MHA asks states, UTs to utilise Central fund to help poor prisoners obtain bail
NEW DELHI: The Ministry of Home Affairs has asked all the states and union territories to extend financial assistance from a Central fund to poor prisoners who are unable to secure bail or release from prison due to non-payment of fine owing to financial constraints.
In a communication, the Ministry of Home Affairs (MHA) has conveyed to all the states and union territories to avail the funds made available by it from where they can draw an appropriate amount to provide benefits to the eligible prisoners.
Funds to the states and UTs are provided through the Central Nodal Agency (CNA).
The National Crime Records Bureau has been designated as the CNA for this scheme.
"As you are aware, the Ministry of Home Affairs had introduced the 'Support to Poor Prisoners Scheme' in May, 2023, with the objective of providing financial assistance to states and UTs for extending relief to poor prisoners who are unable to secure bail or release from prison due to non-payment of fine on account of financial constraints," the communication said.
However, the MHA said, despite repeated follow-up, funds have remained unutilised as many states and UTs have not identified the eligible prisoners and have not provided the benefit of the scheme to them.
While a few states and UTs have utilised the funds, the overall implementation of the scheme by them has not been very encouraging, it said.
The MHA has already issued guidelines and a standard operating procedure (SOP) for the implementation of the scheme.
As part of the guidelines, states and UTs were advised to constitute an 'empowered committee' in each district and an 'oversight committee' at the state headquarters level.
According to the guidelines, these committees are responsible for sanctioning financial aid to the eligible prisoners.
The MHA said that during the several conferences held with the states and UTs to review the implementation of the scheme, its importance was consistently emphasised, highlighting its potential to bring relief to the poor prisoners who remain incarcerated due to financial constraints.
"It may be appreciated that effective implementation of the scheme can not only help mitigate the problems faced by the poor prisoners, but also contribute towards reducing overcrowding in prisons.

Union power ministry to act on Haryana's solar house proposal
Union power minister Manohar Lal Khattar on Friday lauded Haryana's proposal to build solar houses in villages and assured that the power ministry will move forward with the idea, a government spokesperson said. The suggestion was put forth by Haryana energy minister Anil Vij during the regional power ministers' conference (Northern Region), attended by representatives from eight states and UTs. Vij said the state is committed to promoting solar energy and aims to make Haryana self-reliant in electricity. A pilot project to set up solar houses is already underway, and if successful, it will be expanded across rural areas to ensure uninterrupted daytime power for farmers. Vij said the state government is making continuous efforts to promote solar energy so that Haryana becomes self-sufficient in electricity. He said department of new and renewable energy will construct solar houses in villages to ensure daytime electricity supply to farmers, enabling them to irrigate their fields and meet their power needs without depending on other sources. He also proposed a policy to regulate infrastructure such as poles and transmission lines over agricultural fields and residential areas. Vij recommended underground cabling in congested zones and called for a technical feasibility study to establish safety standards. Stressing the threat of cyber-attacks, Vij urged the Centre to frame a national cyber security policy for the power sector. Additional chief secretary of Haryana's energy department, AK Singh said that during the May 2025 conflict with Pakistan, web portals of UHBVN and DHBVN companies were targeted by hackers.

"Census delay is no accident, delimitation plan is no coincidence": Tamil Nadu CM Stalin's fresh attack on Centre
Chennai (Tamil Nadu) [India], June 6 (ANI): Reiterating his attack on the Centre over Census and Delimitation, Tamil Nadu Chief Minister MK Stalin, on Friday, said that the Census delay is 'no accident' and the delimitation plan is 'no coincidence'. Despite the assurance from Home Minister Amit Shah, CM Stalin asserted that a clear parliamentary commitment and a suitable constitutional amendment are what are needed to address the concerns of southern states on delimitation. 'The #Census delay is no accident. The #delimitation plan is no coincidence. The danger I warned of is at our doorstep,' Stalin said in a post on X. 'The Ministry of Home Affairs claims that the concerns of affected states will be addressed. But these are vague remarks. What is needed is a clear parliamentary commitment and a suitable constitutional amendment,' he said. The Tamil Nadu CM claimed that there is a 'sinister design' in how the BJP-led Union Government is implementing the national Census and the subsequent delimitation. 'Developed states, especially in the non-Hindi speaking South, which followed population control norms, will now be punished. Meanwhile, states that disregarded population control for decades are set to gain more seats in Parliament. This unfair shift skews the federal balance and rewards irresponsibility,' MK Stalin said. Alleging the track record of the BJP, Stalin cited the example of Jammu and Kashmir, as how the Centre spoke of restoring statehood to J-K, but it still remains a Union Territory. 'Just look at what happened after Article 370 was abrogated. The Union Government spoke of restoring statehood to Jammu and Kashmir. Elections were held. Assurances were given in the Supreme Court. Yet, Jammu and Kashmir remains a Union Territory. This is the track record of the BJP we are dealing with,' Tamil Nadu CM said. Further, MK Stalin said that if the Union Government proceeds with delimitation based on the 2027 census, the democratic power of peninsular India will be reduced to 'irrelevance.' 'Even if betrayers like the ADMK choose to kneel before the BJP for their political survival, the people of Tamil Nadu, led by the DMK, will never allow our state to be punished for its progress. Tamil Nadu will fight! Tamil Nadu will win!' Stalin emphasised. Earlier on Thursday, the Ministry of Home Affairs clarified that Union Home Minister Amit Shah, on many occasions, has assured that in the delimitation exercise, concerns of Southern states will be taken care of. The spokesperson for the Ministry of Home Affairs, in a post on X, said, 'Budget has never been a constraint for Census as fund is always ensured by the Government. HM Amit Shah has clarified on many occasions that in the delimitation exercise, concerns of southern states will be taken care of and discussed with all concerned at an appropriate time.' On Wednesday, the central government announced that the Population Census 2027 will be conducted in two phases and will also include the enumeration of castes. According to the MHA statement, the reference date for the 'Population Census-2027 will be 00:00 hours on March 1, 2027, for most parts of the country.' However, for the Union Territory of Ladakh and the non-synchronous snow-bound areas of Jammu and Kashmir, Himachal Pradesh, and Uttarakhand, the reference date will be 00:00 hours on October 1, 2026. Union Power Minister Khattar urges states to fast-track smart meter rollout, ensure power sector reforms
CHANDIGARH: Union Power Minister Manohar Lal Khattar on Saturday asked state governments to saturate the installation of prepaid smart meters in all government establishments, including government colonies by August this year .He also said the states to complete the installation of smart meters for commercial and industrial consumers by November. Addressing the Regional Conference for the Northern Region States and UTs here, the minister underlined the importance of a future-ready, modern, and financially viable power sector to fuel the country's growth. Khattar said that smart meters have the potential to change how consumers interact with electricity providers by using data analytics powered by AI and machine learning tools. These features, built into smart meter applications, can help users make better energy choices and benefit from more efficient energy use. "India has successfully met a peak demand of 250 GW in May 2024 and has transformed from power-deficit to a power-sufficient nation, and as of today, peak demand shortage is zero," he said adding that the growth of the power sector is important for achieving the goal of 'Viksit Bharat' by 2047. The minister said the states should, while meeting their resource adequacy plan, should also work on having adequate power generation mix including addition of nuclear generation capacity. India's peak electricity demand is projected to reach 446 GW by 2034–35, and this sustainably requires proactive planning and continued coordination between the Centre, States, and stakeholders. On the issue of power reliability, Khattar highlighted the importance of cybersecurity and "islanding schemes" to help prevent outages due to cyber threats and to make the power grid more resilient. Calling the distribution sector the most critical link in the power value chain, Khattar said it continues to face major challenges due to poor tariff structures, inefficient billing and collections, and delays in payments by government departments. He said it is important to reduce AT&C (Aggregate Technical and Commercial) losses and the gap between the cost of supply and the revenue collected. He urged states to work with Electricity Regulatory Commissions for cost-reflective tariffs and timely tariff revisions. 'Losses of utilities today add to cost of power for consumers and also deteriorate the delivery of services to consumers, and further, continued losses have a cascading effect,' he said. Khattar also called on distribution companies to speed up work under the Revamped Distribution Sector Scheme to improve efficiency and smart infrastructure. He said the delay in payment of government dues and subsidies continues to affect the financial health of utilities, with some states still behind on dues from the 2023–24 financial year and wider gaps seen in the current year.
