Up to $1.6 million lost: North Dakota's new funding formula reshapes US Title I distribution

North Dakota has implemented a new method for distributing federal Title I education funds, affecting public K–12 schools across the state. The changes align the state's funding approach with that used in 43 other US states, shifting the basis of allocation from local school meal programme data to federal census poverty data.
This adjustment is causing significant financial gains for some districts and steep losses for others, with disparities reaching into the millions. The Title I programme, a key element of the US federal education support system, is intended to assist schools serving high numbers of low-income students.
Distribution shift based on census poverty data
The North Dakota Department of Public Instruction (DPI) has replaced its longstanding formula for allocating Title I funds.
Previously, districts received money based on internal data, primarily the number of students receiving free or reduced-price meals. Now, funding is determined by the number of low-income students residing within district boundaries according to census poverty data.
Under the new model, funds no longer follow students who open-enrol in schools outside their home districts. The DPI stated the change would create greater consistency and reduce administrative workload.

This shift has had a varied impact across the state's districts, particularly affecting rural and tribal schools.
Belcourt School District sees sharp reduction
The Belcourt School District, which serves a significant Indigenous student population, is projected to lose approximately $1.6 million in Title I funds. This reflects a 45% decrease from the $3.5 million it received for the 2024–25 academic year. According to the Inforum, local officials raised concerns that the census data may not accurately reflect true poverty levels, citing high unemployment and potential undercounting during the census process.
Minnewaukan's funding to fall by over 85%
Minnewaukan Public Schools is also experiencing a drastic funding reduction. The district's allocation is expected to fall from $565,000 to $80,000, a decrease of more than 85%. According to the Inforum, the loss affects funding for early childhood care, additional paraprofessionals, and support services such as social work.

In contrast, the Fort Totten School District is set to see its Title I funding more than double to nearly $1.2 million.
Although Title I funds cannot be directly transferred between districts, they can be used for collaborative services. The DPI noted that shared resources, such as staff training, can be accessed by educators across district lines.
Consultations and public feedback
The DPI initially attempted to introduce the funding formula in 2023 but delayed implementation after mixed feedback during the public consultation period.
While some districts supported the model due to expected increases, others opposed it over concerns of reduced resources. As reported by the Inforum, the DPI stated it did not receive sufficient public demand for an alternative model to delay or change the approach further.
Tribal authorities were consulted during the transition process, and the DPI stated that the changes impacted tribal schools in proportions similar to other districts, as noted by the Inforum.
Ongoing concerns over school choice and equity
The change arrives amid broader national debates on school choice in the US. Although North Dakota's legislature did not pass related laws during its recent session, the DPI clarified the Title I funding change was not connected to those discussions. Nonetheless, district officials from affected areas, especially those with high numbers of open-enrolled students, have raised concerns about potential long-term impacts on equity, according to the Inforum.

ED arrests Baghel's son in Chhattisgarh liquor ‘scam'

PTI photo RAIPUR: Enforcement Directorate arrested on Friday Chaitanya Baghel, son of former Chhattisgarh CM Bhupesh Baghel, from his residence in Bhilai after the agency conducted an early morning search at his premises in connection with an alleged Rs 2,100 crore liquor scam during his father's tenure as CM. Chaitanya was presented at a special PMLA court in Raipur which sent him to five-day ED custody, an agency official said, adding that Chaitanya did not cooperate during the searches. The father-son duo stays in the same house, while Baghel also has an MLA residence in Raipur. When ED carried out searches, Baghel was at his Raipur residence and was proceeding to Vidhan Sabha. The timing of the raid, on the last day of the assembly session, triggered sharp political reactions, particularly from the opposition Congress. Bid to suppress debate on tree-felling: Congress ED's early-morning raid and the subsequent arrest of former Chhattisgarh CM Bhupesh Baghel's son Chaitanya set off sharp reactions, with Congress alleging that the move was designed to suppress discussion on deforestation in Tamnar region of Raigarh district linked to a particular industrialist. ED had earlier searched Chaitanya Baghel's premises on March 10 while probing some transactions allegedly linking him and his entities to 'proceeds of crime' in the liquor 'scam' case. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like 5 Books Warren Buffett Wants You To Read in 2025 Blinkist: Warren Buffett's Reading List Undo The agency did not disclose details of the charges against Chaitanya, but in an earlier press note, it had claimed that some senior bureaucrat, having protection of 'top executive of the state', carried out the scam. Reacting to the arrest, Baghel Senior said the Centre was misusing its agencies to target opposition netas. 'To please their master PM Modi and Amit Shah, they have sent ED to my house. We won't be scared or bow down,' he said. He, however, said he would cooperate with the probe. In this case, ED had in Jan arrested former excise minister Kawasi Lakhma; Anwar Dhebar, brother of Raipur mayor and Congress's Aijaz Dhebar; and senior babus, including IAS officer Anil Tuteja and a telecom service officer, Arunpati Tripathi. After the arrest of Lakhma, ED had claimed that he was 'aware of the complete affairs of the liquor scam, yet he did nothing to stop it'. The agency has accused Lakhma of receiving Rs 2 crore every month from the syndicate involved in illegal liquor trade. ED had also said Lakhma played an important role in policy change, which led to the introduction of FL-10A licence in Chhattisgarh. 'He was an integral part of the syndicate and assisted it by manoeuvring the process and procedures as per their direction,' it said. The agency has so far attached assets worth over Rs 200 crore in the case. Baghel later said, 'The adjournment motion moved by Congress in the Chhattisgarh assembly over tree felling being carried out by Adani Group in Tamnar was disallowed by Speaker Raman Singh. The opposition alleged that there has been no adherence to the PESA Act, no compliance with directives issued by the National Green Tribunal, and even the resolution unanimously passed by the state assembly has been disregarded. Not even a discussion was permitted.' Bringing an adjournment motion in the assembly, leader of the opposition Charandas Mahant and Baghel alleged in their speeches that 'Tamnar coal mine, which has been allotted to Maharashtra State Power Generation Company with its mine operator and developer being Adani, is being run solely for the benefit of a single industrialist, while local residents are being harassed and displaced'.

MC chief owns up to Mohali's drop in Swachh rankings

1 2 Mohali: In a first, the MC Commissioner owned up to the drop in rank to 11 in Swachh Survekshan, citing multiple reasons for the failure, with source segregation being primary. MC commissioner Parminder Pal Singh pointed out the Indore model during the MC house meeting. While addressing the house on Friday, he took responsibility, saying that he alone cannot improve the situation as it has to be a collective effort of the councillors and ward residents. He said in Indore, the public itself became self-disciplined and managed garbage on its own at the source, and the IMC further processed segregated garbage. However, in Mohali, residents are habitual of throwing mixed garbage into nearby small dumps and then expect the MC to act and achieve a top position in Swachh Survekshan. Parminder said, "I fully take responsibility for the drop in Mohali's rank from 1st to 11th in Swachh Survekshan. Now we will think and work on the ground to get Mohali on top, not just in ranking but physically. For this, the MC needs the full support of councillors who are public representatives, and they must further go and motivate residents to manage the garbage religiously. Then we have plans to put a QR code outside every house so that whenever a garbage collector comes to pick up garbage, he will access the QR code, automatically sending a message to the house owner's mobile phone informing them about the lifting of the garbage. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Nvidia's AI Strategy Is Clear - But Is Wall Street Paying Attention? Notably, Mohali slipped to 128th rank in the Swachh Survekshan 2024-25, its worst show in the past three years, plummeting 46 spots. According to the latest rankings released by the Union ministry of housing and urban affairs, Mohali's decline has been attributed to three major shortcomings: unregulated garbage dumping, poor waste segregation at source, and inefficient door-to-door garbage collection. In the state rankings, the city has also slipped from 1st position among 16 cities last year to 11th out of 35 this year.

Trump vs WSJ explodes: US President sues Murdoch, Wall Street Journal over Epstein letter story; seeks grand jury unsealing

US President Donald Trump US President Donald Trump has filed a libel and slander lawsuit against Dow Jones, News Corp, two Wall Street Journal reporters, and the paper's owner Rupert Murdoch. The legal action comes just a day after Trump threatened to sue the Journal over a report alleging he had sent a sexually suggestive birthday letter to convicted sex offender Jeffrey Epstein. The lawsuit was filed in the federal court for the Southern District of Florida, based in Miami. A full copy of the complaint has not yet been made public. The Wall Street Journal had reported that, in 2003, then-real estate mogul Donald Trump allegedly sent Jeffrey Epstein a suggestive birthday letter -- complete with a nude illustration and a reference to their shared 'secret.' Now, in a parallel effort to calm anger among his supporters over Epstein-related conspiracy theories, Trump has directed Attorney General Pam Bondi to seek the unsealing of grand jury testimony from the prosecution against Epstein. Bondi, in a filing submitted in New York, cited the 'extensive public interest' in the case to justify the unusual legal step of requesting access to what is typically sealed testimony. Epstein, a longtime acquaintance of Trump and other powerful men, was found dead in a New York prison cell in 2019 while awaiting trial on charges of sexually abusing dozens of underage girls in New York and Florida. His death, officially ruled a suicide, ignited a wave of conspiracy theories, particularly among Trump's far-right base, who believe in the existence of a global ring of elite pedophiles. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like 5 Books Warren Buffett Wants You to Read In 2025 Blinkist: Warren Buffett's Reading List Undo Since returning to power for a second term in January, Trump has faced growing demands from his supporters to reveal what they believe is Epstein's secret list of clients. However, Bondi appeared to close the door on that speculation with an official memo in July declaring that no such list exists. This discontent within the 'Make America Great Again' movement marks a rare moment of tension between Trump and his core voter base -- one that challenges his usual grip on the political narrative. It remains unclear whether the courts will approve the release of the grand jury material — or if, even if unsealed, it would address the central claims driving the conspiracy theories about Epstein's connections and alleged client list. Pressed by reporters on Friday about whether he would push for broader disclosure of Epstein-related documents, Trump offered no response.
