long housing dispute for 23 families in Ladang Sungai Kechil by providing free homes under the Rumah MutiaraKu (RMKu) project. Chief Minister Chow Kon Yeow confirmed each family will receive a Type C1 single-storey terrace house measuring 750 square feet. Three temples on the original site will also be rebuilt as part of the agreement. The land acquisition process for 6.146 acres was finalised last year under the Land Acquisition Act 1960. A developer has been selected, with construction expected to begin early next year pending planning approval. Chow announced this after witnessing the signing of the Joint Development Agreement between LPNPP and Sierra Residences (M) Sdn Bhd. Offer letters were also handed to buyers of Residensi Rambai Indah and Harbour View Residence projects during the ceremony. The project will include 85 houses, with priority given to the 23 units for affected residents. The remaining 62 houses will be sold to interested buyers. Residents will not need to relocate during construction due to sufficient buffer land availability. V. Thangaraja, a resident, expressed relief after years of uncertainty over their settlement. He highlighted the emotional struggle as families had lived there for over a century. S. Naris, 36, thanked the state government for its persistent efforts in securing permanent homes for them. GEORGE TOWN: The Penang Hindu Endowment Board (PHEB) has announced the appointment of Jelutong member of parliament RSN Rayer, as its new chairman, effective Aug 1 until July 31, 2026. In a statement today, PHEB said Senator Dr A. Lingeshwaran was appointed as the deputy chairman, and the decision was made during the board's inaugural meeting today. In addition, State Housing and Environment Committee chairman Datuk Seri S. Sundarajoo was appointed as an executive council member responsible for coordinating matters related to the state government. "PHEB looks forward to working under the leadership of RSN Rayer to serve and empower the Hindu community in Penang," the statement read. On Aug 1, Chief Minister Chow Kon Yeow revealed the appointment of 19 PHEB new commissioners, whose term will run until July 31, 2026. The MoC, effective until August 2028, aims to enhance visibility of Malaysian cities through integrated marketing campaigns, co-branded initiatives, targeted digital promotions, and familiarisation trips. Tourism Malaysia Director General Datuk Manoharan Periasamy said the collaboration comes at a crucial time as Malaysia ramps up efforts for Visit Malaysia 2026. 'Leveraging Scoot's extensive network will allow us to tap into high-potential regional markets. As of May 2025, Malaysia recorded a 20.4% year-on-year surge in international arrivals to 16.9 million, with Singapore being the top source market,' he said. Scoot's Director of Marketing, Communications and Loyalty, Agatha Yap, expressed optimism about the partnership, highlighting Malaysia's appeal and the convenience of a 30-day visa-free stay for regional travellers.
