ICC confirms arrest of Khaled Al-Haishri in Germany in execution of its warrant

Libya Observer19-07-2025
The Spokesman for the International Criminal Court (ICC), Fadi Al-Abdallah, confirmed that German authorities have arrested Libyan national Khaled Mohammed Ali Al-Haishri, known as 'Al-Buti,' in execution of an arrest warrant issued by the Court on July 10, 2025.
Al-Abdallah told Libya Al-Ahrar TV channel that Al-Haishri is considered one of the senior officials at Mitiga Prison in Libya, where thousands of individuals were detained for extended periods during years of conflict.
He added that Al-Haishri is accused of direct involvement in crimes against humanity and war crimes, including murder, torture, rape, and sexual violence, committed between 2015 and 2020.
Al-Abdallah explained that Al-Haishri will remain in custody of the German authorities pending the completion of national procedures under Article 59 of the Rome Statute, which governs the surrender of suspects to the Court.
In this context, the Libyan Crimes Watch Organization welcomed the arrest of Khaled Al-Haishri, known as 'Al-Buti,' describing it in a statement on Friday as a significant step toward holding perpetrators of serious violations in Libya accountable, and a sign that international justice can be activated in the absence of an independent and effective national judiciary.
The human rights organization described the arrest as a glimmer of hope for the families of victims of the Special Deterrence Force, after years of systematic impunity. It also warned against returning Al-Haishri to Libya, citing the case of Osama Njeem, which could enable him to escape justice and undermine international accountability efforts. It called on German authorities to fully cooperate with the ICC and to surrender Al-Haishri without delay. Tags: International Criminal Court Human Rights

Takala wins presidency of HCS in election session described by Al-Mishri as "illegitimate"

Mohammed Takala was elected Head of the High Council of State (HCS) after receiving 59 votes in the first round of voting during the council's session to elect its presidency, held today in the capital, Tripoli. The session convened earlier on Sunday with the attendance of 95 members—more than two-thirds of the council—who gathered to elect the council's president and two deputies. Following the vote, Takala was announced the winner with 59 votes, while Ali Al-Sweih received 13 votes, Ali Juwan received 14, and Naji Mukhtar received 8. Meanwhile, Khaled Al-Mishri, Takala's rival for the presidency of the High Council of State, rejected Sunday's session ahead of its start, describing it as an 'illegitimate election for the presidency of the High Council of State,' and insisted he remains the legitimate Head of HCS. A dispute over the council's leadership has persisted between Mohammed Takala and Khaled Al-Mishri since a controversial election session in August 2024. Despite multiple attempts by council members to mediate, the two sides failed to reach a consensus. Following the session and the announcement of Takala's victory, Prime Minister of the Government of National Unity Abdul Hamid Dbeibah congratulated Takala, reaffirming in a post on his Facebook page that the session reflected the members' commitment to unity and national will. He emphasized the government's support for all efforts that would strengthen political stability in the country. The Prime Minister called for greater understanding and coordination among institutions to meet the Libyan people's aspirations for security, development, and prosperity, and to realize their desire for direct elections and an end to all transitional phases.

Egyptian Foreign Ministry official denies reports of attempted storming of embassy in Tripoli

An official source at the Egyptian Ministry of Foreign Affairs has denied the accuracy of reports claiming that protesters attempted to storm the Egyptian embassy building in Tripoli to demand the opening of the Rafah border crossing with Gaza. The Egyptian source has also clarified that the building is not currently affiliated with the Egyptian embassy in Libya, but is a vacant property that was previously used by the embassy over a decade ago. He confirmed that no Egyptian embassy staff are currently present in that building. In exclusive remarks to Youm7, the source expressed confidence that Libyan authorities are providing the highest levels of security to ensure the safety of the Egyptian diplomatic mission and its members in Libya, allowing them to carry out their work normally. Protesters gathered outside the Egyptian embassy building in the capital, Tripoli, calling for the opening of the Rafah border crossing and the delivery of humanitarian aid to the Gaza Strip. Photos circulated by activists showed a young man raising the Palestinian flag atop the embassy building before being arrested later. Activists and the family of the young man, Ayham Al-Gharyani, called on the Government of National Unity and the Ministry of Interior to cooperate with them in revealing the fate of the young man, who was abducted in a civilian vehicle after entering the Egyptian embassy building and raising the Palestinian flag on top of it. A statement from the "Nafir" protest movement said that the young man was abducted in an unmarked vehicle, beaten, and dragged before being forced into the car in front of security forces stationed at the scene, who did not intervene. The activists also announced the beginning of an open-ended sit-in outside the Egyptian embassy until the fate of Ayham Al-Gharyani is revealed.
