Resetting development finance

At the Fourth International Conference on Financing for Development this week in Seville, delegates are calling for urgent action to fix a system that has stopped working. Prior to the third such gathering a decade ago, in Ethiopia, we had witnessed unprecedented advances towards reducing poverty, increasing school enrolment, and providing clean water worldwide. Today, however, progress is not only slowing but potentially stagnating -- or, worse, reversing.
Global growth this year is expected to slow to its lowest rate (outside of a crisis) since 2008. The outlook is especially problematic for developing countries that are already growing well below historical averages, and for those 35 countries, mostly in Africa, that are already in or at high risk of debt distress. One out of every three countries now spends more repaying creditors than on health or education.
As debt payments crowd out money needed for development, these countries' futures are being jeopardised. Meanwhile, the global gap between the richest and the poorest continues to grow, with Oxfam estimating that the new wealth of the top 1% surged by more than US$33.9 trillion since 2015 -- enough to end poverty 22 times over.
The situation won't change unless there are greater flows of finance to developing countries. Moreover, quality matters as much as the quantity: There has been far too much finance of the kind that leads to financial distress, and far too little of the kind that promotes sustained growth.
We believe that finance for development is too important not to involve every stakeholder. As the late Pope Francis emphasised, doing so is a moral obligation. That is the message of the Vatican's new Jubilee Report on debt, reflecting the work of a global commission of experts -- which one of us (Stiglitz) chaired.
But fixing development finance is also a matter of self-interest for most advanced economies. After all, poverty and inequality give rise to social tension, diseases, and conflicts, with spillovers that do not respect national boundaries. Moreover, a lack of finance in developing countries implies a lack of investment in climate-change mitigation, a global public good that is necessary for everyone's future prosperity.
With the world so divided, and so afflicted by the exercise of raw power and by short-term thinking, the Seville conference should be seen as an opportunity to renew multilateralism for the common good. But it will need to be more than just an exercise in speech-making about the hope of a better future. Such rhetoric must be translated into tangible progress, and there are some signs that this could happen.
The outcome document, the "Compromiso de Sevilla", forged at the United Nations in New York, gives us confidence that this gathering will lay the foundation for a new debt and financial architecture. Specifically, Spain has launched the Sevilla Platform for Action, providing a comprehensive framework for coalitions of the willing to advance ambitious, but feasible, initiatives that will drive material progress in addressing challenges related to sustainable development.
For example, we should see the launch of a Global Hub for Debt Swaps to generate more fiscal space for investment in sustainable growth; a Debt Pause Clause Alliance, to ease pressure on vulnerable countries' budgets when they are squeezed by extraordinary events; a broad push to re-channel International Monetary Fund special drawing rights (SDRs) -- the IMF's global reserve asset, held mostly by wealthy countries -- towards more effective uses; steps to strengthen the voices of debtor countries through a borrower-country platform; and the start of an intergovernmental process on debt restructuring at the UN, following principles that were already agreed by an overwhelming majority of member states a decade ago.
These steps represent just the start. In time, the Seville conference could be remembered not as a landing zone, but as a launchpad for further action. But for that to happen, we must continue to push for more ambitious, yet feasible, solutions. For example, creating a Jubilee Fund with $100 billion (3.25 trillion baht) worth of untapped SDRs for debt buybacks would provide the most vulnerable countries with resources that they desperately need to promote sustainable growth. Equally, one can imagine broader frameworks for debt-for-nature and debt-for-development swaps, as well as new and fairer green trade and investment agreements that enhance domestic resources and facilitate developing countries' participation in the global effort to address climate change.
Seville represents an opportunity to look at finance and send a message of commitment to multilateralism. We remain optimistic, because we believe in the power of pragmatism. By focusing on workable solutions that go beyond the text of whatever agreement emerges, we can finally put development back on track. ©2025 Project Syndicate 1995–2025

KYIV (UKRAINE) - Ukraine appealed to the United States for clarity on Wednesday after it was caught off-guard by a White House announcement that Washington was halting some arms shipments to the war-battered country. The Ukrainian defence ministry, which is deeply dependent on US arms, said it had not been prior notified about the reduction in aid announced one day earlier. Moscow revelled in the decision, saying that it could bring the end of the war closer. Any slowdown in US support could harm Kyiv's ability to fend off escalating Russian aerial bombardments or frontline gains. Kyiv has long feared halts to US aid after Donald Trump returned to the White House in January, having criticised the tens of billions of dollars in support and weapons sent by his predecessor, Joe Biden. Ukrainian President Volodymyr Zelensky said in an evening address that Kyiv and Washington were clarifying details on supplies. "Continued American support for Ukraine, for our defence, for our people is in our common interest," he said. Washington's announcement prompted fear among Kyiv residents and warnings from experts that Ukrainian cities would be much more vulnerable to Russian air attacks. The US-made Patriot is now "a critical weapon which is impossible to get from Europe" and which Ukraine cannot substitute for now, said researcher Mykhailo Samus, director of the New Geopolitics Research Network, a Kyiv think tank. "Russian missiles will destroy Ukrainian cities" if Kyiv loses the ability to use Patriots, Samus told AFP. "It will be even more scary, even more painful, and even more civilians will suffer" if weapons supplies are reduced, Kyiv resident Yevgenia Prysiazhna told AFP, pointing to an increase in overnight drone and missile attacks on Ukraine. "I really hope that this is a temporary decision," the communications manager said. The foreign ministry summoned John Ginkel, the deputy chief of mission at the US embassy in Kyiv, in a rare diplomatic move that is usually reserved for foes and rivals, not vital allies, such is the uncertainty about what the cuts would mean for Kyiv. Politico and other US media reported that missiles for Patriot air defence systems, precision artillery and Hellfire missiles are among the items being held back. The White House had said that it was halting some key weapons shipments promised by the previous US administration, without elaborating. Under Biden, Washington spearheaded Western support for Ukraine, with Congress having approved more than $100 billion in aid, including $43 billion in weaponry. Trump instead has pushed the two sides into peace talks, including in phone calls with Russian President Vladimir Putin -- who rejected pleas for a ceasefire and demanded that Ukraine cede more territory if it wants Moscow to halt its invasion, which was launched in 2022. - 'Consistent pressure' - The US president has refused to announce new aid packages and Kyiv has been corralling Washington's European allies to step up their support. Kyiv remains "seriously dependent" on US arms supplies, a high-ranking source in the Ukrainian military told AFP. "Europe is doing its best, but it will be difficult for us without American ammunition," the source added. A May report by the Center for Strategic and International Studies (CSIS) said that Europe "had only made limited progress" in strengthening its defence industries. But it said that "continued US aid remains extremely important for Ukraine's long-term effectiveness on the battlefield." In Moscow, the Kremlin said that reducing weapons deliveries to Kyiv would help end the conflict. "The fewer the number of weapons that are delivered to Ukraine, the closer the end of the special military operation," Kremlin spokesman Dmitry Peskov told reporters in response to a question by AFP, using Russia's term for its more than three-year-long offensive. The White House told AFP in an email that the decision to reduce shipments was taken following a "review of our nation's military support and assistance to other countries". Kyiv said that it was caught off-guard by the move. The defence ministry said that the country had "not received any official notifications" on the issue. - Escalating drone attacks - Russia ramped up attacks on Ukraine in June, launching nearly twice as many missiles and more than 30 percent more drones than in May, according to an AFP analysis of Ukrainian air force data. Kyiv was in June subjected to at least four fatal attacks that left more than 40 people dead. Its residents are worried that a cessation of US aid would leave the capital even more vulnerable. "We had gotten used to seeing America as a country of values, a country that defends democracy," Igor Stambol, a Kyiv resident, told AFP.

Call for changes to make Thailand a major digital nation

Strategic spectrum allocation with reasonable pricing, the fostering of innovation, and the promotion of telecom competition are crucial for Thailand to become a prominent "digital nation" in Southeast Asia, according to the GSM Association (GSMA). The association said the country should also build a strong national 5G brand and prioritise digital inclusion. The GSMA is a global organisation representing mobile operators and organisations across the mobile ecosystem and adjacent industries. Thailand has become a "quiet achiever" in 5G, Julian Gorman, GSMA's head of Asia-Pacific, told the Bangkok Post, noting the country's leadership in the region alongside Singapore, which are deemed to be the two most experienced 5G nations within the region's footprint. Mr Gorman said that to sustain and enhance its leadership position, Thailand should focus on optimising spectrum management and make the 3.5-GHz spectrum available to foster significant innovation. Moreover, it should set a reasonable spectrum pricing, treating it as if a government were investing in a digital nation, rather than focusing on selling spectrum assets at the highest price. High spectrum prices are not conducive to the collaborative building of a strong digital nation, he added. Lessons from Vietnam and India show that significantly reducing spectrum prices, along with offering incentives such as rebates for the network rollout exceeding the obligations, can accelerate 5G deployment and adoption. Vietnam launched 5G last October and its government announced over the past two months that it would rebate 15% of network rollout costs for those who can go beyond licence obligations in terms of network rollout, said Mr Gorman. This is an incentive for operators to move beyond their minimum commitments to creating a national 5G network to power the economy. In addition, policymakers need to ensure sufficient spectrum allocation. The GSMA recommends 80-100 MHz per operator for the mid-band spectrums. The government should ensure this amount is available to avoid scarcity and drive competition and connectivity. Meanwhile, a clear roadmap for future spectrum availability is essential to cater to increasing data demands. While the manufacturing sector globally accounts for approximately 40% of the 5G benefits, significant opportunities are also being explored in Thailand's tourism and services sectors. The broader Asia-Pacific mobile economy, excluding China, is projected to be worth about US$1 trillion by the end of this decade, with 5G alone contributing an estimated $130 billion of that value. In an unfavourable economy, costs are a major hurdle for 5G adoption. "Innovation can adjust the perception of cost, making smartphones and digital services more appealing by increasing their value proposition," Mr Gorman said. The government can act as an "anchor tenant" by digitising its services, making it cheaper and easier for citizens, especially those at the bottom of the pyramid, to engage via smartphones, thereby increasing the value of the phones. While 5G adoption is important, it's equally critical to close the usage gap by ensuring everyone is connected and encouraging users of older technologies to migrate to newer ones. STRONG 5G NATIONAL BRAND Despite being a "quiet achiever" in 5G, Thailand needs to be "a bit louder" about its vision and achievements to attract more foreign direct investment, innovation and startups, Mr Gorman said. A strong 5G national brand, akin to how Thailand promoted its tourism globally, could significantly elevate its international recognition, he added. Moreover, the country has a big role to play in guiding Asean's digital transformation through initiatives such as spectrum harmonisation which ensures common frequencies and timelines, enabling a "rising tide lifts all boats" scenario that benefits the entire region through efficient technology rollout and economies of investment. Mr Gorman said that while Thailand currently operates with two main mobile network players, a number "below the average in the region", the emphasis for continued innovation should be on fostering competition at the front line of services, rather than solely on infrastructure numbers. A robust regulatory framework and policy that encourages innovation and invites investment is critical. This involves reducing the cost and complexity of launching new businesses and potentially offering incentives for specific types of innovation to invigorate the 5G ecosystem. AI FOR ECONOMIC GROWTH Mr Gorman said the widespread availability of AI in people's pockets has democratised its use, enabling everyone to easily "do something with AI". Governments nurturing the AI ecosystem and innovation can unleash a new ecosystem of innovation and use cases. AI plays a crucial role for telecom operators by making customer care "very personal", improving the efficiency of business operations, and making networks smarter. Mr Gorman said that "AI for networks" uses AI to optimise resource allocation and predict and repair faults, making networks faster and more efficient. Conversely, "Networks for AI" ensures networks are smart enough to handle the changing traffic profiles driven by AI use cases, which often involve more data uploads to the cloud. This synergy supports the monetisation of new use cases for operators. Mr Gorman said Thailand is at the leading edge of GSMA's Open Gateway API (application programming interface) program, such as APIs like SIM swap alerts, and particularly the scam signal API that demonstrates a 90% effective rate in identifying potential scam victims in the UK.

QLI Impact, a Hong Kong-based startup, is striving to increase funding of non-governmental organisations (NGOs) in Asia. The company operates an online platform for NGOs to receive funding from donors. Its mission is to connect NGOs, businesses, and individuals in Southeast Asia, with users joining kindness activities, creating kindness initiatives and donating to initiatives. Ken Liu, an investment banker by profession, founded QLI Impact. Growing up with an elder brother who has lifelong disabilities inspired Mr Liu to try to make a positive change within society. Mr Liu's strong financial background helped him create a platform that resembles an e-commerce platform, enabling donors to monitor the social impact of their contributions. The key differentiation of this platform is that every user is able to create, join and share philanthropic acts in a fun way, offering them a novel way to promote acts of kindness. The impact sector refers to organisations that focus on producing a social and environmental impact. This sector includes NGOs and social enterprises, along with the activities of social welfare philanthropists. Mr Liu said the inspiration behind his goal of creating a positive impact on society began with his own family in Hong Kong. He said his elder brother, who has a mental health condition, was diagnosed with a brain tumour aged three. "When my brother was very young, I received a lot of help from non-profit organisations in Hong Kong. These organisations had a strong impact, allowing my parents to go to work. It was a blessed journey for me. I think it's time to really use my power to give back to society." Mr Liu pointed out the general public's concern over building trust with donors and NGOs. To increase transparency and accountability when it comes to the public's perception, Mr Liu helped foundations audit and measure the impact of their work. In an effort to build trust, Mr Liu recently travelled to Thailand and met with Pratthanadee Foundation, which was established in 1999 to support and train local women and girls. Pratthanadee Foundation was the first Thai foundation to join QLI Impact. It is scheduled to receive US$700 through QLI Impact's efforts to raise donations. Mr Liu hopes more Thai and Southeast Asian NGOs and social enterprises can join him in his pursuit of spreading kindness by raising funds for people with disabilities and marginalised groups. "There are extra things that can be done to really bridge the gaps between nonprofits and the impact sector to try to maximise the impact for everyone," he noted. Mr Liu suggests that acts of kindness are often perceived as being "monotonous work". However, he is trying to change that perception by raising funds by organising fun activities. QLI Impact managed to help raise HK$3,800 (roughly 15,773 baht) through an initiative encouraging people to get involved in yoga activities. Maru Yoga Studio in Hong Kong teamed up with QLI Impact to host an activity and at the same time the studio managed to double their student numbers. The money raised was presented to the Fu Hong Society, which serves people with intellectual and/or physical disabilities, psychiatric disabilities and autism by providing quality day training services, vocational rehabilitation services, residential services as well as community support services for these groups. This enables these groups to fully develop their potential and actively integrate into their communities. Since the launch of QLI Impact's website and social media presence, 30 individuals and five nonprofits have joined the platform to raise and seek funding opportunities.
